Detainee has refused treatment once but has otherwise been cooperative when prescribed medication. He has no travel restrictions. 3. (S//NF) JTF GTMO Assessment: a. 2 s E c R E T //NOFORN For this update recommendation, detainee is assessed as a mid-level, networked, and trusted member of the Taliban who served as a courier for senior Taliban/Anti-Coalition Militia (ACM) leaders. Detainee possessesignificant connections to senior level TalibaniAcM leaders and Al-Qaida network personalities. It is assessed that Taliban/AcM leaders had a high level of trust and confidence in detainee. Detainee was trusted with sensitive information and facilitated communications between high-level ACM members. Detainee worked for, and reportedly had a very close association with AbdulRazzak, former Taliban Minister of the Interior and ACM leader. Razzak reported directly to Mullah Mohammed Omar, supreme leader of the Taliban. Detainee has been uncooperative during interviews. It is assessed this detainee is a HIGH risk, as he is likely to pose a threat to the US, its interests and allies. 4. (S//NF) Detainee Background Summar!: Unless otherwise noted, the following paragraphs are based solely on the detainee's statements. a. (S//NF) Prior History: Detainee claimed Mullah Abdul Bari, conscripted him into the Taliban in (Analyst Note: Mullah Abdul Bari, is possibly the former Taliban Helmand, Provincial Governor and close advisor to Mullah Mohammed Omar.) Detainee was chosen to act as a secretary for Bari's commander, Abdul Razzak, because he could read and write. (Analyst Note: Abdul Razzak (var: Razaq,Razzaq) was the former Taliban Minister of the Interior and Taliban V Corps commander.) Detainee's duties as secretary consisted primarily of writing money orders for other commanders. This lasted twelve days. Subsequently, detainee traveled with Bari and Razzak on three occasions, and claimed he spent the remainder of his time with the Taliban as a guard nearmazar-e-sharil AF. b. (S//NF) Training and Activities: Detainee claimed he had some training on using a pistol and AK-47 rifle in 1997,but did not received any fuither training. Prior to his arrest, detainee worked as a tailor. He supplemented his income by assisting with the harvest of com, wheat, and opium poppies. c. (S/NF) Gapture Information: In November 2002, detainee accompanied his cousin, ISN 888, who was delivering a letter to Sangaryar, US9AF (ISN 890). The letter stated that Mullah Baid Ullah and AbdUl Razzakrequested ISN 890's presence in Quetta, PK. (Analyst Note: Mullah Baid Ullah has been identified as Mullah Obaidullah, the Taliban Defense Minister.) On27 November 2002, detainee, ISN 888, and ISN 890 were arrested by police at ISN 890's house for suspected Taliban activity. Detainee was in possession of a Kalashnikov rifle when he was detained. Detainee was transported to Bagram detention facility prior to his transfer to JTF GTMO. 2 S E C R E T // NOFORN // 2O3OO8O3
3 s E c R E T // NOFORN I I (TWC), Subjecto the Conclusion of an Acceptable Transfer Agreement for Guantanamo d. (S) Transferred to JTF GTMO: 14 December 2002 e. (S//NF) Reasons for Transfer to JTF GTMO: To provide information on the following: o Routes of ingress into Afghanistan o Routes of egress from Afghanistan o International terrorism and related facilities 5. (S//NF) Detainee Threat: a. (S) Assessment: It is assessed the detainee poses a HIGH risk, as he is likely to pose a threat to the US, its interests and allies. b. (S//NF) Reasons for Continued Detention: o (S/A{F) It is assessed that detainee was an established, networked, and trusted member of the Taliban who gained significant placement and access to senior Taliban/ACM leaders. o (S/AID Detainee was recruited and trained by former Taliban Helmand, Provincial Governor Mullah Abdul Bari. After the fall of the Taliban, Mullah Abdul Bari became a close advisor to Mullah Mohammed Omar. o (S/AIF) Detainee worked as a secretary for former Taliban Minister of the Interior and Taliban V Corps commander Abdul Razzak. Furthermore, detainee was captured while delivering a letter for Abdul kazzak. Razzakwas one of the most influential ministers in the Taliban and was also on the Inner Shura council. This council was made up of high-level officials, and provided the Taliban with military direction after they were defeated. During the coalition invasion of Afghanistan, Razzak led the Taliban forces in Mazar-E- Sharif, AF. After the defeat of the Taliban Abdul Razzak transitioned to leading Taliban factions and ACM forces. o (S/A[F) Detainee was delivering a message for Mullah Obaidullah when authorities captured him. Mullah Obaidullah was the former Taliban Defense Minister and Taliban faction and ACM leader. o (S/A{F) According to Mohammed Hashim, US9AF DP (ISN 850), detainee was overheard telling Abdul Ghani, US9AF DP (ISN 934), the "true" story behind his capture. ISN 888 was to deliver four letters to ISN 890, from highlevel Taliban leaders in hiding. (Analyst Note: Detainee stated his cousin, ISN 888, was to deliver only one letter to ISN 890. This letter was the fourth letter described 3 s E c R E T // NOFORN / /
4 s E c R E T // NOFORN o by ISN 850 as only a simple invitation for ISN 890 to visit Mullah Obaidullah in Quetta, PK. Detainee has never mentioned the other three letters.). (S/A{F) These letters were from Taliban/ACM leaders Mullah Obaidullah, Mullah Dadullah and Mullah Berader. (Analyst Note: Mullah Berader was the Taliban Army Chief of Staff. All are still at large and on the CENTCOM High Value Target (HVT) Blacklist as of 16 May 2005.). (S/AIF) Detainee and his cousin, ISN 888, were members of a 40-man detachment charged with protecting Usama Bin Laden (UBL). Detainee was most likely apart of ISN 888's seven-man unit responsible for attacking coalition forces. (Analyst Note: ISN 850 was also a member of this detail.). (S) Detainee fought for the Taliban against US forces atmazar-e-sharif, AF. He fought at a compound surrounded by US and Northem Alliance forces. (Analyst Note: Detainee has never reported this event to debriefers. This information presents a questionable timeline period, during which detainee claimed he worked from his home as a tailor.). (S) Detainee participated in the Qala Jenki prison uprising where CIA operative Micheal Spahn was killed. After the uprising, he was able to escape with approximately eighty other Taliban. (Analyst Note: Detainee has never provided information on this detainment period or the events that resulted in his detention at the Qala Jenki prison.). (S) Detainee threatened to get even with his interrogators when he got back to Afghanistan.. (S) Detainee informed another detainee that he misled his interviewers. (S/AIF) Detainee was captured with two significant Taliban/AcM personalities: o (S/AID ISN 888 is assessed as a member of the Taliban and Al-Qaida network. He is connected to high-level Taliban and Al-Qaida personalities and reportedly was a Taliban commander. o (SiA..ID ISN 890 has been assessed as a senior Taliban commander. c. (S/NF) Detainee's Conduct: Detainee is assessed as a LOW-MODERATE threat from a detention perspective. Detainee's overall behavior has been non-compliant and hostile towards the guard force and staff. Detainee showed a fairly dramatic decline in his normal behavior, and began a trend of qompliancy and non-hostility until early August of 200s. 6. (S//NF) Detainee Intelligence Value Assessment: a. 5 s E c R E T // NOFORN I I o (S/AIF) Detainee has been protecting high level Taliban/ACM and Al-Qaida networked personalities by withholding information. Detainee has reportedly admitted using obstruction techniques during interviews. Detainee had placement and access to top Taliban/AcM leaders, their locations, and the likely routes they used between safehouses and bases of operations in Pakistan and Afghanistan. Detainee may also know the names of local leaders who protect the Taliban/ACM leaders while they travel through different provinces in Afghanistan. b. (S/NF) Areas of Potential Exploitation: o High level TalibadAcM commanders. Taliban and ACM o Unidentified letters delivered to ISN 888 from Taliban commanders. Unit tasked with protecting UBL o Unexploited panicipation in Taliban operations in Mazar-E-Sharif, AF, and Qala Jenki prison uprising o Counter-interrogation techniques: training and usage at JTF GTMO 7.
