1 Resolutions Committee Report Anaheim, CA Saturday, October 21, 2017 The Resolutions Committee met on Saturday, October 21, 2017 at 4:00pm in Grand D at the Anaheim Marriott to consider resolutions for support by the CRP. Resolutions Committee Chairman, Robert Philibosian, called the meeting to order at 4:00 pm. 1. Resolution to Demand Honest Elections and Voter Rolls in California APPROVE 2. Resolution Calling for the State Government to Officially Designate Antifa and By Any Means Necessary as Terrorist Organizations APPROVE 3. De Meo Resolution to Demand Honest Elections and Voter Rolls in California WHEREAS, the California Democrat Secretary of State, Alex Padilla, refuses to give a copy of the California voting rolls to The Presidential Advisory Commission on Election Integrity; and (*See references 1 & 2 below for support) WHEREAS, 11 California counties have over 100% of those eligible to vote, registered to vote - including San Diego, San Francisco and Los Angeles; and (*See references 3 & 4 below for support) WHEREAS, CA law prohibits the DMV from sharing citizenship information with the Secretary of State or county election officials for the purpose of determining how many illegal aliens granted special licenses are also registered to vote in California; and (*See reference 5 below for support) WHEREAS, in Los Angeles, the Registrar of Voters sent 83 absentee ballots to one apartment in San Pedro; and (*See references 6 & 7 below for support) WHEREAS, the ACLU is suing the Secretary of State for the failure to count 45,000 absentee ballots; (See References 8 & 9 below for support) THEREFORE BE IT RESOLVED that the California Republican Party demand that the California Secretary of State cooperate with the national effort to assure integrity in elections and immediately use State computers to check the number of illegal aliens with drivers licenses and with the voting rolls, BE IT FURTHER RESOLVED that our California delegation, as well as the California Republican Party ask the Attorney General of the United States, Jeff Sessions, to open up a civil rights investigation of the California Secretary of State and the 58 county Registrars of Voters. 8 CRP Fall 2017 Convention Resolution #2 Resolution submitted by Randall Jordan Resolution Calling for the State Government to Officially Designate Antifa and By Any Means Necessary as Terrorist Organizations WHEREAS, When Milo Yanapolis was scheduled to speak at UC Berkeley, an organization called By Any Means Necessary created a riot, burned the entrance to a building and vandalized buildings and cars, bullied and beat up those that wanted to hear Milo speak; and WHEREAS, Antifa created a riot in Oakland San Francisco when a transgender woman wanted to hold a rally and a moderate tried to hold a rally, both in support of free speech; and WHEREAS, even Congress Member Nancy Pelosi and the Berkeley Mayor want to stop these groups from violating free speech rights; and WHEREAS, these groups are using policy and politics as an excuse to violate our rights, physically harm citizens, destroy public and private property though they are unwilling to pursue their goals via peaceful means; THEREFORE BE IT RESOLVED that since free speech and the safety of the public are involved, the California Republican Party asks the California Attorney General and the U.S. Attorney General to begin civil rights prosecutions against all these groups whose purpose is to deprive students and the community of free speech, which if, practiced brings on violence by these terrorists organizations; and BE IT FURTHER RESOLVED that the California Republican Party urges government officials to designate these groups as terrorist organizations and to take legal action to stop them from violating our Free Speech and Right to Assembly as granted by the Constitution; BE IT FURTHER RESOLVED that the California Republican Party urges law enforcement to use maximum efforts to stop the violence by these groups and to use the full extent of the law, including Federal Civil Rights laws to keep these terrorists in the judicial system instead of on our campuses and in our communities.

9 CRP Fall 2017 Convention Resolution #3 Resolution submitted by Senator Jim Brulte (Ret.), Tom Del Beccaro and The CRP Board of Directors Resolution of the California Republican Party in Support of Pres. Trump Making Taxes Fairer, Easier and Job Creation WHEREAS, President Trump has made the restoration of the American economy, private sector job creation and wage growth a priority for his Administration; and WHEREAS, in order to get that private sector job creation and wage growth, the amount and nature of the tax and regulatory burdens on the private sector have to be sensibly reduced; and WHERAS, President Trump and Congress, working together, have sensibly and successfully reduced the burden of federal regulations, which reduction has buoyed the economy; and WHEREAS, tax relief is necessary to achieve sustained economic growth going forward; and WHEREAS, the current tax code is massive and incompressible by most Americans and expensive to abide by and we note that: The tax code has increased so much in length and complexity that hundreds of pages in instructions are necessary to file even the most basic tax returns. o The typical Form 1040, used by most American families, has grown to 79 lines from only 34 lines in 1935, according to the National Taxpayers Union. o The instructions alone for the form has grown to 241 pages from just 2 pages in o The tax code is over six times as long as it was in 1955, according to the Tax Foundation. A complex and ever-changing tax code is unworkable for most Americans, forcing them to spend too much of their time and income on paid professionals and filing aids just to pay their taxes. ; and WHEREAS, the corporate tax rate has left the United States uncompetitive in the world markets and causes companies to keep trillions of dollars overseas, instead of using that money here at home to create jobs for the people of the United States and we note that: The United States now has the highest corporate tax rate among the 35 advanced economies in the Organization for Economic Co-Operation and Development (OECD). o The combined corporate tax rate in the United States is now 39 percent, according to OECD data, compared to an average of 24 percent among OECD member countries. o China, the United Kingdom, Germany, Canada, and Australia all have lower corporate tax rates than the United States; and WHEREAS, the working people of the United States deserve a tax system that is fair and with which is easy to comply, with lower tax rates and hundreds of fewer pages of instructions and rules, which allows regular Americans to be able to fill out their own tax forms on April 15, instead of spending billions on tax preparers, ; and WHEREAS, this needed national economic renewal is without regard to Party affiliation, gender, national origin or ethnicity because bad tax laws harm all of us; THEREFORE BE IT RESOLVED that the California Republican Party join with tens of millions of other Americans and millions of Californians asking Congress to act quickly on President Trump s forwarding thinking tax relief effort to keep more money in our pockets and to creation millions of new jobs, and We further urge our representatives in Congress and the Senate from California to work together to finalize and pass a tax relief package that helps all in our State and Nation in keeping with these goals of the President.

10 CRP Fall 2017 Convention Resolution #4 Resolution submitted by Mike Ramos Resolution Praising President Trump and Attorney General Sessions for their efforts against MS-13 By Mike Ramos, Delegate from San Bernardino County WHEREAS, the gang problem in California has reached epidemic proportions throughout the state; and WHEREAS, criminal street gangs continue to prey upon our communities by committing murder, robbery, drive-by shootings, assault with a deadly weapon, human trafficking, drug dealing, and distribution of illegal firearms; and WHEREAS, despite this ever-evolving criminal threat, law enforcement and District Attorneys throughout the state continue to utilize all available resources to prosecute criminal street gangs; and WHEREAS, in San Bernardino County alone, since 2005, the district attorney s office has secured over 6,800 prison commitments for a total of 51,190 years plus 303 life terms against these local terrorists; and WHEREAS, according to a 2010 California Attorney General s report to the legislature, MS-13 is one of the most prevalent and notorious gangs today with a significant presence in the United States; and WHEREAS, according to an FBI Threat Assessment, MS-13 engage in a wide range of criminal activity, including murder, rape, prostitution, home invasions, car jackings, and drug distribution; and WHERAS, MS-13 is known to perpetrate violence, from assaults to homicides, using firearms, machetes, or blunt objects to intimidate rival gangs, law enforcement and the general public; and WHEREAS, the Trump administration Justice Department has been leading an effort to crush this deadly gang and is having success doing so in a number of jurisdictions; THEREFORE BE IT RESOLVED that the California Republican Party expresses its appreciation and support of the efforts of President Trump and Attorney General Jeff Sessions to eradicate the scourge of MS-13 from our communities.

11 CRP Fall 2017 Convention Resolution #5 Resolution submitted by John Briscoe WHEREAS, President Trump has been remaking an out-of-control federal judiciary; and WHEREAS, President Trump nominated Justice Neil Gorsuch, an originalist, for Associate Justice of the Supreme Court of the United States; and WHEREAS, Justice Neil Gorsuch has established himself as a reliable defender of the Constitution and as an opponent of judicial activism; and WHEREAS, Justice Gorsuch has already been the deciding vote on several critical issues; NOW THEREFORE BE IT RESOLVED that the California Republican Party do hereby commend President Trump for his selection of Justice Neil Gorsuch to the Supreme Court of the United States.

12 CRP Fall 2017 Convention Resolution #6 Resolution submitted by Chuck McDougald, Kevin Krick Proposed Resolution in support of President Trump s actions to defeat the Islamic State in Iraq and Syria (ISIS) Submitted to the California Republican Party s Resolutions Committee on September 18, 2017 by Charles C. Chuck McDougald, Chair, California Republican Veterans Association and Kevin Krick, Chair, California Republican Party Veterans Committee Chair. WHEREAS, ISIS proclaimed itself a worldwide caliphate on June 29, 2014 and subsequently initiated terror attacks across the world and in the United States; and WHEREAS, ISIS is a direct threat to the safety and well-being of Americans and their allies; and WHEREAS, President Donald J. Trump, immediately following his inauguration on January 20, 2017, made the defeat of ISIS his highest priority; and WHEREAS, nearly a third of the territory reclaimed from ISIS since 2014 has been won in the past six months due to the policies of President Trump; and WHERAS, the delegating of decision-making authority by President Trump to field commanders have accelerated the gains against ISIS; THEREFORE BE IT RESOLVED, by the California Republican Party that the California Republican Party commends President Donald J. Trump on his effective strategies for defeating ISIS and supports his goal of the defeat of the Islamic State in Iraq and Syria.

13 PROPOSED AMENDMENT TO RESOLUTION #8 October 13, 2017 RESOLUTION TO COMBAT TAX INCREASES AND PROMOTE THE GOP BRAND WHEREAS, The state legislature passed and Governor Brown signed into law Senate Bill 1, Assembly Bill 398 and increased the tax on gasoline that will take billions from Californians in the form of higher taxes and fees. WHEREAS, Californians are overtaxed and burdened by the reckless policy decisions made in Sacramento; and WHEREAS, The California Republican Party Platform states that we are the party of balanced budgets, limited government, and fiscal responsibility and We believe that taxes in California are too high, and that our state government spends too much and calls on our government officials to join a pledge to stand together against any new taxes; and WHEREAS, AB 398 and SB 1 were opposed by every major taxpayer organization including the Howard Jarvis Taxpayers Association; and WHEREAS, Keeping the Democrats from gaining a 2/3rds majority in the state legislature is a key Republican Party goal; and THEREFORE BE IT RESOLVED, that the California Republican Party thanks the Republican legislators who were true to defending the citizens of California from increased taxes and bigger government; BE IT FURTHER RESOLVED, that the California Republican Party reconfirms the CRP Platform statements on taxes and urges all Republican elected officials to resist tax increases and to promote fiscal responsibility.
