1 RETURN OF UNDOCUMENTED AFGHANS WEEKLY SITUATION REPORT SEP Highlights 899 undocumented Afghans returned from Pakistan 13,131 undocumented Afghans returned from Iran 86,700 total returns from Pakistan since 01 Jan ,899 total returns from Iran since 01 Jan % of returnees from Pakistan (819 individuals) assisted 6% of returnees from Iran (815 individuals) assisted 168 Unaccompanied Migrant Children (UAM) from Iran among those assisted, 0 from Pakistan 59 Medical Cases (MC) from Iran among those assisted, 0 from Pakistan Children inside their family s rental truck at the IOM Reception Center on Spin Boldak Border, IOM 2017 Contextual Update Pakistan Return from Pakistan A total of 899 undocumented Afghans spontaneously returned or were deported from Pakistan through the Turkham (Nangarhar) and Spin Boldak (Kandahar) border crossings from Sep 24 30, according to the Border Monitoring Team of the Directorate of Refugees and Repatriation (DoRR). Of the total returnees, 878 were spontaneous returnees and 21 were deported. This number marks a 31% decrease compared to the previous week (1,307). The total number of undocumented Afghan returnees from Pakistan since 01 January 2017 is now 87,700. IOM provided post-arrival assistance to 91% of undocumented Afghan returnees from Pakistan (819 individuals), including 710 individuals in poor families and 103 individuals in single parent families. The assistance provided includes meals, accommodation, basic medical screening, Non-Food Items (NFIs), onward transportation cash grants and referral services, as well as support from partners. As of 23 September 2017, the Government of Pakistan s National Database and Registration Authority (NADRA) supported by the Government of Pakistan and IOM has received over 146,000 applications from undocumented Afghans for Afghan Citizen Cards (ACC) across 23 registration centers, after a 10-day registration stop due to the Ashura holidays. The registration exercise commenced on 16 August 2017 and is expected to continue into next spring. ACC cards grant undocumented Afghans temporary stay in Pakistan, pending their return to Afghanistan, to regularize their legal status by acquiring a passport and visa. Situation Overview IOM is responding to a substantial increase in the return of undocumented Afghans from Pakistan and Iran. Since 01 January 2017, over 375,000 undocumented Afghans have returned due to diverse push factors, including deteriorating protection space in Pakistan and Iran. This figure represents a significantly higher rate of return than in previous years. Most of those returning have lived outside of Afghanistan for decades, and will need support from the government and humanitarian actors both on arrival and as they seek to reintegrate. As the rate of return is influenced by a number of political, security and other related factors both in Afghanistan and neighboring countries, another surge in returns could occur at any time. IOM estimates that approximately 500,000 undocumented Afghans could return from Pakistan and Iran in 2017, and is working to scale up its support to returnees in coordination with the Government of Afghanistan and other humanitarian partners. 2 Return from Iran A total of 13,131 undocumented Afghans spontaneously returned or were deported from Iran through the Milak (Nimroz) and Herat (Islam Qala) border crossings between Sep 24-30, 14% more than in the previous week. Although no official announcement has been made, spontaneous returns and deportations have resumed again through Islam Qala (Herat) since 07 September Of the total deported undocumented Afghans, 690 individuals were deported through Islam Qala (Herat) and 5,849 were deported through Milak (Nimroz). Of those who spontaneously returned, 3,515 returned through Islam Qala (Herat) and 3,077 through Milak (Nimroz). Of the total spontaneous returnees from both border crossings, 142 individuals travelled in family groups (2%) and 6,450 (98%) returned individually. Out of the total deportees, 793 individuals (12%) were deported with family members whereas 5,746 (88%) were deported as individuals. This brings the total number of undocumented returnees from Iran since 01 January 2017 to 287,899. IOM provided post-arrival humanitarian assistance to 815 (6%) undocumented Afghans deported from Iran at its s in Nimroz and Herat, including 445 individuals in family groups, 168 unaccompanied migrant children, 60 special cases, 59 medical cases, 16 Unaccompanied Elderly (UAE), 13 Physically Disabled (PD), 7 Drug Addicted (DA), 29 members of Poor Families (PF) and 1 Single Female (SF).
