2 Human Rights under Threat: Exploring New Approaches in a Challenging Global Context 19 th EUNGO Human Rights Forum th 6 th December 2017 Brussels, Belgium Bloom Hotel Rue Royale Brussels When the human rights system itself is being questioned and challenged how can we continue to effectively address the very threats that it was set up to address? The past 70 years saw significant developments to build up and utilize a global and regional system of human rights protection resulting, for example, in precedent setting cases, changes in practice, policies to breakdown discriminatory behavior and setting international norms and standards. But international norms and standards are now being challenged and many governments, who themselves signed up to the treaties, simply refuse to comply with obligations under international law or go a step further creating a narrative against the human rights system. What is driving this trend? More than ever today, we need to defend and promote human rights. How can we, civil society and as the European Union, adopt new strategies and tactics to be more effective and impactful? What alliances do we need to forge and which new allies do we need to engage with? And how can we ensure that we continue to promote and build on the important advances of recent years? How can we change the narrative? Format The program aims to ensure a mix of interactive plenary sessions, exchange with high-level decision makers and working groups that focus on analysis and outcomes. The first day will focus on five geographic working groups taking as a starting point for the discussions a particular theme of concern in the region: 1. Africa: how to incentivise strengthened governance to avoid human rights violations 2. Americas and the Caribbean: development, investment and inclusiveness, key conditions for the advancement of human rights 3. Asia: addressing state and social intolerance towards religious, belief or ideological diversity 4. Europe and Central Asia: addressing propaganda and disinformation campaigns against civil society and the human rights agenda 5. Middle East and North Africa: tackling the causes and effects of social and armed conflicts The thematic areas for each geographic working group are an entry point for the discussions. It is not intended that this is necessarily the main or only pressing issue in the region nor that the issue is exclusive to that region. Each working group will be organised as an interactive exchange with a moderator, kick-off speakers and resource persons to spark discussion and a rapporteur. The second day will take a thematic perspective and look at strategies and approaches to address the current human rights situation. These will focus on: Early Warning early action: building on the EU Global Strategy and on the 2015 Forum on promoting and protecting civic space the group will look at ways in which the EU and other actors can take early action and build resilience when faced with threats to civil society space.

It will look at disinformation campaigns and ways to effectively communicate a strong rights oriented message. Trade, business and human rights: making globalisation benefit everyone is a key condition to ensuring the resilience of societies. The session will look at how human rights can be an effective pillar of trade deals and help business. Objectives The EU has a range of instruments and policies that aim to safeguard human rights and place them at the centre of external policies. In particular, the Strategic Framework for Democracy and Human Rights and associated Action Plan highlights key principles and actions in this area. The forum will aim to: explore and exchange experience in each region in relation to one core human rights challenge; identify actions that can be taken forward and properly followed up, by the EU, member states, civil society and other actors; review related thematic areas and identify methods to counter the current human rights crisis, at both a political and practical level and ways to better communicate our work; set a long term strategy in cooperation with EU, Member States and Civil Society to revert the negative trend in this field.
