1 OTHER EU INSTRUMENTS Instrument contributing to Stability and Peace (ICsP) Project title: STATE AND NON-STATE ACTOR'S COOPERATION IN CONSOLIDATING AN ARCHITECTURE FOR PEACE IN GREATER JOS - phase I & II Decision date: 14/12/2012 & 20/03/2015 CRIS ref: 2013/ & 2015/ Total budget: EUR & EU contribution: EUR & Other contribution: EUR & (Apurimac Onlus and partners) Implementing period: Phase I - 18 months (03/07/ /01/2015) & phase II - 18 months (03/01/ /07/2016) Implementing agency: Apurimac Onlus Geographical region: Plateau, 5 LGAs & 6 LGAs The overall objective of this project is to contribute to a peace process in Plateau State and in particular in Jos by consolidating support in strengthening architecture of peace and mechanisms of conflict resolution. Enhanced participation of educational institutions in peace-building strategies; Increased level of reconciliation between communities in conflict, especially through an enhanced role of the victims of violence in the strategies of conflict transformation; Reduced unemployment rate accompanied by peaceful livelihood perspective, in particular for youth and women, through skills acquisition, job creation and income generation; Enhanced impact of media and social operators in peace-building and democratization process through both skills acquisition trainings for media in conflict and a peace campaign involving the social operators. Peace and conflict management training for students and peace carnival for schools; Interfaith dialogue training for religious associations in schools and football tournaments; Mediation/Dialogue and community resilience trainings; Creation of school peace clubs, peace club manuals and peace education curriculum; Media forum on Constructive Reportage and media campaign for peace; Establishment of businesses for women of different ethnic and religious group; Skills acquisitions trainings and empowerment for women and youths; Establishment of a trauma healing centre in Jos; Reinforcement of 4 vocational centres. Creation of joint business between victims and perpetrators Setting up of microfinance units within the vocational centres
2 197 school administrators, 281 school teachers, 150 members of Parent Teachers Association, 80 lectures, 280 students, and 187 pupils have gained skills in the concept of peace education Establishment of 87 peace clubs in various schools across project LGAs and strengthening of 17 already existing peace clubs Formation of Peace Education Network (PEN) across project LGAs who presently serve as peace educators and tension managers within their localities. Rehabilitation and re-integration of 15 victims and 15 into the society. Setting up and establishment of a Trauma Healing Centre (THC) and Victim Support Scheme (VSS) in Jos North - over 50% of clients undergoing therapy at the centre have improved their wellbeing, 10 clients out of 78 receiving social health support have been reintegrated back into the society. 375 have benefitted from the centre with introduction of physiotherapy. Over 3000 men, women and youth gained skills in various skills out of which 21% gained employed, 30% became self-employed and 4% are using it for domestic purpose; 15 women were given grants with 13 of them presently doing well in their respective businesses in Plateau state Project title: PLATEAU WILL ARISE! BUILDING AND CONSOLIDATING AN ARCHITURE FOR PEACE, TOLERANCE AND RECONCILIATION _ - II PHASES Decision date: 14/12/2012 & 20/03/2015 CRIS ref: 2012/ & 2015/ Total budget: EUR & EU contribution: EUR & Other contribution: EUR & Implementing period: 24 months (03/07/ /07/2015) & 18 months (03/07/ /01/2017) Implementing agency: Search for Common Ground Geographical region: Plateau, 8 LGAs & Plateau and Kaduna, 10 LGAs Objectives The overall objective of this project is to build active, locally owned, and inclusive peace architecture in Plateau State. Enhanced knowledge of key local actors, including women, in eight strategic communities encouraging initiatives to address conflicts; Reinforced favourable public attitude towards a peaceful resolution of conflict; Increased numbers of successfully resolved conflicts in ten strategic communities; Spill-over effect of the local best practice; Increased communication and collaboration between community leaders, security actors and local government officials on peace and security issues;
3 Enhanced mutual understanding of situations which create conflicts between civil society, government and security actors; Enhanced organisational capacity of the implementing partners; Enhanced ability of women, youth, IDPs and people with disabilities to influence local decision making Increased engagement of religious leaders to reduce post-election tensions Community-based mediation, conflict resolution and transformation trainings; Radio production ( voices of peace, child-focused drama) and television broadcast; Community Security Architectures Dialogues and Peace Architecture Dialogue at the State level Dialogues and information sharing between citizens and government; Conflict mainstreaming training for key government officials Mobile cinema and facilitated discussions on leadership Post-election collaboration and outreach for religious leaders, women and youth Regular Peace Architecture Dialogue (PAD) meetings have become an important conflict prevention mechanism at the state level; Most training and radio and TV broadcasting conducted as scheduled, child oriented radio drama series have been produced and aired as well as daily radio messages of peace that have helped to difuse potential tensions; (Re-) gaining the trust and confidence of the people, re-establishing relations between communities and creating a pool of people across the state that are committed to building peace and improving the situation for their communities; Improved trust in the INEC and the electoral process and reduced the potential for violence in the run up to the elections. Project title: ECONOMIC DEVELOPMENT FOR PEACE AND STABILITY IN PLATEAU STATE II phases Decision date: 14/12/2012 & 20/03/2015 CRIS ref: 2012/ & 2015/ Total budget: EUR & EU contribution: EUR & Implementing period: 20 months (01/08/ /03/2015) & 18 months (01/04/ /10/2016) Implementing agency: GIZ Geographical region: Plateau, 12 LGAs & 15 LGAs The overall objective of this project is to contribute to the reduction of conflicts and improved peace and stability through employment creation and increased income. Increased level of financial literacy among the target population; Increased capacity of target Microfinance Banks to provide financial services;
4 The local actors contribute to an improved security and entrepreneurship environment; Enhanced public-private dialogue for local economic development through Business Development Committees (BDCs); Strengthened Potato Value Chain in Plateau State; Improved technical and managerial capacity to participate in competitive value chains for small scale farmers and MSMEs Increased economic stability by expanding the business relations between actors in the respective value chains Improved business environment, stability and reduction of private and public costs for doing business Financial literacy trainings and production of support material; Capacity building for MFBs; Advocacy and Entrepreneurship trainings; Public-Private Dialogue for Local Economic Development; Value Chain Support; Facilitation of market linkages; Development of Farmer Business School materials and Equipment of trainers; Construction of 12 potato storage sites beneficiaries were trained on basic financial literacy (including 36 as trainers) - 75% of individuals enhanced their financial situation as a result of the trainings; An edutainment movie on financial literacy ( E Go Better The Microfinance Way ) was produced and 1,500 copies were distributed; Seven NGOs were trained in advocacy and lobbying; three of them were selected for further technical support and after an advocacy training formed a coalition ( Republic of dvocates ); BDCs have become functional; their members practice the concept and the idea of PPDs outside of the BDC framework. The BDC formation led to a better and stronger link between the public and private sector improving their interaction in the community; 350 participants of potato-cake cooking demonstrations sell potato cakes on a regular basis 750 potato farmers trained on farmer-group formation and strengthening, leading to the formation of over 25 news groups Project title: MITIGATION OF VIOLENCE IN ELECTIONS (MOVE) Decision date: 16/12/2013 CRIS ref: 2014/ Total budget: EUR EU contribution: EUR Implementing period: 9 months (01/12/ /08/2015) Implementing agency: International Foundation for Electoral Systems (IFES) Geographical region: Country-wide with special focus on hot spots at the LGA level
5 To strengthen the architecture for peaceful discussion, dialogue, negotiation, mediation and mitigation of issues likely to lead to electoral violence as part of broader conflict prevention efforts INEC ADR staff capacity built through conflict mediation training and hands-on experience mediating electoral conflicts at the community level; Strengthened CSO capacity in the use of mediation to prevent and mitigate violence and in the organization of inclusive community peace events that build public support for peaceful participation of all electoral stakeholders; Improved political party and citizen access to and familiarity with conflict mediation platforms at the community level in selected areas identified as high risk; Enhanced awareness of INEC s ADR and the mediation services that they offer upon request; Increased public and stakeholder awareness of the conflict mediation techniques and tools available to mitigate conflict and electoral violence; Enhanced public knowledge and awareness of the dangers and impact of electoral violence on the electoral cycle. Training in mediation and conflict mitigation for INEC and CSO representatives ahead of deployment as mediators in community town halls; Provision of sub-grants and ongoing technical support to CSO partners conflict prevention efforts; Feeding into the existing Nigeria Election Violence Report (NEVR) analysis of electoral violence to identify hotspots and target programming; Organization of town hall meetings in areas at risk for electoral violence; Information sharing with INEC for use in voter education campaign and electoral security and logistics planning; Improvement of content and usability of NEVR website; Design and production of voter education materials promoting mediation and peaceful participation (radio jingles, posters, etc.); Organization of peace education programs across the six geo-political zones; Preparation and presentation of final report; Training of 60 participants drawn from INEC and CSOs partners on conflict management and Alternative Disput Resolution to build capacity of INEC and CSOs in preparation to be deployed to lead community-level town hall sessions that were organized in areas identified as being at high risk for political or electoral violence; Organizing of 72 town hall meetings in areas at risk for electoral violence led by the INEC ADR staff and CSO members who had been trained on ADR and Conflict Management helped in averting violence; Organizing of 5 election stakeholders' Round Table discussions which created a platform for to discuss issues that could result in electoral violence and ways they could be nipped at the bud. The round tables brought together party members who previously saw each other as enemies for discussion and peaceful deliberations; 19 Advocacy visits were paid to various key/influential stakeholders in order to prevent eruption of violence
6 Project title: PARTNERSHIP ON STRENGTHENING CRIMINAL JUSTICE RESPONSES FOR MULTI-DIMENSIONAL SECURITY Decision date: 31/07/2013 CRIS ref: 2013 / Total budget: EUR EU contribution: EUR Implementing period: 01/11/ /04/2015 Implementing agency: UNODC -CTED Geographical region: Nationwide The overall objective of this project is to support Nigeria in strengthening its criminal justice responses to terrorism. Specific objectives are to enhance the capacity of national criminal justice officials to implement counter-terrorism measures in accordance with rule of law, with due respect for human rights, and with relevant international legal instruments and Security Council resolutions; to reinforce international criminal justice cooperation, especially with the Sahel; to Western and Central Africa sub-regions, as well as other neighbouring countries; to reinforce inter-agency collaboration, sustainability and ownership of criminal justice responses to terrorism among relevant national entities and to reinforce knowledge and analysis of relevant domestic legislation. Enhanced implementation of counter-terrorism legislation and good practices in accordance with the rule of law and with due respect for human rights; Enhanced capacity of Nigeria in international cooperation in criminal matters related to terrorism, especially in matters related to terrorism activities in the border area with Niger; Reinforced capacity of national entities for effective inter-agency collaboration, sustainability and ownership concerning criminal justice responses to terrorisms; Strengthened national legal framework against terrorism. Specialised training programmes (investigators, prosecutors, judges); Train the trainer workshops; Bi-national workshops; Tailored training publications. Focal points in Ministry of Justice and other entities identified and appointed; Performance of prosecutors specialised in terrorism cases has improved and number of potential prosecutors for terrorism cases has been increased.
7 Project title: TOMORROW IS A NEW DAY PHASE I: BUILDING A PEACE ARCHITURE IN THE NIGER DELTA FOR 2015 AND BEYOND Decision date: 25/10/2013 CRIS ref: 2014 / Total budget: EUR EU contribution: EUR Implementing period: 28/03/ /03/2016 Implementing agency: Search for Common Ground (SFCG) Geographical region: Rivers States, Bayelsa State, Delta State, Abia State (Niger Delta) Objectives The overall objective of this project is to ensure long-term stability and functioning peace architecture in the Niger Delta for 2015 and beyond. Specific objectives are that the culture of non-violence in the region is enhanced through a collective, inclusive vision of reintegration and increased local capacities; an increased participation of community members in ensuring a peaceful and credible 2015 electoral process in targeted regions; an enhanced collaboration and communication between authorities and communities to increase level of security in targeted communities; an improved local decision-making through enhanced involvement of women in community governance and public affairs as well as capacity and knowledge to implement this kind of programming is reinforced. Community leaders and key stakeholders are trained and engaged in conflict transformation programming; Increased acceptance of non-violent methods for conflict resolution within target areas; Increased positive engagement and mutual acceptance for militant and non-militant youth; Citizens have increased awareness of rights and obligations of citizens related to the elections environment; Coalitions of stakeholders, including business, non-state actors, local, state and federal authorities are developed to achieve regional peace; Enhanced collaboration between communities and security units for Early Warning and Response to violence; Women leaders play an enhanced role in public decision-making and peace initiatives; Women play an enhanced role in facilitating the reintegration of ex-militants. Selected communities have pledged their commitments; Institutional assessment of implementing partners has identified specific training needs to ensure efficient implementation; The baseline process provided more details of tailored activities for each community.
8 Project title: TECHNICAL ASSISTANCE TO THE OFFICE OF THE NATIONAL SECURITY ADVISER Decision date: 31/07/2013 CRIS ref: 2014/ Total budget: EUR EU contribution: EUR Implementing period: 18 months Implementing agency: CIVIPOL Geographical region: Nationwide The overall objective of this programme is to help reduce the level of threats and insecurity by Islamist terrorist groups in Nigeria by supporting the Office of the National Security Adviser of the Government of Nigeria in its efforts to fight terrorism spread by Islamist groups. Law enforcement agencies, such as the Office of the National Security Advisor, and specific activities will be supported. Reduction in radicalisation through community engagement; Reduction in radicalisation through engagement with prisoners and detainees; Communication programmes and specific targeted messaging to the population are enhancing the credible and rapid responses by the Government as well as raising public awareness of misconception of extremist ideology; Increased awareness of, and respect for, human rights in law enforcement operations; Improved coordination and information sharing among security agencies; Enhanced preparedness to respond in a coherent and ordered manner to security threats. Counter-radicalisation in communities, de-radicalisation in prison, strategic communication, human rights in military operations, fusion centre and operationalising CT legislation. Cooperative and efficient relationship with ONSA services and senior staff established; Different activities identified and prioritised during inception phase; Soft approach is supported by security agencies; Major 3 day workshop organised from 23 to 25 October 2014 on civil-military cooperation with presence of many senior security officers and opened by President Jonathan.
