3 Program Background Six pilot cities- local community, police department, experts in policing, and the Department of Justice. The purpose is to engage in processes that strengthen relationships of trust between law enforcement and the communities Based on 30 years of research by independent experts Not a one-way street - resources and training to pilot cities and draws from the progress made to share them with other communities. 3

4 Why Fort Worth? Track record for encouraging diversity Innovations in Community Policing NPO, COP, MAC among others Opportunity to strengthen community partnerships and develop new relationships 4

5 What is the National Initiative for Building Community Trust and Justice? An opportunity for our department to be at the forefront of evidence based police research. A collaboration with national and local research partners and the community. A proactive approach to law enforcement using a multi-agency working groups across the entire criminal justice system based on 30 years of research. An opportunity to strengthen relationships with the community, by enhancing police legitimacy. An opportunity to enhance officer safety. 5

6 What the National Initiative is NOT: Nationalization of policing regulated by the Department of Justice Dictating to the department in exchange for Federal funding Mandating the way of policing the community 6

7 National Initiative Three Pillars Procedural Justice Focuses on the way police and other legal authorities interact with the public, and how the characteristics of those interactions shape the public s views of the police, their willingness to obey the law, and actual crime rates Implicit bias Describes the automatic association people make between groups of people and stereotypes about those groups Reconciliation A method of facilitating frank engagements between minority communities, police and other authorities that allow them to address historical tensions, grievances, and misconceptions, and reset relationships This Research Based Project is committed to building on existing evidencebased concepts related to procedural justice, implicit bias, and reconciliation. 7

8 National Initiative Additional Components Group Violence Intervention The NI Team will also identify at least one neighborhood in each site that is the focus of targeted gang and/or violent crime reduction strategies. (Focused Deterrence) Subpopulations To understand ways to improve justice responses to important subpopulations, at least one site will be selected for each of the following: the LBGTQI community, youth, victims of domestic violence and sexual assault, Native American and Latino communities. Clearinghouse The National Initiative for Building Community Trust and Justice Clearinghouse serves to promote the progress of the National Initiative. Key contents: tools, guides, readings, research findings, contacts and general information about promoting procedural justice, reducing bias, and engaging in reconciliation Best Practices Located at trustandjustice.org 8

11 Implementation Determination Process National Network for Safe Communities is in the process of designing an implementation guide and schedule specific to Fort Worth. Based on statistical information, organizational assessment, department surveys, community surveys Various aspects of the programs will be used for all six pilot cities, but uniquely tailored to each city. Police Administration will have authority in adoption of suggested programs 11

13 Memorandum of Understanding Covers data collection only Center for Policing Equity at UCLA is the sole data collection source, therefore, the sole group for the agreement. The remaining National Initiative partners will be referenced, but not part of the actual MOU. Legal Department working with CPE for completion 13

14 Urban Institute Community Surveys Statistics sent from FWPD to determine locations Crime data FWPD is providing community partner recommendations to the Urban Institute Local university researchers recruited for project Urban Institute is in the process of employing local community survey workers Will receive prior notification from Urban for survey dates and locations 14

15 Community Survey Estimated time frame October 2015 Door-to-door surveys 30 minutes The surveys will cover community perceptions of the police and the justice system; perceptions of neighborhood safety, crime, violence, and disorder, perceptions of community services and needs. The information from the surveys will be critical to understanding how the NI makes a difference in communities and enhances trust and justice between the justice system and the community.
