2 2013 CEPOL POLICE RESEARCH & SCIENCE CONFERENCE From September 11-13, 2013 the Annual CEPOL Police Research and Science Conference will be held at the campus of the German Police University (DHPol). The keynote speakers, the members of panels, and the participants from the European and international police science and research community will discuss the impact of the Euro crisis and the constraints that have affected policing. At the same time, a massive increase of migration from poor and crisis/war stricken regions of the world, and the implications of digital new/social media have had an impact on police during routine operations, major events, violent sports events, protest demonstrations and riots. The conference will address specific and wider implications of such new challenges that have led to dire consequences for the citizens of respective EU member states, particularly in Europe s South. Among the hardest hit, e.g. unemployed youths and impoverished pensioners or recipients of social welfare, manifestations of frustration and anger have been expressed in social protest. Under such conditions police have to maintain order, and at the same time they attract aggression as they are identified as the symbol of state power. Citizens experience cuts in their living standards, and sometimes they represent the majority, and not, as in earlier times, minorities. Even the less affected countries of the Euro region are confronted with the side effects of the crisis. Constraints tend to entice scapegoating of minorities. There is an increased visibility of outbreaks of anti-semitism, open aggression against Roma, and against long term resident working class migrants, newly arrived asylum seekers or refugees whether they have fled from war or from poverty. New forms of migration are particularly evident among Roma and their families from Southeastern Europe. This will be addressed and discussed during two panel sessions. In times of crisis, police accountability becomes a litmus test of democratic policing. While for some decades now research on police accountability has been the subject of police science in English speaking democracies, Belgium/NL and Scandinavia, much less related research can be observed in the police science discourse of the central and southern parts of the continent. Constraints and accountability will be dealt with during two plenary discussions. Citizens rights, democratic checks and balances, as well as the public perception of police, new/social media, and examples of the much requested comparative research on European policing will be the topics of panel sessions. Additionally, the conference will provide a forum for historical views on the European policing landscape. How have our societies managed change and challenges? How has police training and education adjusted to the Bologna process? Have practical and academic demands for modern policing been successfully integrated into the curricula? As last year in Lyon, on two evenings German Police University will make available open forums for ongoing, planned or just completed research projects. Interested colleagues are invited to present their ideas or findings during a poster session/ open market in the auditorium maximum of DHPol. It is possible to present a poster in the assembly hall or to give a short interactive presentation (max. 20 minutes) in a number of breakout rooms. CEPOL Police Research and Science conferences are open to all who have a scientific interest in how policing is taught and how to improve policing or a long-term strategic interest in the development of policing in Europe. The conference will particularly suit: Academics, scientists and researchers, who are operating in the field of police research and science Senior police managers, who are interested in new trends and solutions in police research and science There are three conference delegate packages available: CEPOL delegates 3 seats ( all inclusive package ) are offered per EU Member State. Members of the CEPOL network are invited to follow the usual application procedure. 8 ABOUT THE CONFERENCE VENUE The German Police University (DHPol) provides a master course and in-service training for the senior police service in Germany. It is located in the southern part of Münster, in the suburb of Hiltrup, and was established in Among the main functions of DHPol is to provide a link between police science, research and practical policing, thus setting up a forum for the discussion of relevant police matters being faced in the Federal Republic of Germany, in Europe and internationally. For further information, please visit the DHPol website: Newly renovated apartments will be available for the time of the conference. There are fitness opportunities available and also the surroundings of DHPol on the southern outskirts of the city of Münster offer opportunities for attractive jogging or walking trips along the shipping canal or in the park-like landscape around the university location. The suburb of Hiltrup where DHPol is located offers some restaurants, shops and recreational spots, the old city of Münster with its museums, has a large variety of good restaurants and pubs, and a sought after shopping district is just a 20 minute bus ride away. Accommodation and meals will be offered in on-campus facilities. Also, on campus a pub will be offering coffee during the day time and drinks/ snacks at night. A conference party with music and dance will be held for participants on the evening of the second conference day. 10 ABOUT THE EUROPEAN POLICE COLLEGE Security threats don t stop at borders and nor should Europe s capacity to fight those threats. CEPOL the European Police College is an EU agency dedicated to training police officers, and, in particular, to strengthening the capacity of law enforcement agencies across Europe to respond to evolving security threats, focusing on those with a European - or cross border - dimension. CEPOL is based in Bramshill, in the United Kingdom. Every year, CEPOL organises approximately 100 activities from a course catalogue developed in response to the current assessment of security threats and the needs of the EU Member States. Taking guidance from the EU s Internal Security Strategy, the policy cycle and the Stockholm Programme, CEPOL is able to create relevant and topical learning activities. Courses and seminars in cybercrime and counter terrorism, organised crime and drug trafficking are examples of the types of activity that CEPOL organises. In 2012, over 6,000 police officers and experts took part in a CEPOL activity, either classroom- or web-based. CEPOL draws on the expertise of its network partners, harnessing knowledge and resources from across the EU, to develop and deliver its training programmes. CEPOL also works with fellow EU agencies, such as Europol, Frontex and Eurojust, as well as other international organisations, including Interpol, to ensure that the most serious security threats can be tackled with a collective response. Building on 10 years experience in classroom-based learning, CEPOL began offering e-learning in 2011, thereby opening access to CEPOL products to any police officer who has access to a computer. CEPOL uses new technology to provide different e-learning options: police officers can learn individually through self-paced courses or by participating in an online webinar. CEPOL also provides a platform for online communities to share best practice and expertise on issues from social media and policing to bioterrorism.
