2 Tender for Printing of wall Calendars for the Year 2015 IDBI Bank (referred to as the Bank hereafter) is inviting bids from well established and reputable printers for printing of its wall Calendars for the Year Procedure for submitting tender The Tender shall be submitted in two parts viz. Part I (Technical bid) and Part II (Financial bid) in two separate covers which are to be sealed and put together in a master envelop superscribing with the words Tender for printing of Wall Calendars for the year Part I Technical bid shall be furnished in a sealed /closed cover super-scribing, Printing of Wall Calendars for the year 2015-Technical Bid and addressed to the Deputy General Manager (Administration), IDBI Bank Ltd. be dropped in the tender box placed on 4 th floor of IDBI Tower up to 1.00 p.m. of September 26, Technical bids will be opened at 3.00.p.m on the same day i,e September 26, 2014 in the presence of the Tender Committee members and the bidders or their representatives for pre-qualification of the bidders. Printers may please furnish the following apart from acceptable proof of satisfying the prequalification criteria (see Annexure II). (a) Firm/Company profile giving i) Firm/Company profile; ii) Annual Turnover during last 3 years (Audited balance sheet for last 3 years shall be submitted) (b) Details of similar jobs ( minimum 30,000 wall calendars per year) executed in the past 3 years along with the quantum and value of the job and names and addresses of the clients for whom the jobs were executed (Please submit copies of purchase orders) (c) Copies of satisfactory Work Completion Certificates from the above clients; 2

3 (d) Technical specifications of paper along with the paper samples to be used for printing, etc., for which the rates are quoted (as per quality of paper mentioned in Annexure IV) (e) Demand draft of Rs.60,000/-(Rupees Sixty thousand only) drawn in favour of IDBI Bank Ltd, payable in Mumbai, on any nationalized /schedule bank towards Earnest Money Deposit (EMD). It may be noted that the EMD shall not carry any interest and that EMDs of the unsuccessful bidders would be refunded only after finalization of the tender or within 90 days from the date of opening of Part-I of the tender, whichever is earlier. The EMD of the successful bidder shall be converted into Security Deposit and shall not carry any interest and will be refunded after satisfactory completion of the job or such extended period as may be decided by the Bank at its own discretion. Tenders without EMD will not be considered; (f) Sample of copies of latest calendar printed (on the specification and quality of paper mentioned in Annexure IV) by them. (g) Local Sales Tax Registration number and PAN. (h) Declaration on letterhead of the printer that it has never been involved in any illegal activity or financial frauds. (i) Declaration on letterhead of the bidder(s) that its contract in the past was not terminated during the contract period due to unsatisfactory performance, nor it refused to continue the services for IDBI Bank after the contract was awarded by the Bank in the past; (j) Declaration on letterhead of the bidder(s) that they have not been put in the negative list by any public sector bank/ Govt. organization, for breach of applicable Laws or violation of regulatory prescriptions or breach of agreement. (k) Signed copy of the terms and conditions stipulated in the tender document (Annexure-III). (l) Application for Tender duly signed by the authorized person(s) of the printer - (Annexure I). 3

4 (m) Undertaking to the effect that in case the firm fails to accept/execute the order for any reason, EMD will be forfeited and it will also be liable to be blacklisted for any future contract N.B.-1) It may be noted that tenders not accompanied by any one of the above documents or satisfactory explanation thereof shall be liable for rejection forthwith. 2) Technical Bid envelope shall not contain any Financial Bid. 3) Documents mentioned above from (a) to (m) may be submitted in serial order. Part II Financial Bid Financial bid shall be furnished in a sealed cover as per the format given in Annexure V super-scribing, Printing of Wall Calendars for the year Financial Bid. The Financial bid cover will be opened subsequently after shortlisting the successful bidders based on technical bids and subject to the following conditions. i) Bidders shall satisfy pre-qualification criteria (Annexure II) to qualify in the Technical Bid. ii) The bidders, short-listed on the basis of the Technical bid only shall participate in the Financial bid. iii) The Bank shall have the right to decide on the omission of the participating bidders on the basis of Technical qualifications, without giving explanation to anyone of the participants or any other parties and also exclude them on the basis so decided by the Bank to participate in the financial bid.` Note Bank reserves the right to conduct Online Reverse Auction (ORA), after opening of financial bids. 4

5 3. The Bank does not bind itself to accept the lowest or any tender and reserves the right to reject any tender without assigning any reason whatsoever. The Bank also reserves the right to either conduct or cancel the ORA without assigning any reason. Any decision of the Bank in this regard shall be final, conclusive and binding on the bidders. INSTRUCTIONS FOR TENDERING (i) (ii) (iii) (iv) (v) (vi) Before submitting the Tenders, the bidders are required to examine carefully the Tender Documents, Terms & Conditions of Assignment and Specifications. In case there appears to be any ambiguity, the matter should be referred to the Bank for clarification. The Tenderer/bidder shall complete the annexed forms of the Tender Documents called for therein and shall sign with date all the documents. The Tenderer/bidder shall initial on all the pages of Tender Document. The Tenderer/ bidder shall indicate the name, designation and address with telephone number/fax number, etc., so as to enable the Bank Ltd. to serve the notice with regard to the Tender. All the forms should be filled up in Arial 12 font in double space. The Tenderer / bidder shall submit the documentary proof for qualifying requirements in the same order as mentioned in the Tender Document. Irrelevant documents or documents which are not required in the Tender shall not be submitted. The Bank is not bound to accept the lowest Tender and has the right to reject any Tender without assigning any reason or whatsoever or select any bidder who meets the printing requirement. In such circumstances, the Bank shall reserve the right to re-issue the Tender, if required, while the Tenderer /bidders shall not have a right to object to such re-issue. 5

7 Annexure-I (To be furnished on the letterhead of the Firm/Company) Undertaking The Deputy General Manager, Administration Department, IDBI Bank Ltd., Head Office, IDBI Tower, WTC Complex, Cuffe Parade, Mumbai Dear Sir, Printing of Bank s Wall Calendars for the year Having gone through the tender document for the aforesaid job, we offer to undertake and complete the work in conformity with your requirement and the terms and conditions set for the same. 2. We agree to abide by this tender for the period of 120 days from the date of opening of the tender or agreed extended period and it shall remain binding on us. 3. We confirm that we have in-house facility and our machinery is capable of printing and designing the calendars and other material including perfect binding as per the specification required by IDBI Bank Ltd. 4. We confirm that we have printing press and representative office along with a DTP operator in Mumbai or its surrounding areas and printing facility to carry out entire work related to wall calendars. 5. We hereby confirm to follow and abide by all instructions as laid down by IDBI Bank Ltd., and as also given in Annexure IV. 6. We note that you are not bound to accept the lowest or any other tender you may receive at the office of IDBI Bank Ltd. 7. We agree to print wall calendars utilizing the quality of paper approved by IDBI Bank Ltd. out of the samples furnished by us along with the quotation/bid. 8. I/We undertake to participate in the commercial Online Reverse Auction (ORA) on being qualified in the Technical Bid round and quote our bids in ORA if required by the Bank. 7

We further agree to the 5% of the contract price or more that will be imposed by IDBI Bank Ltd. at its discretion for slippage in delivery schedule or unsatisfactory quality of job or any other grievances suffered by IDBI Bank Ltd. 10. We understand that IDBI Bank has the right, without assigning any reasons thereof, to (i) Reject, amend, and modify Bank s offer. (ii) Terminate this Tender Process. (iii) Make no award to any of the Participants and / or recommence the entire process. (iv) Contract with one or more Participants for reasons other than the lowest price. (v) Modify the requirements and terms of this Tender Document and request revised proposals from some or all of the Participants. 14. 9 Annexure II Tender for printing of Bank s wall calendars for the year 2015 Pre-qualification criteria A list of Qualifying Requirements (QRs) and the supportive documents that need to be submitted by the Printer is given below. Any Printer not meeting any of the following QRs or not submitting any of the documents shall be summarily disqualified. Only those printers who satisfy all the Qualifying Requirements and submit requisite documents will be eligible for being called for financial bidding as per the process. (i) (ii) (iii) (iv) (v) (vi) (vii) The printer shall be in business for at least five years. (up dated Certificated issued under Shop & Establishment Act to be enclosed with Technical bid). The printer shall have a valid Factory License (Copy of the certificate should be furnished with Technical bid) The printer must be a profit making registered firm/concern (Audited Balance Sheet for the last 3 years and suitable certification by Statutory Auditors to be furnished with the Technical bid). It should have clients like banks, financial institutions/large corporate to its credit (present and past), Printers must have had successfully executed individual customers order for supply of more than 30,000 calendars per year in the past 3 years or the billing for the said jobs should be at least Rs.15 lakhs each. The printer shall have business turnover (average or individually) of minimum Rs. 10 crore per year for the last 3 years. The track record of the bidders shall be clean and they shall not have any involvement in illegal activities or financial frauds. Tenders must be accompanied with declaration to this effect on letterhead of the 9

10 (viii) (ix) (x) (xi) (xii) (xiii) bidders. Tenders without declaration will not be considered and will be rejected forthwith. The printer must not have been disqualified by RBI or some Public Sector Bank including IDBI Bank, during the last three years. (Suitable Certificate from the Statutory Auditors of the printer shall be submitted along with the Technical Bid.) Major penalty viz.rs.5 lakh or more should not have been levied by any client on the printer during the last three years. (Suitable certificate from the statutory Auditors of the printer shall be submitted along with the Technical Bid. The printer shall have integrated capability for undertaking such jobs i.e. phototypesetting in both Hindi and English, colour processing, web-offset printing, 4 colour printing, sheet-fed printing in four colours and spiral binding with metal hanger etc. The printer must also have "Akruti XP" of Cyberscape Multimedia Ltd and also provide Unicode Hindi support to facilitate typesetting/printing of Hindi version. (Self Certification on the Letter head signed by the Authorised Signatory.) The bidders who provided unsatisfactory performance earlier or who was awarded the contract earlier but refused to continue the contract will be not eligible for this contract. The printer must have capacity to complete delivery of all copies, in a staggered manner, within eight days from strike order.(self Certification on the Letter head signed by the Authorised Signatory). The printer shall deposit Earnest Money Deposit(EMD) of Rs. 60,000/-(Rs. Sixty Thousand only) by way of demand draft drawn in favour of IDBI Bank Ltd. payable at Mumbai, on any nationalized/scheduled bank. Any bid without EMD shall be rejected. Annexure - III (A) Terms & Conditions of the Tender 10

11 1. Tenders not accompanied by documentary evidence in respect of any items indicated in Pre-qualification criteria (indicated above) will not be considered and will be rejected forthwith. 2. Tenders received after the prescribed time and date will not be considered and rejected forthwith. Decision of the Bank in this regard shall be final, conclusive and binding on the bidders. In the event of the last date for the receipt of bids is declared a public holiday for the Bank, the bids will be received up to the specified time on the succeeding working day. 3. The Bank reserves the right to amend/ modify the tender document or issuing any corrigendum to the bid process. The bidder shall not claim as a right for the Bank to do the aforesaid. 4. Any effort by the vendor to influence the tender process may result in forthwith rejection of the vendor's bid. 5. Artwork for the calendar will be provided by IDBI Bank Ltd. The successful bidder shall be required to submit the first lot of proofs within one day from the date of release of manuscript, and the corrected proofs on the day of indicating corrections. The printer shall get approved the colour and design of calendar from the Bank Designer appointed by the Bank. The proof for inside material of calendars shall be submitted to and approved by IDBI Bank Ltd (Admin). 6. No increase in cost shall be considered for any reason unless there is a change in the number of pages. However, in case the number of copies or number of pages are less than those indicated herein the Bank shall get the proportionate benefits of the quote given for the indicative numbers. 7. All taxes and levies, shall be deducted at source as per current tax rate while making any payment and TDS certificate will be issued. 8. Demand draft of Rs.60,000/-(Rupees sixty thousand only) drawn in favour of IDBI Bank Ltd, payable in Mumbai, on any nationalized /schedule bank towards Earnest Money Deposit (EMD). It may be noted that the EMD shall not carry any interest and that EMDs of the unsuccessful bidders will be refunded only after finalization of the tender or within 90 days from the date of 11

12 opening of Part-I (Technical bid) of the tender, whichever is earlier. The EMD shall not bear any interest and the amount shall be forfeited in the event of any evasion, refusal to undertake the job or delay on the part of the vendor to sign and execute the order once the printer has accepted and participated in ORA if conducted by the Bank. 10. The work order issued to the successful bidder shall be accepted within 3 days from the date of issue of work order. Failure to accept the work order will result in forfeiture of the EMD. 11. Any delay in delivery or failure to supply requisite numbers of copies of wall calendars as per agreed quality and specifications will entitle the Bank to invoke penalty clause or even cancel whole/part of the order. In the event of cancellation of the order, the Bank shall not be liable to pay any amount including the cost incurred by the bidder/printer to execute the job and the bidder shall not be entitled to recover from the Bank any amount by way of damages, loss or otherwise for such cancellation of the order but at the same time the Bank shall be entitled to recover the loss, which it may incur on account of non delivery of items as per quality and quantity % of contract price or more will be imposed by the Bank at its discretion for slippage in completion of the job entire or part thereof, delivery schedule or unsatisfactory quality of job or any other grievances suffered by the Bank. 13. The financial bidding process will be carried out through ORA if required by the Bank. Vendors qualified in the Technical Bid round will be required to participate in the financial bidding process conducted for the same. 14. If ORA is required by the Bank, short listed printers will be apprised and trained on the ORA process, free of charge, by the service provider identified by the Bank before the actual bidding process. In such event, the exact date 12

13 and time of ORA will be intimated to the short listed printers. No travel/conveyance expenses for training or participating in ORA will be borne by the Bank. 15. The Bank does not bind itself to accept the lowest or any tender and reserves the right to reject all or any bid or cancel the Tender without assigning any reason, whatsoever. The Bank also reserves the right to re-issue / recommence the Tender without the vendors having the right against such reissue. Any decision of the Bank in this regard shall be final, conclusive and binding on the bidders. 16. Tenders not accompanied by documentary evidence in respect of any items indicated in Pre-qualification criteria (indicated above) will not be considered and will be rejected forthwith. Conditional tenders which stipulates conditions contrary to the conditions given in the tender document, are also liable for rejection. 17. The selected printer shall provide certificate that all the copies of the wall calendars have been printed using desired quality of paper and that overall production quality is as per our design, specification, etc. 18. No order or billing payment on any other sister concern/ associate company will be released by the Bank. The entire job shall be done by the bidder. Outsourced work will not be permitted. 19. The printer shall (whether or not he responds to this tender notice) treat the details of the documents as secret and confidential. 20. Specifications of the items for which rates are invited are mentioned in the Annexures IV. The job of printing of wall calendars, binding as per specification and properly packing in suitable material shall be treated as one bucket and assigned to the printer who is selected as per the decision of the Bank as per ORA. 21. The printer shall pack the quantity of Wall calendars, as may be indicated by the Bank and deliver the packs to the courier agency selected by the Bank for dispatch of the Wall calendars to the Bank's branches / addresses all over the country and the Bank's Registered Office in Mumbai or its surrounding areas. 13

14 22. No advance shall be paid. 23. The printers who participate in the tender shall clearly state that they have read the above terms and conditions and accept the same. 24. Bidders shall satisfy pre-qualification criteria and general terms and conditions to qualify in the Technical Bid. 25. The printer shall furnish samples of paper specified by the Bank for printing of calendars. The printer shall also furnish specimens of their other printed materials (four-colour) on paper specified by us for printing of the calendars. These shall be furnished along with Technical Bid. 26. The printer shall have the capacity to complete delivery of all copies, in a staggered manner, within eight days from the strike order. 27. The Bank reserves the right to split the order or combine the order. 28. Quantity indicated is an estimate and may undergo change to the extent of (+/-) 5-10%. 29. The bidder shall bear all costs associated with the preparation and submission of its bid and the Bank shall, in no case, be held responsible or liable for these costs, regardless of the conduct or outcome of the bidding process including cancellation or abandonment of the bidding process. Size 18" x 13.5" ii Pattern 7 fly sheets - one each for 2 months and one cover sheet with 4 color printing matter on both sides. Printing should be by offset process in Hindi and English in four colours. The calendar should be spiral binding with metal hanger coated rimming on 34.5 cms side. 16 Annexure V Format of the Financial Bid to be submitted by the Bidder in a sealed cover as required under Part II Specification of the Wall Calendar Wall Calendar on Indian Art Paper 130 gsm with 4 colour printing and having 7 fly sheets of 18" x 13.5"size each - one each for 2 months and one cover sheet with 4 color printing matter on both sides with offset process in Hindi and English in four colours, Spiral binding with metal hanger coated rimming on 34.5 cms side as per Art work provided by the Bank. Quantity 2,00,000 Rate per Calendar cost final cost should be inclusive of all taxes and VAT. Any deviation in furnishing the quoted cost would liable to be rejected by the Bank and the Bank s decision in this regard shall be final and binding on the bidder.
