6 Qualifications for PACABA Malaysian citizen At least 21 years of age Not an undischarged bankrupt Not been convicted of an offence for the period of 5 years from date of nomination. Not registered under Prevention of Crimes Act 1959 Not a person for whom an order has been made under Section 66(4) of Societies Act
7 Your role as PA1/CA The importance of the role of a PA1/CA cannot be over-emphasised. Seats have been marginally lost due to missing Form 14, black outs, unmanned ballot boxes and generally lack of experience and training of PA1/CA. The care with which you carry out your duties could mean a win or loss for your Candidate at your polling centre.
8 Skills of a PA1/CA Diligent and committed to acquiring sufficient knowledge to carry out your duties as PA1/CA. Ability to co-operate with the Ketua Tempat Mengundi(KTM) and SPR officials Courage to uphold the Law and resist any noncompliance with Election Laws & Regulations
9 ADUNs and MPs Outside of Kuala Lumpur, Putra Jaya and Labuan (Wilayah Persekutuan), each voter will cast 2 votes during the GE. One vote will be for the State Assembley man (ADUN) and the other vote will be for the Member of Parliament (MP). The election of ADUN and MP follows the same laws, procedures and requirements. A parallel set of Forms will need to be filled and verified by the PA1CA in the course of his duties. There will be 2 Peti Undi (Ballot Boxes) and separate sets of ballot books(usually differentiated by colour).
10 DUTIES Before Polling Day Your contact person will be the Ketua PACABA and the Penolong Ketua PACABA of your polling station. You would have attended the necessary training and studied the relevant Election Laws & Regulations and SPR Buku Panduan for PACABA. You would also have been asked to submit the Borang A (application to participate as PACABA) together with 2 passport size copies of your IC. As PA1/CA, you would need to fill and submit 2 sets of Borang A: (i) Polling Agent (ii) Counting Agent.

12 The Week to Polling 1. Visit and get to know your Polling Centre to ensure you do not get lost on Polling Day. You are PA1/CA you cannot afford to be late! 2. Go through your material one last time. 3. The day before polling, eat sensibly. NO FOOD AND FRUITS that may make you sick
13 Before Polling Day Just prior to Polling Day, you would be issued a Surat Perlantikan(Letter of Appointment) signed by the Wakil Calon (your Candidate s Representative) and your Borang A returned. You would also be issued with an SPR tag with your photo on it which you will need to display when you move around at the polling centre.

15 WHAT TO WEAR AND BRING 1. Smart casual shoes(not slippers). Dress conservatively. 2. No display of party logo or pictures of politicians and candidates. 3. Bring your own notes and reference material and a powerful torch. 4. Adequately charge your phone and key in the phone no. of your Ketua PACABA and Penolong Ketua PACABA. Ensure you have a power pack
16 Polling Day Be at your Polling Centre by 7am to meet with your Ketua PACABA for last minute instructions if any, and to collect your PACA kit, SPR tag Borang A Surat Perlantikan You should also have with you, your IC and mobile phone. Always keep all the above with you if you need to go out.

23 At your Saluran Introduce yourself to KTM and show your SPR tag NRIC Borang A Surat Perlantikan If you re earlier than the other party s polling agent, secure yourself a vantage seat which will give you the clearest view of the polling process.
24 The KTM and his team The KTM supervises polling in his Saluran with the assistance of 4 Kerani who are known respectively as SPR Clerk 1, SPR Clerk 2, SPR Clerk 3 and SPR Clerk 4. Communication is to be made only through the KTM. PA/CA cannot directly address the SPR Clerks. PA/CA cannot communicate with voters SPR staff mostly live in the vicinity, largely work at the polling station (i.e. school teachers); civil servants (not uniform services); likely votes in the same polling station.

28 PA1 s To Do List before start of polling Item 1 1. Inspect the classroom to ensure that There are no posters/pictures of any Political Parties/Calon (except of Agong & Permaisuri) SPR Clerks 2 and 3 CANNOT have access to any PENS, PENCILS AND MARKERS. This is to ensure that Ballot Papers are not marked accidentally or otherwise, and the vote subsequently considered spoilt at time of Counting. No CCTV inside the Saluran (to avoid recording of Voters marking) Inspect the ballot books and copy the serial numbers of all ballot papers and write on your own copy of Borang 13 Part A REMEMBER KTM WILL NOT GIVE YOU HIS COPY OF BORANG 13.
29 PA1 s To Do List before start of polling Items 2 and 3 2. Inspect the Peti Undi (Ballot Box) to ensure it is empty. 3. Witness the sealing of the Peti Undi: SPR has their own seal. Ensure it is properly secured. The LAW requires KTM to sign on the seal and permits the PA to do the same. Regulation COE R18(3b) Request KTM s permission to photograph the seals, signatures on seals and the properly secured Peti Undi.

32 PA1 s To Do List before start of polling Item 4 4 Complete your copy of Borang 753 Contoh Corak Penindik (Unique saluran stamp)and check that KTM has signed on it and affix the rubber stamp for your Saluran on it. This helps CA to verify the authenticity of each voting slip as all voting slips will be stamped with that same stamp that is unique to that particular Saluran.

58 OBSERVE VERY CAREFULLY Be alert and carefully observe each voter to ensure that his general appearance befits the name called out by kerani 1. BANTAH If Kerani 1 does not look at the voter and compare looks with IC/MyKad. KERANI 1 reads Page number; Bilangan number; Name; IC number. Names marked PP on the electoral role is a postal voter and not allowed to vote. Observe that the voter s left index finger has not been marked with indelible ink. PA1 must discuss with KTM before start of polling for all voteres to show finger to PA. Note that SPR Clerk 3 in particular has no writing instrument to mark on the ballot papers. Ensure the stamp for your Saluran is affixed onto each ballot paper. 58

66 RECORD OF ISSUANCE OF BALLOT PAPER - emphasis KTM keeps a record of ballots issued every hour in his Form 720. FORM 720 is kept in Envelope (Sampul Surat 5) after the end of polling. KTM not obligated to give the information to PACA. PACA must try to convince KTM to read out his records or write the serial numbers of issued ballots on the board so that PACA may copy. In view of possibility of there being more ballot papers in ballot box than issued and that Borang 13 will not be given to PACA, IT IS ESSENTIAL THAT PACA OBTAIN THE SERIAL NUMBERS. AS A MINIMUM, PA1 MUST AT LEAST RECORD THE SERIAL NUMBERS OF ALL THE BALLOT BOOKS IN THE MORNING AND ALL PAs MUST KEEP AN ACCURATE COUNT OF THE NUMBER OF VOTERS IN THE TALLY SHEET
67 Voter tally sheet and Defaced/defective Ballot Paper tally sheet The objective of the Voter tally sheet is to keep count of the number of Voters who have come in to vote at your Saluran. At the end of the day, the total number in the Voter tally sheet should be the same as Part E of Borang 13. When a Voter walks in, his Bilangan No., ic number and name will be called out by SPR Clerk 1. Immediately strike off the name on the Voter list and tick on your tally sheet. Record the number of Kertas Undi Rosak(Defaced/defective Ballot Papers), in the tally sheet provided. Kertas Undi Rosak are Ballot Papers which have been found to be torn or heavily smeared with printing ink or otherwise considered by the KTM to be unsuitable to be issued to the Voter. They are NOT Undi Ragu/Ditolak(Spoilt Votes). 67

69 OTHER PAs activities If you see other PAs recording bilangan numbers or numbering the voters coming in YOU MUST OBJECT If you notice any Pas taking materials out YOU MUST OBJECT on the basis of violation of confidentiality. 69
70 Surat Bantahan An important Form is the Surat Bantahan to register your protest in the event polling procedures are not in order.
71 Surat Bantahan To record objections, Inform KTM that you ll have it recorded then ask KTM to sign on it. One Surat Bantahan for every observed transgression. To save time, prefill at least 2 sets of Surat Bantahan with your Name, IC No, Candidate Name, No Kod Daerah Mengundi etc. On Polling Day, no one waits for you and the process continues whether you have finished your calligraphy on the Surat Bantahan or not.

73 Other Forms - Borang 10A Borang 10A KTM to fill up and sign for NOT issuing Kertas Undi to a Voter under the 4 circumstances stated in the form ie a) Voter refuses to show his left index finger to prove he has not yet voted b) Voter refuses to be marked with indelible ink c) Voter s left index finger has been marked with indelible ink but his name has not been crossed out in the Daftar Pemilih d) Voter s left index finger has not been marked but his name in the Daftar Pemilih has been crossed out.
74 Other Forms - Borang 11 Borang 11 Doubtful Voter s declaration That he has not voted before. Form is filled in and signed by the Voter and KTM
75 Other Forms - Borang 765 Borang 765 Where disabled Voter is unable to access his designated Saluran and his voting slip is sent down to him to mark at a Saluran downstairs. Form is filled and signed by KTM and Polling Agents from Saluran downstairs. The KTM takes the completed ballot back upstairs and place in the ballot box.
76 After your duty as PA1 At 10am, PA2 takes over from you. Do not leave your station until PA2 reports for duty. Do not remove the PACA kit. The PACA kit does not leave the room until after the Counting. Before you leave the Polling Centre, meet with your Ketua PACABA to brief him about the events of the morning.
77 END OF DUTY AS PA 1 AT 10AM GO AND VOTE HAVE A GOOD REST BEFORE COMING BACK AT 4.00PM SHARP 77
78 BACK AT 4.00PM Report to Ketua PACA 20 mins before the hour and be at the saluran 10 mins before the hour. RESUME DUTIES AS LAST PA AND THEN CA (remember to bring along your PA as well as CA tags) 78
79 Returning as final PA and CA When you return to take on the duties of final PA/CA from 4.00pm, you will not be leaving the Polling Room which will also serve as Counting Room until finalisation of Counting(read: no toilet break, no dinner break). These final moments are crucial and the Ballot Box cannot be left unattended at any time. At 5pm the doors will be closed and the ballot box sealed The KTM and Kerani will rearrange the furniture for counting. CA must remain in the room. Never ever take your eyes off the Ballot box.

This is why it is very important for the CA to have a RECORD of the serial numbers of the ballot papers (Part A of Borang 13) and a RECORD of the serial numbers of ballot papers issued (Part B Borang 13).
