5 Page 3 of 6 Part B 1 Purpose 2 Scope The purpose of this document is to detail the management requirements for the control of risks arising from the unauthorised access to Railtrack Controlled Infrastructure. This document applies to all Railtrack Controlled Infrastructure, as defined in Appendix A to GA/RT6001. It applies to members of the Railway Group who exercise control over access to the infrastructure. The measures specified in the document are applicable to the control of the risks to, and those emanating from, the operational railway. The document does not apply to measures applicable to: the control of small animals / vermin; the control of authorised access, for example to worksites, all of which shall be considered separately. The Railway Clauses Consolidation Act 1845, section 68 (and sections of previous Acts relating to specific railways) impose obligations for the benefit of the owners and occupiers of lands adjoining the railway. The requirements of these Acts are in addition to the requirements of this document. 3 Principles 3.1 The Railway Safety (Miscellaneous Provisions) Regulations 1997 This document provides the method of meeting the requirements of The Railway Safety (Miscellaneous Provisions) Regulations Regulation 3 for Railtrack Controlled Infrastructure. 3.2 HMRI Railway Safety Principles and Guidance HMRI Railway Safety Principles and Guidance - Principle 2: The railway should be protected against unwanted intrusion and unauthorised access. 3.3 Risks to be as low as reasonably practicable Lineside security measures are to be implemented and maintained that ensure the risks to, and those emanating from, the operational railway are as low as reasonably practicable. 4 Identification and assessment of risks 4.1 Requirement for risk identification and assessment The risks relating to unwanted intrusions and unauthorised access to all sections of the Railtrack Controlled Infrastructure, including bridges, level crossings and stations, shall be identified and assessed. 4.2 Risks to be considered The risks to be considered are those: from moving rail vehicles to persons with unauthorised access; from electrification systems to persons with unauthorised access; from large animals to moving rail vehicles; from vandals to moving rail vehicles (objects obstructing gauge, dropped from bridges etc); from vandals to the infrastructure (including train control systems). 6 Page 4 of Factors to be considered when assessing the magnitude of risks The following factors shall be considered when assessing the magnitude of the risks: electrification system; presence of safety critical equipment; for example relay rooms and location cabinets; permissible or enhanced permissible speed of trains; frequency and type of trains; effectiveness of obstacle deflectors fitted to trains using the route; all points from which access could be obtained, including bridges, level crossings and stations; use of adjacent land; for example cattle on the land, density of the population or schools and institutional establishments in the vicinity; likelihood of change of use of adjacent land; history of vandalism; history of suicides or suspected suicides; history of unauthorised access; for example the creation of trespass routes or access for fly tipping; other factors applicable at the site. 4.4 Reassessment of risks when changes are identified Where changes to the factors listed in section 4.3 are identified as a result of regular inspection (see section 6.1) or by other means, the risks shall be reassessed and where necessary improved security measures implemented. 4.5 Records of risk assessments Records of risk assessments, demonstrating that the risks are as low as reasonably practicable, shall be kept with the records required by section 7. 5 Provision of lineside security measures 5.1 Requirement to provide lineside security measures Members of the Railway Group shall ensure that security measures are provided around the external boundary of the railway infrastructure under their control. Where land is adjacent to the railway infrastructure (such as depots or private sidings), the security measures shall encompass or exclude this land as appropriate to the local conditions. 5.2 Security measures to be considered The following security measures shall be considered for the control of risks relating to unwanted intrusions and unauthorised access to the infrastructure: lineside fencing appropriate to the location; natural vegetation; barriers; natural barriers; lockable access gates; warning signs; cattle-cum-trespass guards; provisions at bridges to prevent access and dropped objects; provisions for preventing vehicular access at depots etc; measures to prevent accidental vehicular intrusion from adjacent roads; CCTV and intrusion detection systems; patrols by security personnel; educational measures to change behaviours of potential trespassers; procedures for securing materials and equipment left on the lineside; any other measure deemed appropriate. 4 RAILTRACK

7 Page 5 of Provision of specifications and maintenance schedules for lineside security measures A specification and maintenance schedule shall be provided for all security measures. 6 Inspection of lineside security measures and remedial action 6.1 Inspection of security measures Security measures shall be regularly inspected. The frequency of inspection shall take into account: the history of trespass and vandalism at the location; the normal rate at which the security measures deteriorate. Changes to the environmental factors listed in section 4.3 shall be noted as part of the inspection process. Damage and deterioration identified either by regular inspection or from external sources shall be recorded together with a programme for remedial action. 6.2 Remedial action A procedure shall be introduced that ensures that the necessary remedial action is carried out as soon as reasonably practicable, taking the risks at the location into account. 7 Records of lineside security measures 7.1 Requirement to keep records The Infrastructure Controller shall keep records of the security measures relating to unwanted intrusions and unauthorised access to Railtrack Controlled Infrastructure. The requirements for management of records are described in GI/RT7001. The Infrastructure Controller shall identify and record the name of the party who holds the legal responsibility for each security measure. 7.2 Contents of records The records shall include the conditions, current ownership and the required remedial action (including timescales) to be implemented when degradation is identified. In locations where responsibility for security measures rests contractually with other than Railway Group members, where reasonably practicable the records shall identify details of the contract and of the person or organisation responsible for any remedial action. It shall be permissible for individual location records to relate to lengths of boundary where a common risk exists and where common security measures have been adopted. RAILTRACK 5
