1 ^wppletttcttt Bo. to Cfte Palestine d&a^ette J&o. 841 of 17tij fbttotmut, AN AGREEMENT TO AMEN]) THE BON VOISINAGE AGREEMENT MADE BETWEEN THE HIGH COMMISSIONER FOR SYRIA AND THE LEBANON AND THE HIGH COMMISSIONER FOR PALESTINE DATED THE SECOND DAY OF FEBRUARY, WHEREAS the High Commissioner for the French Republic in Syria and the Lebanon and His Britannic Majesty's High Commissioner for Palestine did upon the second day of February, 1926, enter upon a bon voisinage agreement (hereinafter called the principal agreement) to regulate certain administrative matter's in connection with the frontier between the aforesaid territories : AND WHEREAS the High Commissioner for Syria and the Lebanon and the High Commissioner for Palestine are now desirous of making certain amendments to the said principal agreement; Now. THEREFORE it is hereby agreed between His Excellency LE COMTE D. DE MARTEL, Commander of the Legion of Honour, Ambassador of France, High Commissioner for the French Republic in Syria and the Lebanon, and His Excellency SIR HAROLD ALFRED MACMICHAEL, K.C.M.G., D.S.O., High Commissioner for Palestine, that the said principal agreement shall be amended by the substitution of the following paragraph in the place of paragraph 1 of Article IV thereof : "1. The collection of the tithe and werko imposed by the Governments of the territories of Syria and the Grand Lebanon and the collection of the rural property tax imposed by the Government of the territory of Palestine on estates contained within the limits of one village, whose grounds are crossed by the frontier, shall be undertaken by the Government in whose territory the village lies. 2 1430 mi [)-!-I'll by the Government of the territory of Palestine on properties or isolated parcels of land, situated outside a village and crossed by the frontier, shall be carried out by the Government in whose territory the farm, stables or threshing floor are situated. The proportion of the estates, properties and isolated parcels of land situated on either side of the frontier shall be determined by a Commission composed of one Palestinian official, one Syrian official and one local notable chosen by these officials. The assessment of the tithe and werko shall be in respect of the portion of the estates, properties and isolated parcels of land lying in the territory of the Governments of Syria and the Grand Lebanon and the assessment of the rural property tax shall be in respect of the portion of such estates, properties and isolated parcels of land lying in the territory of the Government of Palestine. The revenue collected in respect of estates contained within the limits of one village whose grounds are crossed by the frontier or in respect of any property or isolated parcel of land situated outside a village and crossed by the frontier shall be divided between the two Governments at the ratio which the assessment of the tax by the Government concerned bears to the total amount of taxes assessed by both Governments in respect of the whole of such estates contained within the limits of the village or of such property or isolated parcel of land. The two Governments shall draw up at the end of each calendar year accounts of the sums thus received, and the Government collecting the taxes shall be entitled to a commission of 6% in this respect. The Governments will likewise exchange from time to time extracts of these accounts for settlement of the balance by the Government with whom such balance was held." D. I am shortening the hours of curfew during the last 10 days of Ramadan to give opportunities to Moslems to carry out their religious observances.

Saint Paul's Road from Allenby Square to the junction of the Street of the Prophets. Street of the Prophets from the junction of Saint Paul's Road to the Damascus Gate. Traffic will be allowed to proceed along Suleiman Road, St. Paul's Road and the Street of the Prophets, but no movement will be allowed inside, into or out of the area under curfew.

Haifa Acre Road. Haifa Jaffa (Coastal) Road. Haifa Ahuza Iseiya Track. Kufretta Ir Gannim Road. Every male person entering or leaving the Haifa Urban Military Sub-Area must be in possession of an Identity Card. 2. All male drivers of motor vehicles must be in possession of a Military Permit and an Identity Card when driving inside or outside the Haifa Urban Military Sub- Area. 3. Every male person entering or leaving the Haifa Urban Military Sub-Area in a motor vehicle must be in possession of a Military Permit and an Identity Card. 4. No male person shall enter or leave the Haifa Urban Military Sub-Area by Railway unless in possession of a Military Permit and an Identity Card. Such Military Permits must be produced at the Booking Office when purchasing a Railway Ticket. 5. Any contravention of the above will be dealt with as an offence under the Emergency Regulations, Identity Cards and Military Permits will be issued between 9 a.m. and 12 noon and between 2 p.m. and 4 p.m. daily (except Sundays) at the Central Pass Office which is situated at the former Land Registry Office in the Jaffa Road near the District Commissioner's Office. : J. BY-LAWS MADE BY THE MUNICIPAL COUNCIL OF KHAN YUNIS UNDER SECTION 25(lHd) IN EXERCISE of the powers vested in them by paragraph (d) of subsection (1) of section 25 of the Road Transport Ordinance, the Municipal Council of Khan Yunis, with the consent of the District Commissioner, Southern District, and the Licensing Authority, have made the following by-laws : 1. These by-laws may be cited as the Khan Yunis (Licensing of Bicycles and Tricycles) By-laws, In these by-laws "bicycle" and "tricycle" mean any bicycle or tricycle other than a motor bicycle or motor tricycle; "municipal area" and "Municipal Council" mean the municipal area of Khan Yunis and the Municipal Council of Khan Yunis, respectively; "tester" means the person or persons authorised by the Municipal Council to test the bicycles or tricycles. 3. No person residing within the municipal area, shall ride a bicycle or tricycle on any road within such area, unless such bicycle or tricycle has been licensed in accordance with the provisions of these by-laws and bears a number-plate issued in respect thereof and attached thereto behind the seat facing the rear of the bicycle or tricycle. 4. No licence shall be issued unless and until the applicant produces a certificate to the effect that the bicycle or tricycle in respect of which he requires a licence has been duly tested and passed by the tester. 12 1440 Issue of licences. Fees. 5. Every person residing within the municipal area who desires a licence and number-plate in respect of a bicycle or tricycle, shall make application therefor to the Municipal Council, and the Municipal Council shall issue to such person such licence and number-plate upon payment of the fees set out in by-law 6 of these by-laws. 6. The fee to be paid to the Municipal Council in respect^ of each licence for a bicycle or tricycle issued by them shall be two bund red *ud-f i f-t-y mils; an additional fee of fifty mils shall be paid in respect of the number-plate for such bicycle or tricycle : Provided that if any licence is issued on or after the first day of July in any year, one hundred and twenty five mils shall be paid in respect of such ljdence. Validity of licences. Validity of number-plates. Penalty. 7. All licences issued under these by-laws shall expire on the thirty-first day of December next following the date of issue thereof. 8. Number-plates must be maintained in good condition and any number-plate which becomes defaced or defective shall be replaced on renewal of the licence against payment of the fee prescribed for the issue of number-plates in by-law 6 of these by-laws. 9.
