Sherman, Jr. ("Petitioner") filed a petition with the Board reque!sting a formal hearing related to an alleged improper billing by Jersey Central Power & Light C(impany ("Respondent"). After the filing of Respondent's answer, the Board transmitted this matter to the C trice of Administrative Law ("GAL") for hearing and initial disposition as a contested case pur~uant to N.J.S.A. 52:14B-1 ~ ~ and N.J.S.A. 52:14F-1 ~ ~ This matter was assi~lned to Administrative Law Judge ("ALJ") Ronald W. Reba. While this matter was pending at the OAL, the parties engaged in negotiations and ente red into and signed a Stipulation of Settlement ("Stipulation") that was submitted to the ALJ. Ei;y Initial Decision issued on December 9, 2008, and submitted to the Board on December 17, :!008, to which the Stipulation was attached and made part thereof, ALJ Reba found that the Stipulation was voluntary, that its terms fully disposed of all issues in controversy and that it sati~fied the requirements of N.J.A.C. 1: Pursuant to the terms of their settlement, the Res)ondent has offered and the Petitioner has accepted a credit of $ In addition, the Petiticlner has agreed to pay to Respondent the sum of $ in final payment for electric service Ilrovided at th Avenue, Neptune, New Jersey for service provided through August 25, 201)8. The parties have also agreed that these terms are in full and complete settlement of all Qut:itanding issues and, as a result, this matter should be dismissed with prejudice.
