REPORT BY THE ABAC CHAIR 2013 ABAC Chair to report on results of ABAC in BRIEFING BY THE DIRECTOR GENERAL OF THE WTO Briefing by Director General of the WTO on the state of international trade in the current global economy Saturday, 5 October BREAKOUT SESSIONS BREAKOUT SESSION I (08:35 to 10:30) APEC AND THE EVOLVING REGIONAL ECONOMIC ARCHITECTURE APEC was the pioneer of economic integration in our region when we formed in 1989 with a vision to enhance our economic growth and prosperity and to strengthen the Asia-Pacific community. As our region progresses towards prosperity, closer engagement has resulted in significant expansion to our regional architecture. In the midst of the developing bilateral and regional trade arrangements in the Asia-Pacific, APEC should further play a key role in bringing together these developments, by building on these ongoing regional undertakings. When Leaders met in Bogor in 1994, the Asia Pacific hosted a handful of FTAs/RTAs, and today the number stands at approximately 75 FTAs/RTAs. To ensure continued prosperity and stability for our citizens, and to cement APEC s place as the preeminent instrument of regional integration, APEC can look at ways to improve strategic engagement with organizations and groupings in the Asia Pacific.
4 Discussion points Ministers to discuss APEC s role in the midst of the evolving regional economic architecture. Ministers to consider ways to enhance the role of APEC and catalyze APEC s deeper engagement with relevant architecture. Ministers to agree that for APEC to remain at the forefront of economic cooperation, it has to engage strategically with the institutions and groupings of our region. Ministers to encourage further discussions on APEC s role in and synergy with the evolving regional economic architecture. BREAKOUT SESSION II (08:35 to 10:30) A. ROADMAP TO BALI MC9 At our meeting in Surabaya, we reaffirmed our commitment to strengthen a rules-based, transparent, non-discriminatory, open and inclusive multilateral trading system and reiterated the value and centrality of this system as embodied in the WTO. A successful outcome at the Ninth WTO Ministerial Conference (MC9), to be held in Bali, Indonesia on 3-6 December, would help reinforce the WTO s credibility and role as the preeminent forum for multilateral trade, raise business confidence, and provide a significant long-term boost to global growth. With APEC economies accounting for more than half of global GDP and 44 per cent of world trade, APEC can help generate significant positive momentum towards a credible, balanced package of outcomes at MC9. There is widespread agreement that the MC9 package needs to contain outcomes across three core elements: trade facilitation, agriculture and development. Discussion Points Briefing by Director General of the WTO on the preparations for MC9 Ministers to continue discussions on ways for APEC to add momentum to accelerate negotiations in Geneva. Ministers to agree on key actions to be taken in Geneva, including providing additional political guidance to facilitate negotiations. Ministers to agree on a key message to be reflected in the draft Stand-Alone Statement on Supporting the Multilateral Trading System and the 9 TH Ministerial Conference of the World Trade Organization: towards a balanced and credible package of outcomes in Bali, to submit to Leaders for their endorsement. B. ATTAINING THE BOGOR GOALS In 1994 in Bogor, Indonesia, APEC Leaders agreed to the common goals of free and open trade and investment in the APEC region by 2010 for developed economies and 2020 by developing economies. These targets, known as the Bogor Goals, reflected a shared belief that reducing barriers to trade and investment, through a combination of collective and individual actions, was key to realizing the region's growth potential.
5 APEC economies have pursued trade and investment liberalisation and facilitation through various avenues, including through their strong and ongoing support for the multilateral trading system, as well as through collective and individual actions undertaken in APEC. While much progress has been made over the past two decades, there is still work to be done if APEC economies are to meet the Bogor Goals. Particular challenges include helping to bridge the gap between developed and developing economies through capacity building and technical assistance aimed at making growth more inclusive, resilient and sustainable. Discussion Points Ministers to discuss the main challenges facing APEC in moving towards the Bogor Goals, especially in bridging the development gap and assisting economies to achieve the Bogor Goals in Ministers to discuss the progress made and challenges remaining under APEC s trade and investment liberalisation and facilitation agenda, including in relation to tariffs and non-tariff barriers, services, investment, green growth, innovation and good regulatory practices. Ministers to agree on recommendation to leaders on moving towards achieving the Bogor Goals, while addressing the development gap and assisting developing economies to achieve the Bogor Goals by Ministers to agree on recommendations put forth by SOM to move forward the work program under the first priority of Attaining the Bogor Goals. Ministers to agree on specific and substantive outcomes related to attaining the Bogor Goals, including a Leaders Declaration Annex on APEC s Principles in Attaining the Bogor Goals 2020, to submit to Leaders for their endorsement. COFFEE BREAK (10:30 to 10:45) PLENARY SESSION (10:50 to 13:15) 7. ACHIEVING SUSTAINABLE GROWTH WITH EQUITY (10:50 to 11:40) In 2011, Leaders agreed on the APEC Growth Strategy, which outlines five key attributes for economic growth: Balanced, Inclusive, Sustainable, Innovative, and Secure growth. To ensure our work maintains momentum in advance of the 2015 report to Leaders on APEC s progress in promoting the Growth Strategy, APEC has focused this year on Achieving Sustainable Growth with Equity. In the current economic situation, it is more important than ever for APEC to promote resilience and growth that is equitable and more inclusive, maximising opportunities for our citizens to compete in the global economy and contributing to the economic empowerment of vulnerable groups in our societies. Sustainable growth with equity also aims to promote growth that is compatible with efforts to protect the environment. Discussion points Ministers to consider actions to strengthen regional efforts that will ensure the economic empowerment of the various stakeholders in our economies and to tap the potential of the Asia- Pacific, particularly on issues related to SMEs, Women, Food Security, Health, Financial Inclusion, Innovation, Anti-Corruption and the Environment. Ministers to discuss the initiative to promote clean, renewable and sustainable use of energy to strengthen energy security.
6 Ministers to consider the specific and substantive outcomes Leaders will endorse to address sustainable growth with equity, and discuss additional issues that could be taken up in Ministers to agree on specific and substantive outcomes that will ensure economic empowerment of various stakeholders in our economies and to tap the potential of the Asia-Pacific. Ministers to agree to an Annex on promoting clean, renewable and sustainable use of energy to strengthen energy security to the Joint Ministerial Statement. 8. PROMOTING CONNECTIVITY (11:40 to 12:30) A more connected Asia-Pacific in the 21st Century would ease the flow of goods, services, capital, and people in the region. By connecting the region s developed and emerging growth centers, APEC would improve its quality of growth and strengthen regional economic integration, as well as contribute to regional economic resiliency. An APEC Framework on Connectivity has been developed based on an evaluation of elements of work undertaken by the various fora in APEC, and could incorporate some of the following features: Physical Connectivity: To achieve a connected Asia-Pacific, the level of physical connectivity across the Pacific Ocean and within APEC archipelagic and continental region must be significantly improved, by cooperating in infrastructure development and investment. Institutional Connectivity: APEC should expand its work in addressing the behind-the-border issues, including ways to improve the coherency and interoperability of its domestic institutions and ways to develop a practical platform in which both developed and developing economies could participate. People-to-people Connectivity: APEC s connectivity work should recognize the important contribution that can be made by all stakeholders in the region. It should promote a deeper interaction among its people as the actual enabler of regional integration. Discussion Points Ministers to consider the draft annex to the Leaders Declaration on APEC Framework on Connectivity and on APEC Multi-Year Plan on Infrastructure Development and Investment. Ministers to consider actions to strengthen regional economic integration and expand trade in the Asia-Pacific region, including outcomes related to improving supply chain performance and promoting good regulatory practices. Ministers to consider specific and substantive actions to promote connectivity, including by implementing cross-border education cooperation and facilitating travelers and emergency responders. Ministers to agree on the draft annex to the Leaders Declaration on APEC Framework on Connectivity and APEC Multi-Year Plan on Infrastructure Development and Investment, to submit to Leaders for their endorsement. Ministers to endorse actions to strengthen regional economic integration and expand trade in the Asia-Pacific region, including outcomes related to improving supply chain performance and promoting good regulatory practices. Ministers to agree on Annexes to the Joint Ministeral Statement to promote connectivity, including by implementing cross-border education cooperation and facilitating the movement of emergency responders.
