33 RECOMMENDATIONS Encourage Civil Society Organisations to address the problems of corruption Introduce into government watch-dog agencies which will identify corrupt practices and bring them to public attention Minimize and simplify government regulations 33

34 RECOMMENDATIONS African States should require that all high-level officials declare their assets and sign a statement permitting banks (both local and foreign) and investment institutions to disclose any personal asset(s) they may hold. Breaking this veil of secrecy is crucial if assets declarations are to be verified and accountability enforced. 34
