3 Corruption continues to deny the poor, the marginalised and the least educated members of every society, the social, economic and political benefits that s should properly accrue to the them, benefits that are taken for granted in societies that have managed to shake off the yoke of corruption. 4 Public corruption Public corruption occurs when person (A) is in a position of office in Government or politics (i.e. in a position of trust ), breaks a rule or norm (B) and there by provides gain or profit to himself or a third party (C). We have to set clear guidelines (B) and enforceable legal sanctions to punish (A) and (C) so that they lose status or assets or opportunities. 4

All public authorities - central and local should deliver the information within stipulated time. The Act allows appeals and complaints. Penalties for non-compliance and central government liable to remove all the difficulties and problems related to this act.

Integrity Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations. 3. Objectivity In carrying out public business, holders of public office should make choices on merit. 4. Accountability Holders of public office are accountable for their decisions and actions to the public. 5. Openness Holders of public office should be as open as possible about all the decisions and actions they take. 6. Honesty Holders of public office have a duty to declare any private interests relating to their public duties. 7.
