11 Procedural Justice Refers to the idea of fairness in the processes that resolve disputes and allocate resources It concerns the fairness and the transparency of the processes by which decisions are made
12 Procedural Justice When the core principles of procedural justice are valued and practiced within the department there will be: o Positive organizational change o Improvement in the work culture o Decrease in the polarization of the department
13 Procedural Justice The actions of an individual officer and/or employee can and will have a direct and fundamental impact by either enhancing or lowering people s judgements of police legitimacy. Procedural justice process of fairness and respect leads to citizens to view the police as legitimate and trustworthy. Legitimacy Reflects o Trust and confidence in the police o Acceptance of police authority o Police actions are morally correct and appropriate Lawful vs Awful
14 Legitimacy The judgements that ordinary citizens make about the rightfulness of police conduct and the organizations that employ police. The community expects the fairness, voice, transparency and impartiality from its officers. Positive interactions build Legitimacy
15 Legitimacy When police officers give citizens a voice (listen) and are objective and respectful, police officers gain the trust of the community
16 What could be some internal barriers to police legitimacy All people, even well-intentioned people have biases Past experiences Limited exposure to others races, cultures, religions, etc outside your own Polarization of issues
17 Fair and Impartial Policing If you have biases can you be fair??? Bias is a normal human awribute o Implicit vs Explicit Implicit unconscious awitude that can influence your actions Explicit conscious awitude or belief about a person or group of people. When people feel threatened they are more likely to draw group boundaries to distinguish themselves from others o broad brush Understanding how implicit bias can affect our perceptions and behavior is the first step to override implicit bias.
18 Understanding Implicit Bias allows one to: Be fair and impartial in their duties Allows one to override pre-conceived notations about groups Engage in the community Build respect and cooperation within the community Build public trust
19 Risk and Liability How do you avoid the risk for your city, county, etc o Conduct agency self-assessment 21 st Century Policing Audit o Review policies Use of Force Analysis Police Operations Court/Prosecution procedures o Evaluate promotion/discipline practices o Foster community dialogue Community Conversations o Build, Develop or Enhance partnerships o Training/State Compliance
20 IACP Institute for Community-Police Relations The International Association of Chiefs of Police has commined to building [an Institute for] Community-Police Relations which will provide support to any local law enforcement agencies that wish to address the issues raised in the Task Force Report. The Institute provides law enforcement agencies with the tools, resources, and guidance to help build community trust and engagement, foster transparency and accountability, and safeguard officer well-being, while reducing crime and increasing public safety.
