Vandeventer St. Louis, MO December 8, 2017 JOB OPENING TITLE: QUALIFICATIONS: CLASS DEFINITION: DEPUTY JUVENILE OFFICER I-II/ INVESTIGATOR Must possess a Bachelor's Degree in social work, criminal justice, administration of justice, public administration, business administration, court management or related area. Degree must be from a school accredited in the chosen field. Prefer two years of experience in law enforcement, Social Work or a related field. Must have a valid driver s license, proof of liability insurance and an automobile that can be used on duty (mileage reimbursement is provided). Must be at least twenty-one years of age. Under general supervision of the Supervisor of the Intake/Investigation units, the Assistant Supervisor of the Intake Unit and day-to-day supervision of an attorney I or attorney II on each case. Performs investigations on many of the different types of cases brought before the Juvenile Court, such as delinquency, care and protection, status offenses or Termination of Parental Rights. Position requires a high degree of interaction with parties outside of the Court and travel within the metropolitan area and other jurisdictions. In the Intake Unit, performs work of moderate difficulty, including receiving juveniles presented to the court by police or the Missouri Children s Division and screening the referral for sufficiency, detention and protective custody decisions, extensive computer inquiries and entries via JIS and REJIS, compiles statistical information and maintains logs of the Unit. Position may require shift, weekend and holiday work. 2 JOB DESCRIPTION DEPARTMENT: CLASS TITLE: Legal Deputy Juvenile Officer I-II/ Investigator CLASS DEFINITION: Under general supervision of the Supervisor of the Intake/Investigation units, the Assistant Supervisor of the Intake Unit and day-today supervision of an attorney I or attorney II on each case. EXAMPLES OF ESSENTIAL DUTIES: * Conducts pre and post warrant investigations and makes verbal and/or written recommendations to staff attorneys regarding legal sufficiency of a case. * Interviews, either in person, in writing or over the telephone, victims, witnesses, police officers, doctors or other individuals regarding a case either at the Court building or in the field. * Reviews and obtains all relevant reports required for attorney preparation or introduction into evidence, such as police reports and photos, lab reports, medical records, etc. * Serves summonses and subpoenas in person where the person to be subpoenaed is located. * Prepares written investigation reports and documentation of investigatory actions. * Offers verbal and/or written testimony in Court regarding an investigation. * Searches for and attempts to locate witnesses, juveniles or other parties.
3 DEPUTY JUVENILE OFFICER I-II / INVESTIGATOR PAGE 2 * Transports juveniles with accompanying Court staff member and maintains order and control over juvenile during transportation. * Coordinates apprehension of high-risk juveniles with police. * Works with staff attorneys to coordinate transfers of jurisdiction of juveniles to other juvenile courts. * Prepares written Inter-State Compact transfer cases. * Provides transportation and handcuff training to new Court personnel. * Enters case information into computer system. * Assists in preparation and discovery of hospital orders. * Prepares property releases for evidence held by police. * Advises victims of their rights under the law. * Prepares victims and witnesses for court hearing. * Prepares written response to requests for discovery, subject to attorney approval. * Uses photocopy machine, REJIS, JIS and other computer systems, fax, scanner, camera and security system. * Complies with the Court and Legal Department Policy and Procedures, and the Missouri Juvenile Officer Performance Standards. * Assists Intake Unit in its duties whenever necessary by completing the following: * Renders screening decisions based upon submitted affidavits. * Completes detention screening tool and makes detention decision. * Prepares file of juvenile for further action by the Warrant Unit. * Runs record check via REJIS and JIS computer system. * Prepares and types logs reflecting the day's activity.
4 DEPUTY JUVENILE OFFICER I-II / INVESTIGATOR PAGE 3 * Reviews and notarizes affidavits submitted by Court staff, police and agency personnel. * Assists outside parties in preparing affidavits. * Schedules Detention Hearings, Status Conferences and Protective Custody Hearings on the basis of judicial availability. * Conducts line-ups and facilitates police interviews of juveniles. * Takes photographs of detained juveniles. * Processes inter-jurisdictional and/or X-booking referrals. * Conducts extensive physical searches of referred juveniles and inventories and secures juveniles personal property * Maintains order and control over juveniles referred to Intake. * Interviews and counsels juveniles referred to Intake. * On rare occasions, reports to the Intake Unit as needed to perform Intake duties during the third shift or during the unscheduled absence of another Intake DJO. * On a rotating basis, responds to telephone inquiries from the Admissions Unit during the third shift. * Assists Admissions Unit, when requested. * Regular and prompt attendance is considered an essential function of this position. * Participates in Legal Department and Unit meetings. * Other duties as may be assigned. KNOWLEDGE, SKILLS AND ABILITIES: Good knowledge of law enforcement investigations, court procedures, elements of a crime and rules of evidence. Ability to analyze facts gained in an investigation and apply those to decisions concerning how to proceed in a case. Considerable skill in locating missing persons. Some knowledge of hospital record rooms. Knowledge of metropolitan streets. Considerable interviewing and computer skills are required. Good knowledge of the Juvenile Code and Missouri Supreme Court Rules relating to same. Strong
