16 Cooperative Model of Permanent Housing Construction ShanLinDa Ai Community: Preparation Construction Completion Government reviewed development proposal, rezoned the land, organized land requisition, and negotiated with landowners, and then worked on infrastructure and utilities. The building permit applied by TzuChi Foundation passed in only 52 days due to the Special Act that removed regulatory barriers, and build 601 units of housing in 88 days. The first phase housing were completed in 6 months after Typhoon Morakot. 16

Taiwan has further revised the Disaster Prevention & Protection Act on August 5, An office led by Premier level was founded & The rescue action becomes the regular mission of the military units _SSMS

28 Taiwan s Experience Disaster prevention is more important than disaster relief; avoidance of disaster is better than prevention of disaster. Anticipate the most, prepare for the worst, dispose in advance, deploy troops beforehand, and ensure readiness for immediate rescue operations _SSMS
