Allocation Overview Project Proposal Deadline: (Tuesday 23 January 2018, Sudan, 12:00am) A) Introduction / Humanitarian situation This strategy paper is for a total of USD 3 million focusing on refugees in White Nile state (USD 1.5 million) and prevention of Acute Watery Diarrhea (AWD) outbreaks West Kordofan, Red Sea, and White Nile (USD 1.5 million). As the influx of refugees continues, White Nile remains the largest recipient of refugees. In 2017, some 59,886 have arrived in White Nile state bringing it to a total of 168,797 South Sudanese arrivals in White Nile (as of 30 November 2017, UNHCR). The Refugee Working Group confirmed critical latrine coverage gaps across all refugee camps in White Nile state. Proper disposal of children s faeces is an issue in most camps. Four camps are critically below standard, namely Alagaya, Dabat Bosin, Um Sangour and Khor Al Waral (see Table 1). The current AWD outbreak wave in Sudan is unprecedented. It started in 17 August 2016 from Kassala state and by August 2017 the outbreak had spread to all 18 states. The outbreak has caused a total of 36,414 cases (Attack Rate 0.124%) including 818 deaths (Case Fatality Rate: 2.3%). In the most recent update of week 51 (17-23 December 2017), a total of 18 new cases were reported with no new deaths, which represents a significant reduction from nearly 2,000 cases per week in June Active transmission has been reduced to only two localities; Port Sudan and Suakin in Red Sea State. To eliminate the spread of AWD completely, response activities must continue until four-week consecutive zero reporting is effected nationwide. WHO is advocating for enhanced AWD response to continue, while starting prevention work to avoid further risk of AWD. World Health Organization (WHO) and the Federal Ministry of Health (FMoH) are developing a national strategic plan on AWD preparedness. B) Humanitarian Response Plan This allocation is closely aligned with the 2018 Humanitarian Response Plan (HRP). This allocation strategy contributes to outcome two of the HRP; displaced populations, refugees, returnees and host communities meet their basic needs and/or access to essential basic services while increasing their self-reliance. Under this outcome the aim of this allocation is twofold. First, it aims to address the urgent needs of the in camp refugees in the White Nile state that has seen the highest number of South Sudanese arrivals through provision of urgently needed sanitation and hygiene services. Second, following the outbreak of AWD across all states in Sudan, this allocation proposes to target six localities (in three states) highly affected by the AWD outbreak out of the total 187 localities in Sudan. The aim is to contribute to the prevention of new outbreaks through integrated WASH and Health interventions in heavily affected states of West Kordofan, Red Sea, and White Nile. II. Allocation Strategy A) Purpose of the Allocation Strategy and linkages to the HRP / Appeal The allocations aim to address the most urgent needs in Sudan. The two priority interventions of this strategy are closely aligned with the 2018 HRP outcome two as well as the refugee response plan. First, as the influx of refugees continues, the allocation will focus on improving poor sanitation within targeted camps in White Nile state. Second, in response to AWD the strategy will target three of the heavily affected states based on the number of cases, deaths and the case fatality rate.

2 CBPF [Country] Allocation Strategy Paper 2 In line with the allocation strategy guidelines, the prioritisation process was led by the Humanitarian Coordinator (HC) with preliminary high level discussion with the Advisory Board on the funding strategy for This was followed by further consultations with the Inter-Sector Coordination Group (ISCG) and OCHA field offices. Funding Projections for 2018: Estimated contributions for first half of 2018 (incl. carry over): $30.3 million Reserve for Emergencies (20%): $6.3 million Available for allocations in first half 2018: $24 million Available for this allocation: $3 million B) Allocation Breakdown In line with the Grand Bargain, this allocation directly targets NGOs only as front line responders. To ensure a comprehensive response in 2017, SHF and CERF funding was allocated to initiate the overall AWD and refugee response in White Nile to UN agencies, while this allocation will focus on few established NGOs with capacity to adequately response to the identified needs. This strategy will allocate USD 1.5 million to the White Nile refugee response and USD 1.5 million to the AWD response. C) Prioritisation/Prioritisation Process Envelope 1: White Nile Refugee Response USD 1.5 million The envelope focuses primarily on the sanitation needs in White Nile state in camp settings where sanitation needs remain critically high. Bearing in mind the high incidence of AWD in 2017 in this state, this envelope aims to provide access to improved sanitation leading to a reduced likelihood of epidemics and spread of communicable diseases. The WASH indicators in the below table reflect that none of the camps are currently meeting the UNHCR sanitation standard of 20 persons per latrine. The table also reflects water statistics that show the camps are still not meeting SPHERE standard of 15l/p/d (or UNHCR standard of 20 l/p/d), with three camps currently below 10 litres (Al Redis 2, Um Sangour and Khor Al Waral). Interventions focusing on construction of family/household latrines with hand washing facilities in camps, nearby schools and health facilities are requested. These Ventilated Improved Pit latrine (VIP) latrines should be according to standards set by the refugee WASH Technical Advisory Group (TAG) and consist of a unit of 2 drop holes to be used by 2 families. The implementation approach should include participation of the refugee community throughout the project life cycle and building their ownership of the project. Cash based transfer mechanisms as cash for work is encouraged where appropriate. There is also a manhole for desludging (Please consult with sector for the newly approved design) Hygiene promotion activities including proper hand washing with soap, proper use of latrines and cleaning are key in conjunction with sanitation activities. Solid waste management structures will be strengthened, including garbage collection, disposal campaigns and WASH committees and through community sensitization activities. Improving access to sufficient quantity and quality of water for drinking, cooking and maintaining personal hygiene. Eligible organizations: NGO partners under the 2018 South Sudan Regional Refugee Response Plan (RRRP) with proven experience in the targeted sector(s) and established presence in the state and targeted localities. Targeted camps: Alagaya, Dabat Bosin, Um Sangour and Khor Alwaral camps and sites under development or expansion (Aljame ya, Alkashafa II, Alredies II, Jouri II, and Umsangour II) Single sector intervention: RCF (WASH) Indicative number of projects to be selected: maximum 3 Envelope 2: Strengthening Health and WASH interventions to prevent water borne diseases USD 1.5 million Starting from August,2016 AWD outbreak AWD hit all the 18 states of Sudan with some states more affected than others in terms of morbidities and mortalities. The Ministry of Health, WHO and UNICEF conducted a prioritization exercise where 13 states (5 Darfur, 3 Kordofan, 3 Eastern states, Blue Nile and White Nile) were targeted for activities in line with Disaster Risk Management Cycle. This allocation will focus on the below states and localities based on above mentioned parameters. It is recommended that the submitted project covers integrated Health and WASH activities. Partners should work in close collaboration with State MoH / WES staff and communities and UN agencies to increase the Health and WASH coverage (water safety programme, community lead total sanitation, health & hygiene behavior change) at public infrastructures (health centers, schools) as well as household level. Unless strongly justified, partners are not recommended to engage in costly construction / rehabilitation activities. We also recommend that partners carry out thorough multi-sector assessments and that they each develop multi-year plan of action so that mid-term objectives can be met. Eligible Actions Health education and hygiene promotion / hand washing/ sanitation Community awareness on behavior changes re AWD (community sessions, electronic and print media etc.) Training / orientation sessions at the health facility Early detection and reporting of AWD including strengthening Early Warning, Alert and Response System (EWARS). Water quality control / chlorination /testing water samples including training etc. Water safety programme: Rehabilitation / chlorination of community water points, household water treatment Community lead total sanitation: Family latrine construction at household level, hand washing station by the latrines, open defecation free community Health & hygiene behavior change: Mobilization of health / hygiene promoters and volunteers to encourage improved behavior Improvement of WASH facilities and their management at health center, schools, etc. Costly WASH activities should be avoided such as construction/rehabilitation of urban water system. Eligible organizations: NGOs with proven experience in the targeted sectors and established presence in the states and targeted localities.

4 CBPF [Country] Allocation Strategy Paper 4 Targeted Localities: West Kordofan (Abu Zabad, Lagawa), White Nile (Al Doaim, Rabak), Red Sea (Touker, Sinkat) Multi-sector intervention: Health and WASH Indicative number of projects to be selected: maximum 3 All partners are strongly encouraged to liaise with their respective IASC sector coordinator during project proposal preparation to discuss proposed interventions. Please refer to the SHF Operational Manual for process related issues and SHF Programme Manual for minimum programmatic requirement and programmatic guidance. 1. Project eligibility criteria: NGOs (international and national) listed as eligible partners and with established presence in the state or locality can submit concept notes under this allocation (see Annex 1: List of eligible partners). Partners must check their risk level on GMS before project submission and adhere accordingly to the SHF operational modalities (SHF Operational Manual). High risk partners cannot apply for funding if they have four or more ongoing SHF projects by 1 February High risk partners can only submit the number of projects that could bring them to four ongoing SHF projects (for example, if a high risk partner currently implements two projects, the partner can submit maximum 2 project proposals). If a partner submits more, all submitted projects will become ineligible. Partners that have not completed due diligence, access reporting, and outstanding financial/narrative reports by 23 January 2018 will not be eligible for funding under this allocation. 2. Criteria for Strategic/Technical Review Committees: On top of the more generic project prioritization criteria the following criteria will be added for this allocation: Partners with current programming in the targeted localities are prioritised. Multi-sectorial projects are prioritized. Applicants are asked to indicate at the start of the project title (PSC sharing consortia, Multi-sector projects) if this applies to their project. Projects will be reviewed to include the following cross-cutting themes; Accountability to Affected Populations, gender and environment markers and the sustainability of project strategies. Budgets in line with sector standards. III. Timeline and Procedure Please note that during the allocation process Due Diligence and/or Capacity Assessment review is paused. Submission of projects in GMS will not be possible after the submission deadline has passed 23 January 2018). HFU Information and Complaints Mechanism The complaint mechanism is specified in the SHF Operational Manual. For reference: Stakeholders with insufficiently addressed concerns or complaints regarding the SHF processes or decisions should first contact the OCHA Pooled Fund Manager on chfsudan@un.org. If after discussion the concerns remain, stakeholders can at any point in time contact the Special Assistant to the HC with these concerns (Annex 7.11) through an with the subject line SHF complaint. The Special Assistant to the HC will verify if sufficient dialogue has been engaged in with the SHF TU. If so, the assistant will formally ask SHF TU, for a response copying the OCHA Head of Office, and if concerned the UNDP Country Director. The OCHA TU will formally respond to the HC, who will then decide on the outcome or on follow up actions. Substantial complaints will be reported to the Advisory Board during regular meetings.
