In terms of the definition of"farm feed" in section 1 of the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, 1947 (Act No. 36 of 1947), (hereinafter referred to as "the Act") I hereby declare any substance contemplated in paragraph (a) or (b) of the said definition that has been ground, crushed, gristed or prepared for any person, in accordance with his or her directions for his or her own use, to which any ruminant product has been added, to be a farm feed. 2. In terms of section 7 bis of the Act, I hereby prohibit the acquisition, disposal, sale and use of any farm feed (including a farm feed referred to in paragraph (1)) as feed for ruminants, if any ruminant product has been added to such farm feed. For the purposes of this notice, a "ruminant product" means- (a) (b) (c) (d) carcass meal; meat meal or meat; bone meal, bones, hooves or horns, or any product derived therefrom; blood meal, which is derived from any ruminant and also includes any other product containing any ruminant tissue or any product derived from such tissue by a process of grinding, crushing or drying. 4 4 Government Gazette 15 September 2003 No.3060 The mission of the National Drug Control Commission (NDCC), which was established by Cabinet decision no / /007 in 1999, is to ensure the establishment of efficient procedure to control licit movement of narcotic drugs and psychotropic substances and to implement laws to curb illicit production, abuse and trafficking in controlled substances. The NDCC further has the mandate to advise the Government on policy issues in the implementation ofunited Nations Conventions such as the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, the Convention on Psychotropic Subtanccs, 1971 and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Drug Trafficking. Each nomination fonn must state the full names of the person nominated and must be signed by two other registered medical practitioners. The person nominated must also sign the form confirming that he or she consents to be nominated. The registered address and qualifications of each signatory must be given on the form. If the person nominated is unable to sign the nomination form he or she may transmit his or her consent to the returning officer by letter, telegram or telefacsimile, so as to be received by the returning officer not later than the cut-off date and time for the submission of nominations.
