3 Guiding Principles The funding process will be guided by the following principles: Maximum benefits to immigrants and refugees Organizational appropriateness Demonstrated need Fairness and transparency Balance Clear accountability
4 Funding Programs Immigration Settlement Funding Program is designed to facilitate settlement of immigrants and refugees with the ultimate goal of successful integration and long-term residency in Nova Scotia. Immigration Labour Market Integration Program, funded through Canada Nova Scotia Workforce Development Agreement (WDA) is designed to increase participation of immigrants and refugees in the workforce.
5 Settlement Priorities Increased focus on partnerships Priorities are focused on two distinct deliveries of: Direct activities focused on immigrants and refugees including Atlantic Immigration Pilot (AIP) participants. Indirect activities focused on employers, communities and developing partnerships, work with other service providers, pre-arrival and distance services, and successful integration of families and individuals facing significant barriers.
6 Labour Market Integration Priorities Demonstrate best practices Build on existing community resources and services Have significant geographic scope Provide access to services to a wide range of immigrants and refugees Show extensive collaboration Link to the retention of immigrants including refugees Demonstrate other sources of sustainable funding
7 Eligible Organizations Non-profit community organizations, charities Public or non-governmental organization such as educational institutions and libraries Private language schools
8 Eligible Participants Settlement Very broad range of participants. New - Atlantic Immigration Pilot applicants (AIP). Immigration Labour Market Integration Canadian citizens born outside of Canada, refugees and permanent residents. In addition they need to experience barriers to employment. Detailed information is provided in the Guidelines, Appendix A.
9 Expanded Settlement Funding Streams 1. Immigration Settlement Funding Program 2. Innovation Grant All applications need to demonstrate significant and sustainable funding from at least one other funding source, along with in-kind contributions. Grant applications are accepted on ongoing basis as funding allows, starting with April 1, 2018.
10 The Application Document Mandatory? Requirements Yes Complete Itemized Budget Breakdown Workbook template. Itemized Budget Breakdown (IBB) Template also includes a fillable table for SPO s funding partners. Financial statement Letters of Support (funding confirmation) HR Policy Yes Yes No A reviewed financial statement is an evaluation of financial statements by an accountant. An audited financial statement consists of a critical evaluation and selected independent verification of financial information by an accountant. You must provide letter(s) of support from funders to demonstrate other significant sources of funding. If the program is new to NSOI or the program involves other partners, provide a letter of support from those partners. You may wish to provide up to two letters of support for the proposal, particularly if the application is for a new project or for established projects with new elements. Submit your HR policy referring to all types of leave and employment benefits as a supplementary document.
11 Budget Salaries - increase of up to 1% over the two year period Salaries to be negotiated by position based on a defined number of hours per week and an hourly rate. The organization must supply details of how the salaries are calculated (if not by hourly rate), including the frequency and dates of the pay in the month (for example every two weeks, or twice a month). Where salary costs are shared with other funders and/or projects, the percentage of NSOI s contribution for each position must be provided.
12 Budget Cont d Travel new rates cents/km Administrative costs reimbursed at negotiated rate to a maximum of 15% WDA training allowance - maximum amount is $170 per week for 3 months Cost reallocations: programming - PD travel costs operations cost cost Funds can not be reallocated from other categories to salaries and benefits.
