3 WELCOME Welcome from ECPR s Executive Committee Chair Dear Participants Welcome to the ECPR s 46 th Joint Sessions, and welcome to Nicosia! In some respects, this is a very special Joint Sessions. In the first place, the Joint Sessions were held in Nicosia before, in They were hosted then by Intercollege, just one year before Intercollege Nicosia became the University of Nicosia. Apart from the change, the University of Nicosia is now one of the small and select group of ECPR member institutions that has organised a major ECPR event twice! We are extremely grateful to our Nicosia colleagues, and especially to the local organising committee of professors Emilios Solomou, Constantinos Adamides, and Michalis Kontos for inviting us back. After all, Cyprus and its capital Nicosia are not only a beautiful, but also a most interesting venue for a meeting of political scientists: the country s strategic location in the Mediterranean has given it more than its fair share of international turbulence and still unresolved domestic conflict. It is also special because we have a near-record 30 Workshops meeting here. Perhaps Kris Deschouwer and Anna Sroka, who put together the academic programme, and the staff of ECPR Central Services, were inspired by the University of Nicosia motto: Think Big!. The themes of the Workshops are a veritable catalogue of contemporary political challenges: migration, populism, political personalisation, lack of inclusiveness, organised crime, Euroscepticism, financial crisis, digital (non)democracy, etc, etc. 2 The programme now also includes a workshop on Teaching and Learning in Political Science, following on the growing interest for panels in this field at recent General Conferences! We thank the Workshop Directors for their efforts in first putting together a winning Workshop proposal, and then to select you, the participants. Add to this programme of parallel workshops the plenary meeting featuring the Stein Rokkan Lecture by Kevin Featherstone with the intriguing title From Grexit to Brexit. Apart from returning to Nicosia and growing bigger, the core of the Joint Sessions successful formula remains unchanged: bring together small groups of senior and junior scholars working on a particular theme, for five days, to discuss intensively each other s Papers, while offering plenty of opportunities to meet and mingle with the participants in parallel Workshops. 4 WELCOME...and the local organisers Dear Participants On behalf of the Local Organising Committee and the Department of Politics and Governance, I welcome you to the University of Nicosia; the host of the 46 th ECPR Joint Sessions of Workshops. We are proud to be hosting this event in Although young as a University, we have a long tradition in the field of international relations and politics that goes back to the mid-1990s, so we are very honoured and excited to have the opportunity to host one of the most prestigious events in our field at our University. Nicosia, the last divided capital in Europe, combines a history that goes back centuries and prominently displays the marks left by its various conquerors. It is at the same time a modern city that, as the capital of the Republic of Cyprus, stands as the outpost of the European Union in the Eastern Mediterranean. The island of Cyprus has a lot to offer that would cater to the interests of all visitors: you can taste the rich Cypriot cuisine, visit archaeological or religious sites and enjoy a trip to the Troodos Mountains or to the sea. Museums and art galleries are easily accessible for those who prefer less physically adventurous escapades. The University has tried, in close co-operation with the ECPR Central Services, to take care of all the organisational logistics in a most meticulous way. We hope you experience a very productive conference and take with you rich and pleasant memories from your visit to Cyprus. 5 SECTION ABOUT UNIC HEAD The University of Nicosia A regional leader with pioneering initiatives and a forward-thinking vision UNIC is the largest university in Cyprus, and the largest university in Southern Europe that teaches primarily in English, welcoming 11,500 students from over 70 countries across the globe. UNIC also stands out for a number of global firsts in its dynamic initiative in cryptocurrency and blockchain technology. More specifically, it was the first university in the world to: (a) offer a course and degree programme in the field; (b) deliver graduates from a programme of this type; (c) publish academic certificates and diplomas on the blockchain; and (d) accept bitcoin for tuition. Regional leader in IR studies UNIC s Department of Politics and Governance continues a strong tradition on topics surrounding International Relations and European Studies, with special focus on Eastern Mediterranean Studies. Reputed as a leading IR department in the region, it focuses primarily in security, energy, economic and societal issues of the broader region through its academic programmes, publications, conferences and collaborations with local and international governmental and non-governmental actors. The Department s academic programmes offer particular specialities in Middle East and Eastern Mediterranean Studies, Energy and International Security, European Integration, Law and Politics in the EU, and Public Administration. The Department is associated with the Centre for European and International Affairs (CEIA), a leading think-tank in Cyprus, while it also runs the Diplomatic Academy and the Dialogue Chair in Middle Eastern Studies. It publishes The Cyprus Review, the premier Englishlanguage refereed journal on Cyprus and International Relations. 4

6 NICOSIA Out and about in the city The capital city of Cyprus, Nicosia is a vibrant place, where the ancient past and contemporary present blend seamlessly The medieval city of Nicosia is thousands of years old, with Venetian Walls encompassing a variety of historical landmarks. Historic attractions The Medieval Walls 16 th century walls including eleven pentagonal bastions with rounded orillons and protected by an 80m moat. Famagusta Gate Significant gate of Venetian Nicosia, opening onto the road that led to the island s most important harbour town. Phaneromeni Church Built in 1872 next to an ancient Orthodox nunnery, it is the largest church within the walls. The marble mausoleum located in the east of the church contains the remains of bishops and other clerics executed by the Ottomans in 1821 in reprisals for the beginning of the Greek War of Independence. Agios Ioannis Cathedral Church Renovated in 1662 by Archbishop Nikiforos. The recently restored 18 th century frescoes painted during the era of Archbishop Silvestros recreate scenes from the Holy Bible and the discovery of Apostle Varnavas tomb in Salamina. Omeriye Hamam Built afer the island fell to the Ottomans, this bath complex or hamam was dedicated to the Caliph Omar and the area became known as Omeriye. Selimiye Mosque Nicosia s biggest mosque, known historically as the Cathedral of Saint Sophia. It is the largest and oldest surviving Gothic church in Cyprus and possibly constructed on the site of an earlier Byzantine church. Shopping Ledras and Onasagorou streets in the old city are full of souvenir shops and stores with traditional Cypriot goods. Makarios Avenue and Stasikratous street in the new city feature all the familiar high-street chain stores. Museums Cyprus Museum Archaeological museum; early human settlement. 7 ABOUT THE ECPR The European Consortium for Political Research The ECPR is an independent, scholarly association that supports and encourages the training, research and cross-national co operation of political scientists through Europe and the world Membership ECPR membership is institutional and currently comprises nearly 350 universities concerned with the teaching and research of political science. Membership is paid by the university, but it is the individuals within it who receive the benefit; from Master s and PhD students, through to the most senior professor. ECPR events General Conference The ECPR s General Conference is the largest annual gathering of political scientists in Europe, regularly bringing together some 2,000 scholars from across the world. This year s academic programme features 70 Sections and around 500 Panels covering the full spectrum of political science and international relations, as well as an engaging Plenary programme of topical and highprofile lectures and Roundtables. Joint Sessions of Workshops Unique in format and considered the highlight of the annual international political science calendar, the Joint Sessions of Workshops have been held in a different European city every spring since The Joint Sessions remain extremely competitive, with a strict limit of participants per Workshop, all of whom are researching in that particular field. Participants present a Paper which is then discussed in detail by the full group, providing unrivalled opportunity for feedback and development of research. Methods School ECPR believes that good research requires solid methodology. Our biannual Methods School offers training across all methodologies, and caters to the needs of macroand micro-level research. The courses, which can be followed on their own or combined over one or more events, cover quantitative and qualitative designs as well as positivist and interpretative perspectives.

8 ABOUT THE ECPR The Winter School in Methods and Techniques takes place around February/March each year; the Summer School runs July August. Combining the Summer and Winter Schools, you can follow training tracks to create a bespoke package. Funding To encourage participation in ECPR events, every year we award around 200 grants to scholars from fullmember institutions. Grants are a key membership benefit, but the number for each event is capped, so applying does not guarantee success. Applicants are limited to one ECPR Grant/Registration Refund in any two year period. ECPR grants contribute towards attendance and are paid after the event. We also offer funding to our Standing Groups, either as seed money to help start up a new group, or to support the organisation of a summer school. See the Funding tab of our website to find out more. MyECPR Staff and students at member institutions are encouraged to set up a MyECPR account, through which you can register for events, and keep track of Section, Workshop, Panel and Paper submissions. You can also make contact with other scholars who share your research interests, and subscribe to relevant news bulletins. Publications Journals and book series ECPR co-publishes four leading journals: European Political Science, European Journal of Political Research, European Political Science Review and the European Journal of International Relations. It also publishes the high profile Comparative Politics book series, with Oxford University Press. This year sees the launch of a brand-new Open Access journal, Political Research Exchange, published in partnership with Taylor & Francis. ECPR Press In 2005 the ECPR launched its own imprint: ECPR Press. The Press publishes high-quality Monographs and collections of Essays, along with a small selection of Classics that have made a significant contribution to political studies scholarship. Now published in partnership with Rowman & Littlefield International, the imprint also includes a highly respected series of multi-authored, edited volumes, Studies in European Political Science, many of which have developed from Workshops and Panels at ECPR events. Standing Groups and Research Networks The ECPR s Standing Groups and Research Networks are formalised groups of researchers that operate with the institutional support of the ECPR. Reflecting the breadth of the discipline, there are currently over 50 groups covering all sub-fields of political science and international relations. Anyone with an interest in that field can join a Group or Network and instantly connect with scholars working in their area through regular mailings, organisation of Sections, Panels or Workshops at ECPR events, annual meetings or even their own international conferences and summer schools. Prizes ECPR awards ten prizes each year. These recognise achievement at all stages of a scholar s career, including the annual Jean Blondel PhD Prize for the best thesis by a scholar at a member institution, and the biennial Lifetime Achievement Award, for a scholar who has made an outstanding contribution to the discipline. 9 2017 PRIZES Jean Blondel PhD Prize Verena Wisthaler University of Leicester and EURAC Research Immigration and Collective Identity in Minority Nations: A Longitudinal Comparison of Stateless Nationalist and Regionalist Parties in the Basque Country, Corsica, South Tyrol, Scotland and Wales Since 2003, the ECPR has awarded an annual prize for the best PhD thesis in politics, encompassing International Relations, Political Theory, and Public Administration. The prize fund is 1,000 and the winner is offered the opportunity to adapt their thesis for publication with ECPR Press. The Blondel Prize jury, which was unanimous in its choice of winner, was last year chaired by Birgit Sauer (University of Vienna, also representing the ECPR). The jury also comprised Mary Farrell (Plymouth University), Petra Meier (University of Antwerp), and Ferdinand Müller-Rommel (Leuphana University Lüneburg). Verena s thesis evaluates stateless nationalist and regionalist parties identity constructions between 1992 and Her focus is on the Basque Country, Corsica, South Tyrol, Scotland and Wales. How do these parties construct national identity in a context of rising immigration? Do they consider migrants and diversity an integral part of minority nations? This dissertation is the first to deal with such questions in a longitudinal study and with a comparative perspective on the stateless nations. It takes a qualitative approach, analysing parties discourses on immigration and their policies on migrant integration. Verena s study shows that the parties take different approaches to immigration and the construction of the nation in times of rising immigration. All parties instrumentalised the immigration discourse to differentiate themselves from their national governments and to strengthen their own strategic interests. Covering different fields of political science, including party analysis and studies on immigration and integration, Verena argues persuasively that a sort of instrumental nationalism exists, which facilitates identity construction based on civic and territorial markers. This strategy allows for the inclusion of diverse immigrant groups but is always constructed against the central state. Our Jury s verdict Overall, this thesis generates timely and innovative knowledge, and opens up new paths in comparative political science analysis. A pleasure to read, Verena s dissertation is problem driven, and therefore contributes to our understanding of urgent societal and political problems. Maurits J. 10 2017 PRIZES Rudolf Wildenmann Prize Dorothee Riese Leipzig University Negotiating Secrecy: How Parliament and Executive Debate the Possibilities and Limits of Executive Secrecy This 1,000 prize is awarded annually for the best Paper presented at the previous year s Joint Sessions. Candidates must have gained their PhD within the previous five years. The jury, chaired by Kris Deschouwer (Vrije Universiteit Brussel), also comprised Birgit Sauer (University of Vienna), Reuven Hazan (Hebrew University of Jerusalem) Anna Sroka (University of Warsaw) and Cas Mudde (University of Georgia). Democracy requires information to be able to travel without limits. Yet we may need secrecy to attain certain democratic goals, such as the respect for privacy, the secrecy of the ballot, confidentiality in deliberations or classified information in national security issues. The central question of Dorothee s Paper is: How can secrecy be reconciled with democracy? The first part explores the relation in a theoretical way, and concludes that there is no general rule on whether or when secrecy is legitimate. It is rather a matter of negotiation. The second part analyses debates in the German Bundestag on the degree to which secrecy is accepted or criticised in public-private partnerships, where public services are provided by private actors who might want to protect their business secrets. Our Jury s verdict Dorothee s Paper stood out for its original but difficult topic, and for its effective combination of theoretical depth and careful empirical analysis. Dorothee carefully maps the debates, and demonstrates nicely how there is indeed a constant search for the balancing of different values and procedures. She also shows how secrecy can be seen both as a problem related to control mechanisms, and as a necessity for achieving democratically set goals. 11 LECTURE 2018 Stein Rokkan Lecture The latest in our annual lecture series, established to honour the path breaking work of one of the founding fathers of the discipline Kevin Featherstone The London School of Economics & Political Science From Grexit to Brexit: Understanding the Challenges to the Governance of the European Union From Yanis Varoufakis to Nigel Farage, the challenges to the European Union s system of governance are deep, complex and interrelated. The normative and the structural combine: the politics of populism, identity, and confined choice are matched by institutional issues of accountability and delivery. Nor are the problems confined to Europe s periphery: as Viktor Orbán or the AfD indicate. At this existential moment, we learn more of what the EU stands for and what might bring it down. Political science, more than economics, provides the diagnosis and offers the options. Kevin Featherstone is Head of the European Institute at the London School of Economics and Political Science, where he is the Eleftherios Venizelos Professor of Contemporary Greek Studies and Professor of European Politics. He has published widely on Greek politics and history and on the politics of the European Union. His book, co-authored with Kenneth Dyson, The Road to Maastricht, was listed by the European Parliament as one of the 100 books on Europe to remember.
