2 The Board of County Commissioners makes the decision as to whether the June 26, 2012, primary ballot will be by mail or polling place. Ten Business Days Notice is required so that the public may provide input. Decision is scheduled for August 18, 2011, Agenda Why Now? Decision affects 2012 County budget that is being determined. Earlier Primary means that Elections Department is making plans now for the 2012 election.

3 Turnout was 18.5% in 2008 and 22% in Percentage of all registered voters featured contested Republican and Democratic races only presented contested Republican races. 1,033 unaffiliated voters who cast ballot in unaffiliated voters who cast ballot in was first time in the El Paso County BOCC had to decide between a poll place and mail ballot election for the primary. A poll place election was chosen.

10 Polling Place Elections Early voting is available. Mail-in ballots are available. Currently 63% of active and affiliated El Paso County voters are in permanent mail in status. (104,452 / 165,836) Must hire and train over 1,000 election judges. Must secure the use of 102 polling locations. Summer months create scheduling challenges.

12 Mail Ballot Election All Mail Ballot election allows the county to mail ballots to only those voters who are registered and affiliated. Voters may still surrender their mail ballot (they need not have it with them) and vote in person at a Service Center, similar to voting at a polling place. The number of Service Centers required is substantially less than the number of polling places needed. Fewer election judges, supplies, and ballots are needed. We currently utilize Ballot on Demand printers which means that we only have to order as many ballots as we need to mail to voters. Polling places require that we have additional ballot stock on hand at each polling place.

13 Mail Ballot Election Allow for not less than 10 business days for public notice and public input. Required to mail a notice to unaffiliated active and inactive voters. Minimum 6 ballot drop-off locations made available. One location for every 30,000 affiliated/active registered voters. Open for 14 days including election day and only the Saturday prior to the election. Minimum 4 to 5 locations called Service Centers made available. One location for every 60,000 affiliated/active registered voters or one for every MV office. Open for 8 days including election day and the Saturday prior to the election.

15 Service Centers (4 to 5 Minimum) Voters are allowed to surrender their ballot and vote in person. Voters may update their address and receive a ballot. Unaffiliated voters may affiliate and vote. Inactive voters may update their voter record and receive their ballot. Replacement ballots are available. Provisional Balloting is available. All locations open for 8 days including the Saturday prior to Election Day. Ballot drop-off locations (6 minimum) Open 14 days prior to the election including the Saturday prior to Election Day. May use Service Centers Two ways to confirm a ballot has been received. Can be done either on-line or by calling.
