Agenda: (May be subject to change) 1. CALL TO ORDER /ROLL CALL This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in December, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk. In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. FLAG SALUTE/ANNOUNCEMENTS Council member Martin led the Council and audience in the flag salute. At this time, the audience had a moment of silence for Rev. Roger Spencer who passed away earlier today. Rev. Spencer was not only the reverend at Good Shepherd Lutheran Church he was also the chaplain for the PBA and Borough Police. Chief Ackerman shared his thoughts and memories about Rev. Spencer. Council member Pazan read the following resolution honoring our EMS. WHEREAS, emergency medical services is a vital public service; and WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and - 1 -

2 WHEREAS, the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers; and WHEREAS, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; now THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough of Glen Rock in recognition of this event do hereby proclaim the week of May 21-27, 2017, as EMERGENCY MEDICAL SERVICES WEEK With the theme, EMS Strong: Always in Service, I encourage the community to observe this week with appropriate programs, ceremonies and activities. 2. 3 Mayor Packer read the following proclamation regarding Gun Violence Awareness. PROCLAMATION DECLARING JUNE 2 ND TO BE NATIONAL GUN VIOLENCE AWARENESS DAY This proclamation declares June 2 to be National Gun Violence Awareness Day in the Borough of Glen Rock to honor and remember all victims and survivors of gun violence and to declare that we as a country must do more to reduce gun violence. WHEREAS, every day 93 Americans are killed by gun violence and more than 200 have sustained non-fatal firearm injuries over the last 5 years; and WHEREAS, Americans are 25 times more likely to be killed with guns than people in other developed countries; and WHEREAS, protecting public safety in the communities they serve is mayors highest responsibility; and WHEREAS, support for the Second Amendment rights of law-abiding citizens goes handin-hand with keeping guns away from dangerous people; and WHEREAS, mayors and law enforcement officers know their communities best, are the most familiar with local criminal activity and how to address it, and are best positioned to understand how to keep their citizens safe; and WHEREAS, June 2, 2017 would have been the 20 th birthday of Hadiya Pendleton, a teenager who was tragically shot and killed just weeks after marching in President Obama s second inaugural parade; and WHEREAS, to help honor Hadiya - and the 93 Americans whose lives are cut short and countless survivors who are injured by shootings every day - a national coalition of organizations has designated June 2, 2017 as the third annual National Gun Violence Awareness Day; and WHEREAS, the idea was inspired by a group of Hadiya s friends, who asked their classmates to commemorate her life by wearing orange; they chose this color because hunters wear orange to announce themselves to other hunters when out in the woods and orange is a color that symbolizes the value of human life; and WHEREAS, anyone can join this campaign by pledging to Wear Orange on June 2 nd to help raise awareness about gun violence; and WHEREAS, by wearing orange on June 2 nd, Americans will raise awareness about gun violence and honor the lives and lost human potential of Americans stolen by gun violence; and WHEREAS, we renew our commitment to reduce gun violence and pledge to do all we can to keep firearms out of the wrong hands, and encourage responsible gun ownership to help keep our children safe

4 NOW, THEREFORE BE IT RESOLVED, that Mayor Bruce Packer of the Borough of Glen Rock declares June 2 nd to be National Gun Violence Awareness Day. I encourage all citizens to support their local communities efforts to prevent the tragic effects of gun violence and to honor and value human lives. *************** A CEREMONIAL PROCLAMATION FOR LGBTQ PRIDE MONTH WHEREAS, On June 27, 1969 the New York City Police Department raided the Stonewall Inn, a bar that was frequented by members of the lesbians, gay, bisexual, transgender and questioning, or LGBTQ community; and WHEREAS, The Stonewall Riots marked the beginning of the liberation movement that transformed the oppression of LGBTQ people into calls of pride and action, and LGBTQ Pride Month, where we commemorate the events of June 1969 and commit to achieving equal justice under the law for LGBTQ Americans; and WHEREAS, Glen Rock has a proud LGBTQ community, from all walks of life, which has the right to feel safe and not live with fear of harassment and persecution and not be discriminated against; and WHEREAS, LGBTQ youth are four times more likely to attempt suicide than their straight peers, and more than 1/3 of LGBTQ youths have attempted suicide and nine out of ten LGBTQ youths report harassment at school, and three-fifths report feeling unsafe at school; and WHEREAS, all people deserve to live with dignity and respect, free from fear and violence, and protected against discrimination, regardless of their gender identity or sexual orientation. During LGBTQ Pride Month, we celebrate the proud legacy LGBTQ individuals have woven into the fabric of our Nation, we honor those who have fought to perfect our Union, and we continue our work to build a society where every child grows up knowing that their country supports them, is proud of them, and has a place for them exactly as they are. NOW THEREFORE, we, the Mayor and Council of the Borough of Glen Rock, NJ, do hereby proclaim June 2017 as LGBTQ Pride Month in Glen Rock. 3. MOTIONS Departmental Reports Council member Morieko (Planning Board/Library) - Next PB meeting will be June 1, 2017 with approval of a self-storage facility on the agenda. The Library will be redesigning their website which will bring greater accessibility to patrons. The bathroom renovation will begin this summer with the Library remaining open and functioning during construction. Annual Town-wide Garage Sale is scheduled for June 3 rd, 9-3 p.m., $10 with proceeds going to FOGRA

5 Council member Pazan (Finance/Sr. Advisory Committee) - The Sr. Advisory Committee has met with discussion concerning the Hamilton School project, which will carry forward to next school year. Sr. Citizens have two lanes at the pool for morning lap swimming. We will be passing a bond ordinance this evening for some of the larger projects within the Borough. Council member Pazan attended (with Council member Huisking) a seminar at Passaic Valley Sewage Commission. Council member Leonard (Licenses/Franchises) - The Fall Street Fair Committee has met with the new vendor and is excited about new ideas which will be at the Fair in September. Council member Martin (Public Works) - Thanked Council member Morieko for bringing the Municipal Alliance to the forefront. Thanked the EMS for their incredible hard work and dedication. Relay for Life is an amazing event that Glen Rock hosts. Volunteers are always welcome. The DPW is running quite smoothly under Greg Toro s direction. A video on our recycling program was made by our employees, which is available for viewing. Ridgewood Water continues to keep Stage II restrictions in effect. The BOE recently did a water analysis at the schools with lead present at all of the schools, Coleman being the worst. There is no water drinking permitted at the schools. The Shade Tree Commission has planted six new trees on the Borough side front lawn. The Commission is doing an ash tree inventory throughout town. There are 120 trees available for residents to plant on their property. The Arboretum Educational Center is in its planning stage. They have developed nearly a $70,000 savings with options contractors have suggested. There will be a new membership drive in the autumn. June 4 th the Glen Rock Farmer s Market will begin and will continue for 20 weeks. Council member Huisking (Public Safety) - Urged everyone to watch the short video, Coffee with the Cops. The video introduces our officers, learn a little about them and the equipment they use. Also mentioned the importance of recycling and also urged all to watch the video prepared which summarizes many aspects of our recycling program. 7 WHEREAS, the Borough received two bids from Brunswick Builders and Alimi Builders, Inc.; and WHEREAS, the lowest bid came from Brunswick Builders, LLC of East Brunswick, NJ; and WHEREAS, the Borough Attorney has recommended that the bid be awarded to Brunswick Builders, LLC as the lowest responsible bidder in the amount of $24,553.00; and WHEREFORE, the Chief Financial Officer has provided the Governing Body with Certification of the availability of funds requirements. General Contractors, Cypreco Industries, B. Puntasecca Contractors, Aero Plumbing & Heating Co., SLS Construction, Construction Contractors and GL Group,Inc.; and WHEREAS, the lowest bid came from Goksu Construction, LLC of Rutherford, NJ; and WHEREAS, the Borough Attorney has recommended that the bid be awarded to Goksu Construction as the lowest responsible bidder in the amount of $129, Lump Sum Amount $134, (Alternative Bid) - $5, for a total base bid amount of $129,000.00; and WHEREFORE, the Chief Financial Officer has provided the Governing Body with Certification of the availability of funds requirements

Resolution Authorizing Fire Department Bylaw Changes Resolution No.: Offered by Council Member: Martin Seconded by Council Member: Morieko RESOLUTION APPROVING FIRE DEPARTMENT BYLAW CHANGES WHEREAS, Borough Code Section 15-6 permits that the bylaws, rules and regulations of the Fire Department of the Borough of Glen Rock may be changed, amended or repealed by a majority vote of the Department at any regular meeting or special meeting called for that purpose, provided that no change, amendment or alterations shall take effect until approved by the Council; and WHEREAS, the Mayor and Council have been provided with the following requested amendment to the bylaws of the Fire Department of the Borough of Glen Rock: Article 11 Penalties, Procedures and Resignations Section 3 Notwithstanding the provisions of Section 1 of this Article, if at any time any member whose 12 month attendance cumulative to present, as calculated by the formula for a borough average, drops below 31%, the member shall be dropped from the rolls of the Department. A leave of absence and time off for medical reasons shall not be included in the 12-month period. NEW ADDITION: Members who are attending a college or university full time shall not be included in the 12-month period, pending approval from the Chief; and NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the Borough of Glen Rock approve the above new addition to Article 11, Section 3 of the bylaws of the Fire Department of the Borough of Glen Rock Council Member O Hagan - absent Council Member Leonard - yes 7. 9 Seconded by Council Member Morieko A RESOLUTION AUTHORIZING INCLUSION IN THE BERGEN COUNTY COMMUNITY DEVELOPMENT PROGRAM WHEREAS, certain Federal funds are potentially available to the County of Bergen under Title I of the Housing and Community Development Act of 1974, as amended; the HOME Investment Partnership Act of 1990, as amended; and the Emergency Solutions Grant of 2012; and WHEREAS, the current Interlocal Services Cooperative Agreement contains an automatic renewal clause to expedite the notification of the inclusion process; and WHEREAS, by June 12, 2017, each Municipality must notify the Bergen County Division of Community Development of its intent to continue as a participant in the Urban County entitlement programs noted above; and WHEREAS, it is in the best interest of the Municipality of Glen Rock and its residents to participate in said Programs. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Municipality of Glen Rock hereby notifies the Bergen County Division of Community Development of its decision to be included as a participant Municipality in the Urban County entitlement programs being the Community Development Block Grant Program, the HOME Investment Partnership Program, and the Emergency Solutions Grant Program for the Program Years 2018, 2019, 2020 (July 1, 2018 June 30, 2021); and BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Bergen County Division of Community Development no later than June 12, Council Member O Hagan absent Council Member Leonard - yes 8. Resolution for Inclusion in Community Development Cooperative Program Resolution No Offered by Council Member Martin Seconded by Council Member Morieko A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE COUNT OF BERGEN TO SUPERSEDE THE COOPERATIVE AGREEMENT DATED JULY 1, 2000 AND AMENDMENTS THERETO ESTABLISHING THE BERGEN COUNTY COMMUNITY DEVELOPMENT PROGRAM WHEREAS, the certain Federal funds are potentially available to the County of - 9 -

10 Bergen under Title I of the Housing and Community Development Act of 1974, as amended; the HOME Investment Partnership Act of 1990, as amended; and the Emergency Solutions Grant of 2012; and WHEREAS, it is necessary to supersede an existing Interlocal Services Cooperative Agreement for the County and its people to benefit from these Programs; and WHEREAS, an Agreement has been proposed under which the Municipality of Glen Rock and the County of Bergen in cooperation with other Municipalities, will modify an Interlocal Services Program pursuant to N.J.S.A. 40:8A-1 et seq.; and WHEREAS, it is in the best interest of the Municipality of Glen Rock to enter into such an Agreement. NOW, THEREFORE, BE IT RESOLVED by the Municipality of Glen Rock that the Agreement entitled Three Year Cooperative Agreement (an Agreement superseding the Cooperative Agreement dated July 1, June 30, 2003) to clarify the planning and implementation procedures and to enable the Municipality to make a Three Year irrevocable commitment to participate in the Community Development Block Grant Program, the Home Investment Partnership Program and the Emergency Solutions Grant Program for the Program Years 2018, 2019 and 2020 (July 1, June 30, 2021) be executed by the Mayor and Municipal Clerk in accordance with the provisions of law; and BE IT FURTHER RESOLVED, that this resolution shall take effect immediately in accordance with law. Now, therefore, be it ordained as follows: The following language is deleted from Chapter 32-7(1.) B. the same is in motion or. SECTION 2. All other parts, portions and provisions of the Borough Code of the Borough of Glen Rock, be and the same, are hereby ratified and confirmed, except where inconsistent with the terms thereof. In the event of any such inconsistency, the terms of this Ordinance shall be deemed to govern. SECTION 3. The terms of this Ordinance are hereby declared to be severable; should any part, portion or provision hereof be declared invalid or unconstitutional, said finding shall not affect any other part, portion or provision thereof

Jim Seaton, Ferndale - Mr. Seaton stated this seems like a lot of money for a traffic light. Mrs. Benjamin commented the cost includes more than the light, including traffic islands and reconfiguring the intersection. Council member Huisking added this is currently a non-conforming intersection and the volume has increased exponentially. Council Member O Hagan absent Council Member Leonard yes Ordinance No. #1762 BOND ORDINANCE TO AUTHORIZE THE REPLACEMENT OF THE TRAFFIC SIGNAL AT THE INTERSECTION OF MAPLE AVENUE AND ROCK ROAD IN, BY AND FOR THE BOROUGH OF GLEN ROCK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $451,500 TO PAY THE COST THEREOF, TO APPROPRIATE A STATE GRANT, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS

14 BE IT ORDAINED by the Borough Council of the Borough of Glen Rock, in the County of Bergen, New Jersey, as follows: Section 1. The Borough of Glen Rock, in the County of Bergen, New Jersey (the "Borough"), is hereby authorized to replace the traffic signal at the intersection of Maple Avenue and Rock Road in, by and for the Borough. Said improvement shall include all work, materials and appurtenances necessary and suitable therefor. Section 2. The sum of $451,500 is hereby appropriated to the payment of the cost of making the improvement described in Section l hereof. Said sum so appropriated shall be met from the proceeds of the sale of the bonds authorized and the State grant appropriated by this ordinance. No down payment is required pursuant to the provisions of N.J.S.A. 40A:2-11(c) because this ordinance involves a project to be funded by a State grant. Said improvement shall be made as a general improvement and no part of the cost thereof shall be assessed against property specially benefitted. Section 3. It is hereby determined and stated that (1) the making of such improvement (hereinafter referred to as "purpose") is not a current expense of the Borough, and (2) it is necessary to finance said purpose by the issuance of obligations of the Borough pursuant to the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law"), and (3) the estimated cost of said purpose is $451,500, and (4) $221,500 of said sum is to be provided by a State grant hereinafter appropriated to finance said purpose, and (5) the estimated maximum amount of bonds or notes necessary to be issued for said purpose is $230,000, and (6) the cost of said purpose, as hereinbefore stated, includes the aggregate amount of $85,000, which is estimated to be necessary to finance the cost of said purpose, including architect's fees, accounting, engineering and inspection costs, legal expenses and other expenses, including interest on such obligations to the extent permitted by Section 20 of the Local Bond Law. Section 4. It is hereby determined and stated that the sum of $221,500 received or to be received as a grant from the State of New Jersey Department of Transportation is hereby appropriated to the payment of the cost of such purpose. Section 5. To finance said purpose, bonds of the Borough of an aggregate principal amount not exceeding $230,000 are hereby authorized to be issued pursuant to the Local Bond Law. Said bonds shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law. All matters with respect to said bonds not determined by this ordinance shall be determined by resolutions to be hereafter adopted. Section 6. To finance said purpose, bond anticipation notes of the Borough of an aggregate principal amount not exceeding $230,000 are hereby authorized to be issued pursuant to the Local Bond Law in anticipation of the issuance of said bonds. In the event that bonds are issued pursuant to this ordinance, the aggregate amount of notes hereby

15 authorized to be issued shall be reduced by an amount equal to the principal amount of the bonds so issued. If the aggregate amount of outstanding bonds and notes issued pursuant to this ordinance shall at any time exceed the sum first mentioned in this section, the moneys raised by the issuance of said bonds shall, to not less than the amount of such excess, be applied to the payment of such notes then outstanding. Section 7. Each bond anticipation note issued pursuant to this ordinance shall be dated on or about the date of its issuance, shall be payable not more than one year from its date, shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law, and may be renewed from time to time pursuant to and within limitations prescribed by the Local Bond Law. Each of said notes shall be signed by the Mayor and by a financial officer and shall be under the seal of the Borough and attested by the Borough Clerk or Deputy Borough Clerk. Said officers are hereby authorized to execute said notes and to issue said notes in such form as they may adopt in conformity with law. The power to determine any matters with respect to said notes not determined by this ordinance, and also the power to sell said notes, is hereby delegated to the Chief Financial Officer who is hereby authorized to sell said notes either at one time or from time to time in the manner provided by law. Section 8. It is hereby determined and declared that the period of usefulness of said purpose, according to its reasonable life, is a period of ten years computed from the date of said bonds. Section 9. It is hereby determined and stated that the Supplemental Debt Statement required by the Local Bond Law has been duly made and filed in the office of the Borough Clerk of the Borough, and that such statement so filed shows that the gross debt of the Borough, as defined in Section 43 of the Local Bond Law, is increased by this ordinance by $230,000 and that the issuance of the bonds and notes authorized by this ordinance will be within all debt limitations prescribed by the Local Bond Law. Section 10. Any funds received from private parties, the County of Bergen, the State of New Jersey or any of their agencies or any funds received from the United States of America or any of its agencies in aid of said purpose (other than the State grant hereinbefore appropriated, which shall be applied to the cost of said purpose but shall not be applied to the payment of outstanding bond anticipation notes and the reduction of the amount of bonds authorized), shall be applied to the payment of the cost of said purpose, or, if bond anticipation notes have been issued, to the payment of the bond anticipation notes, and the amount of bonds authorized for said purpose shall be reduced accordingly. Section 11. The Borough intends to issue bonds or notes to finance the cost of the improvement described in Section 1 of this bond ordinance. If the Borough incurs such costs prior to the issuance of such bonds or notes, the Borough hereby states its reasonable expectation to reimburse itself for such expenditures with the proceeds of such bonds or notes in the maximum principal amount of bonds or notes authorized by this bond ordinance

16 Section 12. The full faith and credit of the Borough are hereby pledged to the punctual payment of the principal of and interest on the obligations authorized by this ordinance. Said obligations shall be direct, unlimited and general obligations of the Borough, and the Borough shall levy ad valorem taxes upon all the taxable real property within the Borough for the payment of the principal of and interest on such bonds and notes, without limitation as to rate or amount. Section 13. The capital budget is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistency therewith and the resolutions promulgated by the Local Finance Board showing full detail of the amended capital budget and capital program as approved by the Director, Division of Local Government Services, is on file with the Borough Clerk and is available for public inspection. Section 14. 17 WHEREAS, the Mayor and Council of the Borough of Glen Rock recognize the need to amend the Chapter 40 of the Borough Ordinance as follows: Now, therefore, be it ordained as follows: SECTION 1. Chapter 40 entitled Police is hereby amended to add the following new section, 40-17: Special Law Enforcement Officers. Authority and Purpose. The Borough of Glen Rock may establish Special Police Officers pursuant to and in compliance with the Special Law Enforcement Officers Act (N.J.S.A. 40A: et seq.). a. Classifications: Powers and Duties. The classification of special law enforcement officers shall be based upon the duties to be performed by said officers and are established as follows: 1. Class 1. (a) (b) The officers of this class are authorized to perform routine parking enforcement, foot patrol, traffic detail, spectator control and similar duties as may be assigned, by the Chief of Police or, in the absence of the Chief, another law enforcement officer in a supervisory capacity to act in his stead. Said Class 1 Officers are also authorized to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes of New Jersey. The use of firearms by said Class 1 Officers is strictly prohibited and no Class 1 Officer shall be assigned any duties, which may require the carrying or use of a firearm. The number of Class 1 Special Officers shall not exceed 25% of the total number of regular police officers employed. Before any special law enforcement officer is appointed, the Chief of Police or his designee shall ascertain the eligibility and qualifications of the applicant and report these determinations in writing to the Borough Council. b. Appointments: Terms. Special Officers, Class 1, shall be appointed for a term not to exceed one (1) year by the Borough Council and the appointment may be revoked by the Borough Council for cause after hearing, as required by N.J.S.A. 40A: The powers and duties of Special Officers shall cease upon expiration of the term for which they are appointed. Special Officers so appointed shall not be members of the Police Department of the Borough of Glen Rock or any other Police Department in the State of New Jersey or elsewhere. c. Qualification: Investigation. 1. No person may be appointed as a Special Law Enforcement Officer unless the person: (a) (b) (c) Is a resident of this State during the term of employment. Is able to read, write and speak the English language well and intelligently and has a high school diploma or its equivalent. Is sound in body and of good health

18 (d) (e) (f) Is of good moral character. Has not been convicted of any offense involving dishonesty or which would make him unfit to perform the duties of his office. Has successfully undergone the same psychological testing that is required of all full-time police officers in the Borough of Glen Rock. 2. The Chief of Police shall have the applicant fingerprinted as required by statute, conduct a background investigation of the applicant to determine the eligibility and qualifications of the applicant and shall report these determinations, in writing, to the Mayor and Council of the Borough of Glen Rock. d. Training. No person shall commence serving as a Special Officer unless he has been certified by the Police Training Commission, as provided by N.J.S.A. 40A: e. Hours. No Special Officer may work more than twenty (20) hours per week, except during period of emergency. One full time Special Officer may be appointed to primarily provide for parking enforcement and to aid with traffic control during daytime hours only. f. Supplemental. SECTION Special Police Officers shall not be utilized to supplant regular police officers. 2. Special Police Officers are subject to the personnel policies of the Borough of Glen Rock. 3. Special Police Officers are subject to the Glen Rock Police Department's Written Directive System, where applicable. 4. Compensation for Special Officers shall be established by the Borough Council annually. All other parts, portions and provisions of the Borough Code of the Borough of Glen Rock, be and the same, are hereby ratified and confirmed, except where inconsistent with the terms thereof. In the event of any such inconsistency, the terms of this Ordinance shall be deemed to govern. SECTION 3. The terms of this Ordinance are hereby declared to be severable; should any part, portion or provision hereof be declared invalid or unconstitutional, said finding shall not affect any other part, portion or provision thereof. SECTION 4. to law. This Ordinance shall take effect immediately upon final passage and publication according 6. 19 path project at the Arboretum. Virginia Harper, 131 Concord Avenue - Ms. Harper commented the Arboretum Trail is lovely and believes it to be an asset to the community. Jennifer Bush, 33 Hillside Avenue - Ms. Bush also whole heartedly supports the new Arboretum Trail. Ms. Bush commented this trail supports outdoor activity, is a healthy lifestyle and is a community resource. Anyone who purchases property near or across from a public park must realize there will be public traffic. Naomi Gamorra, 50 Kent Road - Ms. Gamorra expressed disappointment in 12 people who are complaining about someone walking past their home on a public trail. The public has a right to be there. Ms. Gamorra commented that any plants that are removed are of an invasive species and any that are planted are native in nature. Ms. Gamorra noted this trail was begging to be built. 7.
