10 Introduction There is no more important issue in the advanced capitalist world these days than that of how best to organize a successful economy. The old issue of capitalism versus socialism is currently off the agenda. The issue of capitalism versus capitalism currently is not. Policymakers and intellectuals both face the same issue which variety of capitalism works best. Because they do, the new and important sub-discipline of comparative political economy is now rich in studies of why and how different advanced capitalisms organize and perform in distinctly different ways. The explosion in the volume of studies on varieties of capitalism has been the striking feature of the relevant literature of late; but what that literature still lacks is a careful consideration of the organizing frameworks and methodologies that underpin it. The route to a full understanding of the nature of contemporary capitalism, and of the strengths and potentialities of its various institutional forms, does not lie simply through the addition of more discrete studies: those in large measure we now have. It also lies through a careful reflection upon, and a comparison of, the competing understandings currently available to us on how economic success is to be measured, how evidence about that success is to be mobilized, and how economic performance of whatever quality is to be conceptualized and explained? This book is the first major attempt yet made to generate that reflection and comparison. The product of a conference held at Wake Forest University in North Carolina in 2002, it brings together leading exponents of all the major approaches to the variety of capitalism issue. The book contains chapters written from within mainstream economics, within the currently highly influential school broadly labeled the new institutionalism, and within radical scholarship of a Marxist kind. Each approach is laid out and evaluated separately. Each approach is illustrated by chapters on key national case studies. Each approach is compared and evaluated against the others. The whole collection is united by an opening chapter on paradigms of explanation, and by a closing analysis of their relative strengths and weaknesses. The conference was motivated, and the book is driven, by the same set of concerns. The first is that much of the best scholarship in the critical area of comparative political economy is still fragmented between different disciplines and different intellectual traditions, with remarkable little interchange of arguments (or even relevant research literatures). The second is that in consequence, much graduate work in the field goes on without any serious and systematic examination of the intellectual frameworks shaping research design, and without exposure to parallel debates occurring in other disciplines and x
11 Introduction xi traditions of scholarship. The third is that within particular disciplines and traditions, big and exciting debates are underway, to which only their direct participants and their students are easily exposed. (We have in mind particularly the debates around the Hall and Soskice volume on Varieties of Capitalism and the debate in more radical circles around the work of Bob Brenner debates which deserve a wider and less directly committed audience.) The book explicitly examines, reflects upon and applies dominant and different paradigms of explanation to the key question of why advanced capitalisms vary in institutional form and in competitive performance. The book has been constructed as a set of separately authored but closely coordinated chapters. Collectively, these chapters combine writing by leading figures and talented newcomers in the field of comparative political economy and they bring together North American and European intellectuals. That combination then enables a number of the key participants in important debates in comparative political economy to reflect upon the strengths and weaknesses of the positions to which they adhere; and as they do so, to generate new lines of research and suggest new syntheses of approach and conceptual framework. It is the view of all the contributors to this book that an interchange of this kind (one that is theoretically, conceptually and methodologically comparative and reflective, as well as empirically focused) is particularly appropriate at this juncture in the development of the field, given the weight of detailed research monographs now emerging: monographs that are not, in the main, comparative and reflective in this way. It is the associated hope of all the contributors to this book that the chapters gathered here will then help stimulate just such a sensitivity to questions of approach and method in the next generation of research students in this field. In the preparation of this book, immense debts have been gathered: debts to the other participants in the original Wake Forest conference, and debts to the academic leadership of Wake Forest University itself.
