It has been recognized as an important international event in promoting the innovation and development ofsupply chains. This year's Summit is themed "Governance of Global Value Chains" and will gather business leaders, leading researchers and policymakers for two days of exchange and intensive debate on various topics related to GVCs.The Summit consists of four sessions and panel discussions, together with interaction between panellists and audience. The first panel focuses on the big picture of the global economy, including the new trend in globalization and its implications for international trade and potential impacts on global value chains. Panel two sets the theme of this year the GVC Governance. Panellists will approach the topology of GVCs and relations among different segments of chains from both conceptual and practical perspectives, and explore ideal relationship and interaction among various players along value chains. The third panel is structured as a dialogue between businesses and researchers on the implication of technological advancementon GVCs and the GVC governance, as well as the future innovation and development in GVCs. The last panel discusses among GVC stakeholders, in particular between businesses and governments, possible strategies and regulatory frameworks that would support the development and upgrading of GVCs, with an emphasis on understanding "innovation clusters". The Panel will also explore specific policy elements that could be recommended to local and national governments, and international organizations. 1

In this panel, leading economists and GVC researchers will outline the global economic landscape, identify problems encountered in globalization, and analyse the factors reshaping the global production chains in the mid- and long-term. Panellists will also discuss the new opportunities and challenges faced at national, regional and global levels, in both developing and developed countries, and explore possible solutions based onsound policies, including reinforced GVC strategies. 1. What is the general trend of the global economy? Where is it heading to in the next five years? 2. How will globalisation evolve in the coming years? 3 [TBC] 13:00-14:30 Luncheon and networking 14:30-17:00 SESSION2: THE GOVERNANCE OF GLOBAL VALUE CHAINS How the relation along value chains is actually formed and what is the governance structure along production segments are some of the deciding factors for a successful cross-border value chain. The summit will invite leading researchers to outline a conceptual framework of GVC governance. Business representatives will inject their thoughts originating from their real-world experience. Discussions connecting theory and practice will provide a valuable opportunity to enrich the knowledge and understanding of GVC governance and various supply chain models. The panel will also lay down the basis for exploring how to create synergy in a policy environment at regional, national and global level, which will facilitate location or relocation of GVCs, and eventually promote regional, national and global economic growth. 1. 4 of innovation and technological advancementwill affect the formation of GVCs. New technologies, such artificial intelligence, robotics and digitalization, are rapidly changing almost all economic activities. Based on their real-world experience, business representatives will share their insights on how supply chains will evolve with new technologies and business models. Researchers will provide thoughtson the impact on trade, jobs and the production structure. The exchange will inspire ideas in innovating governance structure, optimizing the use of global resources and promoting the future development of GVCs. 1. Supporting and fostering GVCs have increasingly become one of the powerful strategies for economic growth. In 2016, China published "the Guidance on Strengthening International Cooperation and Raising Chinese Industries' Position in GVCs", which has been establishedas an important framework for strengthening and upgrading GVCs. Earlier this year, adevelopment plan was initiated to build "the Bay Area" that will further integrate Guangdong, Hong Kong and Macao as a new innovation centre. These two ambitious strategies have blueprinted a new round of industrial upgrading and economic clustering, but at the same time, they also called for a carefully-designed regulatory support and sound implementation strategies. In this panel, officials from the MOFCOM and the Shenzhen Municipal Government will be invited to introduce these two initiatives. Based on this, guest speakers will discussthe key factors to ensure the success of these initiatives and policy recommendations for local and national governments. The session also provides an opportunity for academia and international institutions to exchange ideas with GVC practitioners, and to distil insights that could be applicable in other parts of the world. 4
