3 THE MOUNT VERNON MUNICIPAL COURT, MOUNT VERNON, OHIO The Mount Vernon Municipal Court Annual Report (2014) chronicles statistics and changes in Court operations during the year. The Annual Report provides an overview of the operations of the Court and summarizes the activities of the dedicated employees whose combined efforts efficiently and effectively serve the citizens of Knox County, Ohio. COURT OPERATIONS On October 1, the Court adopted Local Rules of Practice. The Local Rules of Practice provide guidance to attorneys and parties as to how their cases will be handled by the Court. The Rules were adopted after a period of review and comment by the Knox County Bar Association. The Rules are available on the Court s website: The Court implemented a new procedure to improve compliance with orders to pay fines and costs. Defendants who cannot pay fines and costs at the time of their sentencing hearings are required to make minimum payments of $ per month, or perform an equivalent amount of community service each month until their fines and costs are paid in full. Defendants who fail to comply with their payment plans are required to appear in Court each month for a pay plan hearing until they are in compliance. Significant work was done updating the Court s website. More information and forms were added for attorneys, parties doing business with the Court and the general public. Information for jurors was added, including an informational video on jury duty, a juror questionnaire and other forms for jurors. A Wi-Fi connection was installed in the Courtroom enabling attorneys to access case information on the Court s website. Attorneys can also use their mobile devices to look at office calendars and files. PERSONNEL There were many changes in Court personnel, in In June, Judge Paul E. Spurgeon retired after 14 ½ years of service. Knox County Prosecutor John C. Thatcher was appointed by the Governor as Judge Spurgeon s replacement, in July. In the Probation Department, David Priest was hired as a Probation Officer, in August. A clerical position was added at that time to handle administrative tasks, freeing up the Probation Officers to spend more time with their probationers. In the Clerk s Office, Jamie Morand was hired as a new deputy clerk. Yelena Arishina was appointed as a volunteer Student Bailiff to assist in the Courtroom. 1
4 COURT SECURITY In October, the Ohio Supreme Court conducted a Physical Security Assessment of the Court building and Court security measures. The Court is committed to working with the Ohio Supreme Court and local authorities to improve the safety of Court employees and the public in the Court building without impeding the public s access to the Court. PROBATION DEPARTMENT The Probation Department implemented a multiple tier system of supervision whereby offenders will be monitored based on one of three available tiers. The level of supervision is determined using assessment tools such as the Ohio Risk Assessment System implemented by the Ohio Department of Rehabilitation and Correction. Offenders on tier one supervision need minimal contact with a Probation Officer. Offenders on tier two require an intermediate level of supervision. And offenders on tier three are supervised more intensively and for longer periods of time. The tier system was implemented to provide uniform standards of supervision; to enhance public safety; to reduce criminal recidivism rates; and to use more efficiently Probation Department time and resources. The Probation Department also implemented a schedule of supervision fees that must be paid by probationers. The amount of the fee is determined by the offender s level of supervision. In October, the Court provided funds for a new program at the Knox County Jail serving inmates who have been incarcerated on drug charges or charges related to the use of alcohol and/or drugs. The program provides treatment services including assessment, individual counseling and group counseling, as well as outreach and education to inmates who wish to become more aware of the effects of their substance abuse and its impact on their lives. Surplus monies in the Court s Indigent Drivers Alcohol Treatment fund were released to pay for the program in partnership with the Mental Health and Recovery Board of Licking and Knox Counties. COMMUNITY OUTREACH The Judge and Probation Department staff meet periodically with representatives of local social service agencies such as the Freedom Center, New Directions (the Domestic Abuse Shelter of Knox County), Behavioral Healthcare Partners of Central Ohio (fka Moundbuilders Guidance Center) and TouchPointe Marriage and Family Resources to evaluate the Court s utilization of available services, participation rates of the offenders referred for services and to ensure effective communication between the Court and the respective agencies. The Court is represented on the Knox Substance Abuse Action Team, the Domestic Violence Collaborative Board and other community boards. 2
