(ii) Question Numbers 1 to 5 are of one mark each. (iii) Question Numbers 6 to are of two marks each. (iv) Question Numbers 11 to 16 are of four marks each. (v) Question Numbers 17 to 19 are of five marks each. These questions are based on passage. (vi) Question Numbers 20 to 21 are based on map/picture based interpretation of six marks each. (vii) Question Numbers 22 to 27 are long answer questions. These questions are of six marks each. Q. 1. Who was the permanent chairman of the Constituent Assembly? (1) Ans. Dr. Rajendra Prasad. Q. 2. Who appoints the Council of Ministers? (1) Ans. The Council of Ministers are appointed by the President on the advise of the Prime Minister. Q. 3. Define the concept Political Theory. (1) Ans. The concept Political Theory refers to the principles and ideas that shape the constitution and government. It also helps in systematic running of social life. Q. 4. Name two kinds of equality. (1) Ans. (i) Economic Equality, (ii) Social Equality. Q. 5. Which rights were given priority by arl Marx? (1) Ans. Marx gave priority to economic rights. Q. 6. Explain the term traffic in human beings. (2) Ans. Article 23 prohibits traffic in human beings, begar and other similar forms of forced labour. Traffic in human beings is evidently a very wide expression and embraces not only a ban on practice of begar, but also trafficking in women for immoral or other purposes. Contravention of these prohibitions is a punishable offence. Q. 7. Mention the special powers of the Rajya Sabha. (2) Ans. Under the Constitution, the Rajya Sabha has been vested with two special and exclusive powers. They are : 1. Under Article 249 the Rajya Sabha may declare by resolution, passed by two-third majority of its members present and voting, that it is necessary or expedient in the national interest that Parliament should make laws with respect to any matter enumerated in the state list. 2. Rajya Sabha is competent to create one or more All India Services if it passes a resolution by two-third majority. Q. 8. Write two definitions of politics. (2) Ans. 1. According to Catlin, Politics is the study of political aspects of organised human society. 2. According to Harold Lasswell, Politics is the study of influence and influential. Politics is primarily concerned with who gets what, when and how? S-1

It is the process by which foreigners acquire citizenship of any other state in which they wish to settle permanently. Naturalized citizenship takes place through many ways like marriage, adoption, etc. Q.. What is secularism? (2) Ans.The dictionary meaning of secularism is indifference or rejection or exclusion of religion and religious considerations. Secularism does not imply atheism or a way of life guided purely by materalistic considerations. Broadly speaking secularism means freedom of religion and non-interference policy of state in any religious activity. In Indian context, secularism means equal status to all religions. Q. 11. Mention any four unitary features of the Indian Constitution. (4) Ans. Following are some of the unitary features of the Constitution of India : 1. Centre is Very Strong. The Indian Constitution has distributed the powers between the centre and states in such a way that centre is much more powerful than the states. 2. No Separate Constitution for the States. In India apart from State of Jammu and ashmir no other state has its own Constitution. There is only one Constitution for whole of India. 3. Single Citizenship. The Constitution of India has no provision for dual citizenship, i.e., there is no separate state citizenship like in case of U.S.A. 4. Change the Boundaries of States. The Constitution of India empowers the Parliament to change the boundaries of the existing states or create new states or change the name of the existing states. Q. 12. What are the main functions of Election Commission? (4) Ans. 1. Election Commission supervises, directs and controls the election process. Such elections include elections to Parliament, Legislature of every State and to the offices of President and Vice-President. 2. Election Commission prepares electoral rolls and does delimitations of constituencies. It also considers the objections raised in this regard. Revision of electoral rolls takes place before every general election. 3. Elections Commission appoints returning officers and assistant returning officers to conduct election. It also implements a model code of conduct for parties and candidates. 4. Election Commission allots election symbols to political parties and to the independent candidates. In case of dispute or controversy, an appeal against the decision of the Election Commission can be made in the Supreme Court. Q. 13. What do you understand by Committed Bureaucracy? (4) Ans. Committed bureaucracy means that bureaucracy is connected with the principles and policies of a particular party and acts according to the directives of the same party. Committed bureaucracy signifies the fact that it is committed not only to the ideals and principles laid down in the Constitution, but also to the ideology of the political party in power. All the democratic countries emphasize on neutrality of bureaucracy so that it can work independently and impartially. But in Communist countries like China, committed bureaucracy exist. There was a single political party in the former Soviet Union and bureaucracy was committed to the objectives and principles of the Communist Party. The primary aim of bureaucracy is to co-operate in achievement of party's objectives. In India, bureaucracy is

10 POLITICAL SCIENCE S-3 committed to the principles envisaged in the Constitution instead of being committed to a particular party. Q. 14. What do you understand by nationalism? (4) Ans. Generally speaking, nationalism means devotion for the nation. A few important definitions of nationalism are : 1. According to Hayes, Nationalism is a unique combination of nationality, nation state and patriotism. 2. In the words of Hans ohn, Nationalism is first and foremost a state of mind and act of consciousness. 3. According to Gross, Nationalism is a sentimental political concept directly related to struggle for power, which respects the individuality of states, recognies the variations in law and government and segregates group from group on the basis of a common core of ideals and beliefs. Q. 15. What is the relationship between economic liberty and social justice? (4) Ans. Economic liberty means security of one s daily bread and reasonable opportunities for earning it. An individual must be made free from the constant fear of unemployment and must be safeguarded against the wants of tomorrow. Economic liberty comprises of an individual s right to work, to earn a minimum wage, the right to leisure by the regulation of hours of work in fields, factories and mines, the right to form unions and the right to provision against old age, sickness, unemployment, accidents and also maternity benefits. Liberal democracy has failed to establish a social order which is just and fair to all members of society. The concept of social justice draws attention to this weakness of liberal democracy and calls for a social order in which everyone is treated with justice and fairness. Social justice involves the creation of a just and fair social order. People should not be discriminated on the basis of caste, religion, colour and sex. All the people should have equal opportunites to develop their personalities. Social justice emphasises on equality before law, equitable distribution of resources, fulfilment of basic needs and abolition of any system which differentiates between individuals. Q. 16. Explain any two devices to prevent war and to maintain peace. (4) Ans. There are various devices to prevent war and maintain peace. Two important devices are as follows : 1. Balance of Power. Balance of power is an important method of maintaining international peace. The basic principle behind balance of Power is that no state or group of states should become so powerful that it may become threat to internationl peace. In the 19th century this method was used to maintain peace in Europe. 2. International Law. In the present age International law is an important method to prevent war and to strengthen peace. Though international law is a weak law, yet most of the civilised states of world give due respect to these laws. Q. 17. Read carefully the passage given below and answer the following question:... I have realised as nobody else could have, with what zeal and devotion the members of the Drafting Committee and especially its Chairman, Dr. Ambedkar in spite of his indifferent health, have worked. We could never make a decision which was or could be ever so right as when we put him on the Drafting Committee and made him its Chairman. He has not only justified his selection but has added lustre to the work which he has done. In this connection, it would be invidious to make any distinction as among the other members of the Committee. I know they have all worked with the same zeal and devotion as its Chairman, and they deserve the thanks of the country.
