2 TENDER SPECIFICATIONS In the event of any conflict in the provisions made here under and those made in the specifications else where, the provisions made below shall prevail. Therefore tenderers are requested to kindly go through the following carefully before filling the tender and to follow them strictly, failing which the tender may be rejected. In shape of BG/DAC/FDR/D.D. etc. of NATIONALIZED scheduled Bank in favor of SAO, HTPS, Kasimpur Payable at SBI, Kasimpur or PNB, Kasimpur. 3 Procedure for submitting the tender:- It will contain the requisite Earnest Money and Tender Cost for which sealed quotations will be invited by the Executive Engineer, EPD C, HTPS, Kasimpur, Aligarh in two parts i.e. part-i (technical bid) & part-ii (price bid). Tender Bid Part-I (Pre qualifying conditions):- (1) The Tenderers participate in the tender directly after down loading the tender specification from the UPRVUNL web site documents cost: Rs only [Rs Rs.30.0 (Tax)]Rupees Two Hundred Thirty Only) Non refundable the shape of Cash/ DD etc. and in favour of SAO,, HTPS,Kasimpur payable at SBI, Kasimpur or PNB Kasimpur and submit tender cost along with the tender document,failing which their tender shall not be considered. (2) Tenderer should be BHEL Ancillary Units who have the experience of supply of Tendered Material /other Bowl Mil spares In support of this a documentary proof must be enclosed along with the offer in techno-commercial Bid-Part-I. (3) Tenderer should have adequate experience for the supply of tendered/similar material. In this context, the bidder shall submit the following past executed purchase orders for the supply of tendered/similar material to NTPC/BHEL/UPRVUNL/Large Thermal Power stations/ PSUs/ Govt. Deptt. These purchase order have been placed within last 07 (Seven) years of the date of publication of this tender. a. Three P.O. s of 40 % of tendered amount Or b. Two P.O. s of 50 % of tendered amount Or c.single P.O. of 80 % of tendered amount (4) It will contain the requisite Earnest Money Rs (Rs Four Thousand Only) In shape of BG/DAC/FDR/D.D. etc. of Nationalized scheduled Bank in favour of SAO,, HTPS, Kasimpur payable at SBI, Kasimpur or PNB, Kasimpur. Tenders without earnest money shall not be entertained at all, and no kind of exemption will be allowed in the deposition of earnest money in techno-commercial bid Part-I. Earnest money submitted against any other tender or registration under DGS&D/NSI/SSI/any other such organization will not be treated as an excuse from exemption of EMD. (5) Tenderers should be registered under sales tax Act / VAT and X-erox copies of their valid Sales tax / VAT registration certificate / Tin No. (6) latest I-Tax clearance certificate & Copy of PAN card should be enclosed in bid Part-I. (7) An affidavit on non- judicial stamp paper worth Rs must be given with the offer in bid Part-I. Declaring that: (a)tenderers is not related to any officer/official of UPRVUNL. (b)offer is valid for 120 days from the date of opening of bid Part-II. (8)All commercial terms & Conditions along with the technical specifications of the tendered material shall be offered in bid Part-I only. 4 (9) Fitment Certificate-Firm shall confirm that the offered material is interchangeable with existing material at site (10)Firm shall confirm in Bid Part-I only that the offered material is 1:1 interchangeable with existing material at site regarding this firm may visit the site/ office of BMD to see/ collect sample/ drawing.. Tender Bid Part-II (Price Bid):- It will contain the price schedule only. There should not be cutting & overwriting in the rates.if necessary, the same must be duly signed. PROPOSED TERMS & CONDITIONS:- 1- Prices: - Price quoted should be FIRM and FOR destination ie. HTPS, Kasimpur. ED, Sales Tax/VAT, P&F, Freight and transit insurance etc should be clearly mentioned in offer. 2- Sales Tax/VAT: - It shall be paid extra as legally applicable on production of documentary evidence. 3- Payment:-100% payment plus all taxes shall be paid after receipt & check of material at HTPS, Kasimpur central store or in a special case 100 % payment plus all taxes will be paid through proforma Invoice against delivery of material at HTPS, Kasimpur subject to prior submission of 02% amount of order value and valid for 18 months in the shape of BG/DAC/FDR/TDR of Nationalized scheduled Bank in favour of S.A.O. CFA&BO, HTPS, Kasimpur which will cover the security deposit.this amount will be released by E.E. ESD C, HTPS, Kasimpur after satisfactory supply/checking of material at HTPS, Kasimpur. Bank charges shall be borne by the firm. However, the EMD deposited by the firm will be adjusted towards security deposit. 4-Ex-stock/Minimum delivery period shall be preferred. Material shall be delivered on as & when required basis per instructions of consignee i.e. E.E. ESD C, Kasimpur. 5 Pre-dispatch inspection of the material shall be carried out by quality assurance Committee, HTPS, Kasimpur at firm s works/godown. However material may be got tested in IIT, Kanpur lab / Shri. Ram Test House, Delhi, if required at UPRVUNL cost. In case of any discrepancies, defective material shall be replaced by the Supplier free of cost. 6- Security:Against payment term, prior submission of 02% amount of order value in the shape of BG/DAC/FDR/TDR from scheduled bank, valid for 18 months in favour of S.A.O. CFA&BO, HTPS, Kasimpur which will cover the security deposit.this amount will be released by E.E. ESD C, HTPS, Kasimpur after satisfactory supply/checking of material at HTPS, Kasimpur. Bank charges shall be borne by the firm. However, the EMD deposited by the firm may be adjusted towards the security deposit. 7- Penalty: For delay in supplies beyond the delivery period, a ½ % per week subject to max. 10% of the cost of undelivered material shall be levied. 8) Manufacturer Test Certificate : Tenderer has to submit manufacturing test certificate at the time of supply of material. 9-Performance Bank Guarantee: Firm shall submit the PBG from scheduled bank, valid for 18 months equivalent to 10% amount of order value in lieu of the performance of the supplied material which shall be released after 12 months from the date of successful working /installation of the material or 18 months from the date of supply, whichever is earlier. 10)-Guarantee: Firm shall undertake the guarantee of the material supplied for their genuineness & originality on their letter head. If any material found defective, the same shall be replaced by the Firm free of cost 11 The Executive Engineer reserves the right of placing the order in part or whole of the quantities mentioned in the tender / enquiry. 12-Quantity of the item / material may be reduced up to any extent, 13- The rates should be given on the enclosed schedule of rates which should be signed & stamped with official seal. 14 Conditional tender shall not be accepted. 5 15-- In case of holiday on schedule opening date, tender bid shall be opened on next working day at same time If any rebate or reduction in the rates, should be clearly mentioned. No conditional rebate/ discount shall be considered. 17- There must not be any cutting or over writing in the offer. However if any Cutting or over writing is necessary, the same must be duly signed. 18- If the Nigam Suffers any loss due to infringement of the conditions mentioned in the supply of order, the same will be recovered from any of the firm s pending bills in Nigam and P.O. may be cancelled at any stage without any prior intimation to the firm. 19- In order to meet out any emergency of UPRVUNL, the successful bidder may be asked to supply part of the ordered material to any other Unit/project of UPRVUNL on same terms & conditions, which will be a binding on the firm. 20- Variation: ± 10 % with the consent of Purchaser. 21- All other terms & conditions of FORM B of UPRVUNL shall also be Applicable. 22The supply may be taken in lots on as and when required basis after duly approving a sample by the Executive Engineer BMD HTPS. 23- Each and every paper of tender bid submitted by firm should be stamped and signed by the firm s representative with the remark submitted by me.
