The Tenderers are required to submit their quotation in Technical Bid & Commercial Bid separately in two sealed envelopes. Sr. No. Particulars of items Qty. Cost of Tender Document in Rs. The prescribed tender documents can be obtained from the Chairman, Purchase/Tender Committee, from to on submission of : (i) A written application on your letter head addressed to Chairman, Purchase/Tender Committee, RSAC-UP, Lucknow (ii) A non-refundable demand draft drawn in favour of Director, RSAC-UP, Lucknow towards the cost of tender document. (iii) A copy of Experienced/Authorized Service Providers, certificate; The tender documents format can be downloaded from website If tender, documents is downloaded from website than, Rs.500/- non-refundable Demand Draft must be submitted along with Technical Bid. Those firms who have already submitted the bid for comprehensive annual maintenance Contract of Central Air Conditioning Plant 02 nos. in response to previous tender for the same, need tenderer not re-submit the tender. Only technical expert should attend the meeting for opening the technical bid. 5 GENERAL CONDITIONS : REMOTE SENSING APPLICATIONS CENTRE UTTAR PRADESH FORM-II 01. Sealed Tenders are invited on the prescribed Tender document which are supplied by RSAC-UP, Lucknow. 02. The cost of Tender Document is Rs. 500/- (Non-refundable), which should be paid by means of Bank Draft favouring Director, Remote Sensing Applications Centre, Uttar Pradesh, payable at Lucknow. 03. An Earnest Money Deposited of Rs. 4,000/- payable through an A/C Payee Demand Draft drawn in favour of Director, Remote Sensing Applications Centre, Uttar Pradesh in any of the scheduled banks at Lucknow should be sent along with the Technical Bid. 04. The tenderer must be submitted the client list and copy of Experienced/Authorized Service Providers, certificate along with the Technical Bid. 05. The duration of validity of Tender/Quotation shall be 90 days from the date of opening of the tenders. 06. No interest shall be payable on the amount of earnest money and the same shall be released within 30 days to the tenderer who fails to qualify after finalization of the tenders. 07. Any tender not accompanied by requisite Earnest Money Deposit will be disqualified. 08. In the event of the successful tenderer withdrawing his offer within the validity period or fails to accept the offer for any reason whatsoever, the earnest money deposited by him shall be forfeited by RSAC-UP. 09. Initially, the contract duration will be for one year only, which may be further extended, if required, on mutual agreement basis. 10. Late tenders and Conditional tenders will not be considered. 11. The amount of performance security will be equivalent of 5% of the purchase order/contract value. 12. The EMD of the successful bidder will be released after the receipt of performance security. 13. The performance security of the successful bidder will be released only after the satisfactory completion of AMC Work. 14. The competent authority, RSAC-UP reserves the right for not accepting the lowest or any/all the tenders in whole or in part without assigning any reason for such non-acceptance. 15. The right of rejecting the tender or cancel the whole process rests with the competent authority of RSAC-UP. 16. Successful bidder will have to sign the contract of agreement with RSAC-UP within one week after the receipt of award of contract. The terms & conditions of the contract agreement will be as per the tender document/accepted offer. Agreed on the above

6 SPECIAL TERMS AND CONDITIONS: REMOTE SENSING APPLICATIONS CENTRE UTTAR PRADESH FORM-III 1. The servicing agency has to provide comprehensive annual maintenance of Central Air Conditioning Plant installed in the Centre for a period one year effective from the date of agreement and/or less than one year in case of next renewal date of Central Air Conditioning Plant. 2. The scope of work includes free replacement of spare parts wherever required during the contract period and complete overhauling of Central Air Conditioning Plant during the winter season. The firm shall also carry out minimum of one preventive servicing in each quarter of the year. 3. The Central Air Conditioning Plant shall be maintained in good working condition round the clock and have to be restored within 6 hours in case of failure of any component of the plant. 4. Inspection of the Central Air Conditioning Plant should be made by the firm as and when called for. 5. The service agency should be locally registered, experienced and reputed A/c plant servicing and maintenance business. 6. The servicing agency should have the experience of carrying out CAMC in the Central/State/PSU etc. and has to provide details of work order etc. received from the above mentioned organizations, at least from two institutions. 7. The servicing agency should have minimum five years of experience in AMC and repairing of A.C. Plant. 8. The complaint for breakdown of A.C. Plant would be made by us any time in 24 hours of the day. 9. The complaint for breakdown of A.C. Plant should be attended within 6 hours by the firm. 10. One A.C. Plant engineer or technician will be required to visit our office premises as and when informed by our office technician (A/C) to attend the complaints immediately without any extra charge, Inordinate delay in repairs/replacement is likely to attract penalty which may be 0.1% of the Job order/ Contract value for each day after the lapse of maximum permissible downtime till the defects are rectified. The amount of penalty will be recovered from the amount of Annual Maintenance charges. 11. If the performance of servicing agency is satisfactory during the first year of contract, the same contract can be extended for one more year at the discretion of the competent authority of the RSAC-UP on mutual agreement basis. 12. Payment: the CAMC of A.C. Plant will be made in quarterly basis subject to satisfactory performance report, only at the end of every quarter. No advance payment will be made. 13. Service Tax will be deducted at source (TDS) as per rules. 14. The purchaser shall be under no obligation to accept the lowest for any tender and reserves the right of acceptance of whole or any part of the tender or portion of the quantity offered under the CAMC as per the rates quoted. 15. The corrections if any must be attested. All amounts shall be indicated both in words as well as in figures. Where there is difference between the amount quoted in words and figures, amount quoted in words shall prevail. 16. The authority of the person signing the tender, if called for, should be produced. 17. Recurrent failure may be treated as a breach of contract and thus may deserve a review of contract. Filling and charging Mefron 22 gas in A.C. Plant as per requirement. 8. Air conditioning pipeline work. 9. Chiller expansion tank work. Important terms and conditions of CAMC 1. At least 4 quarterly servicing of the Central A.C. Plant should be carried out. 2. Descaling of A.C. Plant for two times in a year (during the CAMC) 3. To change compressor oil at least one time in a year (during the CAMC). 4. Testing and Charging of safety control, H.P.L.P.,O.P., C.O.P., Water flow switch, thermostat etc. in the A.C. Plant would be made by us any time in 24 hours of the day. 2.5 The complaint for breakdown of A.C.Plant should be attended within 6 hours by the firms. 3.0 Penalty : One A.C.Plant engineer or technician should visit our office as and when informed by our technician (A/C) to attend the complaints immediately without any extra charges. Inordinate delay in repairs/replacement will attract a penalty which may be per diem charges of the job order/contract value for each day after the lapse of maximum permissible downtime till the defects are rectified. The amount of penalty will be recovered from the amount of Annual Maintenance charges. 4.0 Payment : 4.1 The C.A.M.C. Payment will be made on quarterly basis subject to satisfactory performance report at the end of every quarter. No advance payment will be made. 4.2 Income Tax will be deducted at source (TDS) as per rules. 5.0 Entry of Service Staff : 5.1 The entry of servicing agency staff into RSAC-UP for AMC shall be governed by RSAC-UP security rules and regulations. 5.2 No equipment part will be taken out from the office without prior permission or proper Gate pass issued by the concerned incharge or Security Assistant of RSAC-UP. 5.3 The agency shall not subcontract entire work or part of contract work to any one else unless specifically authorized.

15 6.0 Service Details : 6.1 At least 4 quarterly servicing of the Central A.C.Plant should be carried out. 6.2 Descaling of A.C.Plant for two times in a year during the C.A.M.C. 6.3 To change compressor oil at least one in a year during the C.A.M.C. should be done. 6.4 Painting of the complete A.C. Plant, A.H.U. pipe line electrical panel etc. during the C.A.M.C. period for at least one time. 6.5 Testing and charging of safety control, H.P., L.P., O.P., C.O.P., Water flow switch, thermostat etc. in the A.C. Plant should be done as per requirement/necessity. 7.0 Other terms and conditions will be applicable as per the tender document. 8.0 The competent authority of RSAC-UP, Lucknow without any prejudice or assigning any reason, may terminate the contract if the work is not satisfactory, delay in the work, inferior workmanship or otherwise by giving one month notice period.
