1 AUSCO Exchange Program 2010 Expressions of Interest The Refugee Council of Australia (RCOA) is seeking Expressions of Interest from settlement service agencies in Australia to participate in the AUSCO Exchange Program The program is an initiative emerging from the AUSCO Guest Trainer and Visiting Settlement Adviser Program implemented by the International Organization for Migration (IOM) and RCOA in 2008 and The program will identify two Australian settlement service agencies to participate in an exchange with two IOM AUSCO trainers from key locations where AUSCO training is delivered. The background, purpose, objectives and details of the program are outlined below. Expressions of interest close on Friday, December 4, 2009 and should be addressed to the Chief Executive Officer, Refugee Council of Australia and ed to or posted to Suite 4A6, 410 Elizabeth St. Surry Hills NSW All applications should be clearly identified Expression of Interest AUSCO Exchange Program. Background to the Program IOM is contracted by the Department of Immigration and Citizenship (DIAC) to conduct Australian Cultural Orientation (AUSCO) for refugees and humanitarian entrants granted resettlement in Australia. Each year approximately 300 classes are organised by IOM for refugees and humanitarian entrants at various locations in Asia, Africa, the Middle East and other areas as required. AUSCO sessions are held in refugee camps and urban centres over a five-day period for classes averaging 25 to 30 people. Skilled trainers are recruited at each location by IOM. The training, which is delivered prior to departure to Australia, is based on a DIAC-approved curriculum. As part of the AUSCO contract, IOM was asked by DIAC to develop a program through which suitably qualified Australian professionals would supply short-term inputs to AUSCO training in situ. These inputs would serve to provide relevant and current information on settlement services and issues in Australia. RCOA has assisted IOM s AUSCO Global Coordinator, through the recruitment of suitable Guest Trainers from Australia since early Two trainers were recruited by RCOA and deployed to Malaysia and Thailand in June 2008, followed by Visiting Settlement Advisors deployed in two-person teams to Jordan in November 2008, Kenya in April 2009 and Ghana in June The program has evolved since commencement following several recommendations made during the respective deployments of Australian settlement workers. This led to streamlining of the AUSCO curriculum including revision of course content and rescheduling of sessions. 2 supposed to deliver. This leads to unrealistic expectations by settlement service providers of what information arriving refugees should already understand and, therefore, a perception that non-australians presenting information offshore are ill-equipped to deliver training effectively. In response to these observations and a review of the AUSCO Program by DIAC, it was agreed that an Exchange Program would be developed to be implemented in The purpose of the program To strengthen the linkages between the AUSCO program offshore and settlement service providers in Australia. Program objectives To provide opportunities for information exchange between AUSCO trainers and settlement service providers in Australia; To increase the level of understanding about the AUSCO program among settlement service providers in Australia. Program Description The program is part of an initiative to strengthen the links between offshore and onshore orientation. In order to enhance understanding of the AUSCO program, RCOA, in collaboration with IOM, will establish the AUSCO Exchange Program. The program allows for an exchange between two settlement service agencies (including but not limited to IHSS service providers) from Australia with AUSCO trainers from two regional locations where AUSCO training is delivered overseas, for a period of a week to ten days. On the basis of projected levels of refugee movements to Australia, the two offshore regional IOM locations assessed as having the greatest requirement for AUSCO training over the 2010 project period are Nepal and South East Asia. Two selected settlement service agencies will each host an AUSCO trainer for a period of 10 to 12 days. During this period, the AUSCO trainers will gain a first-hand understanding of settlement services for refugees and the role of service providers. The selected settlement agencies will, as part of the EOI process, identify a Guest Trainer within their organisation, who will be deployed to the region served by the AUSCO trainer. The AUSCO trainer will work closely with the selected Guest Trainer during the attachment in Australia. During their period in Australia, the AUSCO trainer will present at least one briefing session on the overseas AUSCO program to settlement workers, settlement service agencies and relevant Australian agencies with a mandate to provide on-arrival settlement services to refugees. Following the return of the AUSCO trainer to his/her home base, the Australian Guest Trainer will: Be deployed for 10 to 12 days to work out of the IOM office in which the AUSCO trainer is based. Support AUSCO training as required and deliver AUSCO training sessions in specific areas of need, as identified in consultation with the AUSCO training team in-country. Observe, support and participate in the design and delivery of some AUSCO sessions in that country. Prepare materials (if required) to augment the delivery of AUSCO training. Prepare a report on his/her assignment within 10 days of return to Australia.
3 Attend a meeting organised by RCOA to debrief on the assignment with DIAC, IOM and RCOA. Present sessions on AUSCO to relevant settlement service agencies within six months of return to Australia, providing an outline of the training schedule for these sessions to RCOA. It is expected that Guest Trainers will spend the equivalent of two days on post-return briefings. Responsibilities of the Settlement Service Agency The selected Settlement Service Agency will host the AUSCO trainer for a period of 10 to 12 days. The agency will be required following selection to propose a detailed draft program of activities for this period to IOM and RCOA which will expose the trainer to a first-hand understanding of a range of settlement services provided to refugees. The attachment program will be directly relevant to the specific needs of refugees coming from the region, and take into account the prior experience of the trainer. It will provide firsthand experience of the settlement issues relating to newly-arrived refugees and services provided for them. During the attachment, the Guest Trainer and the AUSCO trainer will discuss the nature of Guest Trainer support for the AUSCO training and identify any specific inputs that are required. In addition, the agency will organise at least one workshop for settlement service agencies in its region, to be facilitated by the agency and the attached AUSCO trainer. The selected Guest Trainer will be responsible for the finalisation and implementation of the program of attachment for the AUSCO trainer. The agency will also be responsible for the logistics of the AUSCO trainer attachment, including arranging the accommodation and any local travel required. There is no provision within the program for costs related to the hosting of the attachment; however, the AUSCO Trainer will receive a subsistence allowance during the program which will cover personal expenses and limited local travel in Australia. Roles of IOM and RCOA The AUSCO Global Coordinator (based at the IOM office in Bangkok) will be responsible for the selection of the two AUSCO trainers. Following recruitment, the AUSCO Trainer will be briefed prior to departure by IOM and will communicate with the selected Settlement Service Agencies and the selected Guest Trainer to identify specific requirements related to the attachment and to finalise the attachment program. IOM will be responsible for the mobilisation of AUSCO Trainers to Australia and for the mobilisation of Guest Trainers from Australia including local travel in-country of the Guest Trainers. RCOA, in collaboration with IOM, will be responsible for selection of the Settlement Service Agency in Australia and the final selection of two Guest Trainers nominated by the Agency to participate in the program. RCOA will brief the Guest Trainer prior to deployment overseas. Guest Trainers will also be briefed by IOM prior to commencement of the assignment in-country on specific needs and areas of training required for AUSCO courses in the IOM region to which they will be deployed, including conditions of employment. IOM will provide Guest Trainers with background materials and a draft program in preparation for the assignment. Proposed dates, duration and schedule of the assignment It is expected that AUSCO Trainers will be attached to the Settlement Service Agency for 10 to 12 days. Following briefings with RCOA in Australia and IOM in-country, the Guest Trainer field assignment will be for approximately 10 to 12 days.
4 Provision will be made for two days of preparation in Australia, one day of pre-mobilisation briefing; two days report writing and two days for presentation of workshops to Settlement Service Agencies following the return on Guest Trainers to Australia. It is expected that the AUSCO trainers will undertake the attachment to Australia and conduct the settlement workshops with settlement agencies between mid-february and mid-march, and that the deployment of Guest Trainers to Nepal and South East Asia will take place in April or May Salary and disbursements Salary of the Guest Trainers will be $201 per day for the duration of the assignment. This will also include four days of preparation before leaving Australia and two days of briefings to be delivered on return to Australia. Travel and accommodation costs will be covered by the Program. Application and Selection Process The application and selection process is a dual process, which aims to find: a skilled settlement service worker able to fulfil the duties of the Guest Trainer role; associated with a settlement service agency with the capacity and commitment to meet its responsibilities as part of the AUSCO Exchange Program. Agencies may nominate more than one candidate for the Guest Trainer position. However, no more than one candidate will be chosen from a single agency. In response to this Expression of Interest, each Settlement Service Agency applying to participate in the program should submit a two-part application: an application from the settlement service agency, responding to the criteria set for agencies hosting the Australian leg of the AUSCO Exchange Program (authorised by a senior officer of the agency). an individual application by the nominated Guest Trainer, responding to the criteria for the Guest Trainer position. To be considered for the position, applicants MUST: i. directly address each of the criteria below in their letters of application; ii. provide the names and contact details of two referees to support the application. Applications which do not address the selection criteria will not be considered. Following the initial selection process, agency representatives and nominated Guest Trainers will be interviewed by a selection panel. Selection Criteria for Guest Trainers Essential 1. Extensive experience and understanding of on-arrival settlement services and processes related to accommodation, health, education and employment for refugees and humanitarian entrants in Australia at the operational level. 2. Current experience in working with refugees in Australia. 3. Knowledge of settlement issues for new arrivals in Australia. 4. Understanding of (and preferably qualifications in) best practice adult learning methodologies. 5. Demonstrated skills and experience in the design and delivery of interactive training for adults of mixed cultural background in settlement services. 6. Comprehensive knowledge and understanding of the AUSCO program; and 7. Understanding of, and experience in working in settlement support with, refugee communities from the particular region to which he/she will be deployed.
5 Desirable: 8. First-hand experience of resettlement in Australia, preferably as a refugee or humanitarian entrant. 9. A working knowledge of one or more of the languages of entrants covered by the program. Selection Criteria for Settlement Service Agencies 1. Experience in the provision of settlement services for refugees and humanitarian entrants, particularly in accommodation, health, education and employment at the operational level. 2. Capacity to arrange and support a program of attachment for an AUSCO Trainer either from South East Asia or Nepal which is relevant to the needs of refugees and humanitarian entrants who transit through the region in question. 3. Outreach to other agencies in the area providing settlement services for refugees and humanitarian entrants. 4. Organisation s capacity (including resources) to organise and support interactive workshop briefing activities. 5. Experience in delivery of training and mentoring in the field of settlement services including preparation of background material on settlement.
