2 Introduction: State Capacity and Developmental States New buzzwords in South Africa: state capacity, effecting transformation, and enhance capacity for service delivery has entered the lexicon of South African discourse on politics, economics, and public administration ANC in particular has been talking about the developmental state. Will this improve service delivery? Centralization: means less accountability. Provincial governments will become weaker. Japan and S. Korea are moving toward decentralization 7/20/
11 South Africa Developmental State Economics Increased collusion between government and businesses in an era of neoliberalism: both domestic and international Dominant party (ANC) will subordinate COSATU and SACP Parastatals will increase in size and scope and firms that derive operating authority through legal and/or economic considerations by the state will proliferate. Inequality will increase as economic ministries are capacitated and social service counterparts are decapacitated 7/20/
