2 In present day world which is characterized by the information variety and intensity of informational flows, the possible combination of three participants of official statistics such as respondents, users and taxpayers, occupying the angels of statistical triangle having different dispositions, is of great importance, especially from viewpoint of perception requirements communication skills leveling by national and international levels. 5 G E N D E R I S S U E S Gender statistics plays a key role in mainstreaming gender into policies of the state and serves as a tool to adequately assess and reflect the situation of women and men in economic, social and political spheres of the society. Gender statistics allows increasing public awareness about the status of women in relation to that of men and conducting systematic study of gender issues. The importance of gender statistics was strengthened at the Fourth World Conference on Women, referred to as Beijing 1995 in setting the generation and dissemination of gender-disaggregated data as strategic objectives for planning and evaluation 1. Discussions at the Conference focused on gender problems and possible action plan for their remedy, particularly in the field of educational information. The following procedures for collecting/presenting statistical data have been defined: According to Article 206 (a), national, regional, and international statistical agencies, as well as specialized government agencies cooperating with the scientific research institutions will provide the UN with the collection, processing, analysis, and presentation of information on age/sex composition of population, expressing the interrelationship and problems of women and men in the different sectors of society. According to the Article 207 (a), states (countries) should provide clear statistical publications on women and men. In 2000, during the preparatory meetings of Beijing+5 Conference organized by the United Nations Economic Commission for Europe (UNECE), the monitoring of the implementation process formulas, adopted during the Fourth World Beijing Conference, was presented. A general trend has been identified for developing countries where the existing gender inequality delays the economic growth and produces negative impact on the poverty reduction activities. Gender inequality is strongly evident in low income countries and very poor households. In addition, it was mentioned that in the field of political decision-making, all the countries of the UNECE region share the following common features: 1 Platform for Action and the Beijing Declaration, Strategic Objective H.3, UN 1996 WOMEN AND MEN IN ARMENIA 5

6 Limited women s participation; Weakly developed civil society; Unstable and weak economy and labor market; Downward-leaning social situation; Violence against women and trafficking; Inter-ethnic tension; Armed conflict NATIONAL AND INTERNATIONAL INSTRUMENTS FOR PROMOTING EQUAL RIGHTS AND OPPORTUNITIES FOR WOMEN AND MEN The following points outline the national and international instruments for protection of women s rights and provision of equal opportunities for both women and men: UN Convention on the Elimination of All Forms of Discrimination Against Women; CEDAW Optional Protocol Goal 3 to promote gender equality and empower women of the Millennium Development Goals; by the mutual efforts of the RA Government, international organizations and civil society organizations. Fourth World Conference on Beijing recommendations; A number of ILO conventions, among them Convention 100 on Remuneration for Men and Women Workers for Work of Equal Value Article 15 of the RA Constitution, namely provision on equal rights and opportunities for women and men; The National Action Plan on Improving the Status of Women in the Republic of Armenia and Enhancing their Role in the Society (NAP ) Among the measures contemplated under the NP are gender expertise of the Republic of Armenia (RoA) legislation, elaboration and implementation of programs on increasing women s employment, improvement of socio-psychological and other services for women who are victims of violence and crime, increasing the representation of women in the field of public administration, supporting mechanisms for women as family and household heads, and importantly, producing statistical data on the participation of women and men in social and political life of the society to name just a few. 6 WOMEN AND MEN IN ARMENIA

7 In 2003, Republic of Armenia ratified the European Social Charter where enjoyment of social rights without discrimination on the ground of sex is a fundamental principle set forth in the preamble to the Charter. It addresses the issue of equality between women and men under two important angles, i.e. work and family. Also, the Poverty Reduction Strategy Paper (PRSP), in which equal rights and opportunities for men and women are emphasized, was elaborated by the mutual efforts of the RA Government, international organizations and civil society organizations. The National Action Plan (NAP) on Improving the Status of Women in the Republic of Armenia and Enhancing their Role in the Society , adopted by the RA Government, defines the principles, priorities, and key targets of the public policy that is pursued to address women s issues in the Republic of Armenia. NAP is based on the relevant provisions of the RA Constitution and is targeted Optional Protocol at the fulfillment of the UN Convention on the Elimination of All Forms of Violence against Women, the recommendations of the Fourth Beijing Conference, the UN Millennium Declaration requirements, the documents of the Council of Europe Committee for the Equality of Rights of Women and Men, and commitments of the Republic of Armenia under other international instruments. The NAP aims at supporting equal rights and opportunities for women and men, as a prerequisite to shape a democratic, social, and legal state and a flourishing civil society. THE NECESSITY OF GENDER STATISTICS In the statistics, women and men have to be visible. Gender statistics are to express the place and role of women and men in society taking into account the characteristics of both women and men as social-demographic groups, as well as the different socio-economic realities women and men face in the society. Gender statistics aims at providing impartial basis for comparing and evaluating progress towards the set goal of gender equality and women s empowerment. Gender statistics serve as an important tool and reference guide for gender advocates, policy makers, as well as activists in the field. Besides, presented data should be comprehensible and user-friendly. WOMEN AND MEN IN ARMENIA 7

8 R E A D I N G G U I D E This information has been processed based on the statistics compiled by the National Statistical Service (NSS) of RA. The tables and graphs presented in this booklet present quantity of women and men in absolute numbers and proportions as per certain features. Proportions are used in two ways: women and men by particular characteristics, sex distribution by specified groups. Population data are presented based on the indicators of resident population. 16 Fertility Rate, Years Urban Rural Total Changes of indicators for are conditioned by the recalculation of population numbers based on the results of RA Population Census, Fertility Rate The average number of children that would be born alive to a woman during her lifetime if she were to pass through her childbearing years (ages 15-49)conforming to age - specific fertility rates of given years. According to the results of Demographic and Health Survey (DHS) implemented by NSS RA and Ministry of Health (MoH) of RA in 7565 households 2005 (Macro Int./USAID in 2006), the total fertility rate in Armenia comprised 1.7. Post-graduate professional: corresponds to those individuals who have graduated from a post-graduate course. Higher professional: corresponds to those individuals who have graduated from state and private institutions of higher education (HEI), such as university, institute, academy, conservatoire, as well as baccalaureate and magistracy. Incomplete higher: corresponds to those individuals who are studying or used to study at HEI and have passed half of the period of education, as well as to those who have covered the entire syllabus but have not passed the State qualification examinations or maintained their graduation papers. Secondary professional: corresponds to those individuals who have graduated from technical colleges, colleges or other equivalent state or private secondary professional educational establishments. Primary professional: corresponds to those individuals who have acquired primary professional education (from trade, industrial, branch professional or vocational colleges) after completing their General basic education. 68 W O R K A N D U N E M P L O Y M E N T Working age 1 : for women and years for men Economically active population is the part of population, which provides labour force supply in the reference period for the production of goods and services. Economically non-active population is the part of population, which is not considered as employed or unemployed during the reference period. Employed is considered a person who during the reference period implements both hired work for money (temporarily is absent from work because of illness, care of sick person, annual vacation, strikes and other similar reasons), as well as not hired work, for which he/she receives income or family profit. Unemployed is considered a person aged 15 and older, who doesn t have a job, is actively looking for a job, and is ready to work immediately in the reference period. The economic activity rate of the population is the proportion of the economically active population in the labour resources (able-bodied population at working age, working pensioners and working teenagers). The unemployment rate is the proportion of unemployed persons in the total number of the economically active population.
