Borders and shared facilities The Bank Customs and Cross Border Facilitation team
What does a border do? Going through a border adds 15 percent to the cost
A border station is The place where national sovereignty is administratively established The first image of a country A reflection of national policies A zone of exchange A place to make money?
Where is the border anyway? Geographical limit? Inland?! Airports! ICD! Even importers premises Across the ocean?! CSI Is it where the status of the goods is established and/or changes?
What is a border station?
Border posts can be small...
Or large
Borders are also points of exchange
But this is often what happens
Infrastructure issues Some border designs are no longer adapted EXIT B o r d e r Administrative building Police Customs Cars Police Customs Other formalities L i n e Trucks Buses Police Customs Weighbridge Police Customs Disinfection Control booths
The linear design IMMIGATION CUSTOMS Wait
The spur design is better IMMIGATION CUSTOMS RED LANE GREEN LANE

Better still: Integrate the booths TARGETING IMMIGATION CUSTOMS RED LANE GREEN LANE
Common booth SHARED IT IMMIGRATION CUSTOMS SHARED TARGETING
Some infrastructure solutions EXIT B o r d e r Cars Police and Customs Administrative building L i n e Trucks Buses Bus inspection hall Detailed inspection Police and Customs Trucks Other formalities Examination Bay Weighbridge Channel preselection Disinfection Secondary Inspection Bays No stop Secondary Inspection
Classical: Not yet a shared facility Border line Country A Country B
Classical Station can be close or far from the border There is no risk of confusion The no man s land can be a buffer zone The interval is a smuggling risk There is limited coordination Processing is doubled
Juxtaposed Border line Country A Country B
Juxtaposed US/Canada model Also works at airports (Canada, Geneva) Good inside a city Can lead to combined operations Easier on flat terrain Requires flow management
Asymmetric Border line Country A Country B
Asymmetric: The French model Good in mountain areas Promotes integration Cheaper to operate Saves time (in theory) Can turn into an airport Serious sovereignty issues Legal issues Cost sharing can be tricky
Staggered Border line Country A Country B
Staggered: The Channel Tunnel Often at the end of a long bridge or tunnel Better for cost sharing Real one-stop-shop Same problems as before Twin infrastructure Different working environment for the same kind of traffic! Dogs!
Shared facilities Excellent in theory How did they appear? There are different models! US/Canada! Geneva! Channel Tunnel What is shared?! IT! Space! Procedures! Control
Shared facilities Expedite passenger traffic Economies of scale Shared equipment and infrastructure for truck inspection Shared data and intelligence May delay clearance Legal issues (detection, arrest) Legal status: which is the applicable legislation Road between the facility and the actual border
Shared facilities - Status Enclave MoU or Treaty?! Depends on the scope (Canterbury Treaty)! Who is where (prisoners, cells, accidents)! Labor law, strikes! Private sector: Brokers, Banks! Who patrols the road?! Who does overall security?
Options Good for passengers Good for shuttle trade Can be problematic for seamless truck traffic (but not in case of transshipment)
An option: The Ohrid scheme CUSTOMS MK Macedonian side ALBANIA sector Albanian side Road to the border >>>

Guidelines For Land Road Border Stations You are the task manager for a Customs modernization project funded by the Bank. The Minister of Finance, at the request of the Director General of Customs, has asked the Bank to fund the construction (or rehabilitation) of a road border crossing in his constituency. Although it is not entirely clear whether the coming general election has anything to do with the request, you have agreed, considering that this investment will further motivate the Customs administration in its modernization drive. These guidelines are intended to help you in deciding what the project should fund. You will find more details in the following sections. Also, the Bank Customs and Cross-Border Facilitation Team is here to help you throughout the process. What you need to know: - What is the traffic (type and quantity, including tourists, and cross-border commuters), is the facility really justified, what is the type of trade, is there a significant border-to-border traffic envisaged (e.g., TIR). - How long does it take, according to the authorities, to cross the border? (You may have surprises later on.) - What is the organization, how are relations between Customs and the border police and/or immigration authorities (often they are poor), what are the relations with the neighboring country, what kind of fraud is taking place. - Look out for duty free shops. Border crossings should not be an excuse for establishing them.
