1 POL 3: International Relations Winter 2006 Final Examination Part 1: Essay Please select one of the two following questions. Think about your answer and plan it before you start writing. A well written and well structured answer will have an important effect on the grading. Please supplement your arguments by examples and rely on the relevant literature where appropriate. No more than four single-sided pages of a small blue book per answer. This part accounts for 30% of the grade. 1. The perspective of the major powers is shaped by some constant or structural factors that have a lasting effect on their foreign and security policies. What are the constant factors that shaped the foreign policies of the United States and of Russia/Soviet Union over time? To what extent are the dilemmas facing these two states in the post-cold War era similar or different to the foreign policy dilemmas that characterized their foreign policies during the Cold War? Support your answer with empirical examples. 2. The democratic peace proposition suggests that democratic states do not fight each other. Yet, some of the most war prone states in the international system have been democratic states. The United States and Great Britain are two such examples. How can we explain this puzzle? Can the democratic peace proposition explain the processes leading up to the U.S., Britain-Iraq War of 2003? If your answer is positive, explain how. If your answer is negative, explain why not. Part 2: Short Essays Please select two out of the three following questions. Be concise and clear. No more than one page per answer. This part accounts for 25% of the grade. 1. How have the practices of diplomacy changed in the transition from the old to the new diplomacy? What factors affected these changes? 2. How do decision making processes under crisis situations differ from routine decision making processes? What are the key grievances of developing states vis-à-vis the developed states? What are the demands of the developing states from the developed states to help them address these grievances?
