2 ISLAMIC RELIEF BACKGROUND Islamic Relief is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. It is an independent Non-Governmental Organisation (NGO) founded in the UK in As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities - regardless of race, religion or gender. Our vision: Inspired by our Islamic faith and guided by our values, we envisage a caring world where communities are empowered, social obligations are fulfilled and people respond as one to the suffering of others. Our mission: Exemplifying our Islamic values, we will mobilise resources, build partnerships, and develop local capacity, as we work to: Enable communities to mitigate the effect of disasters, prepare for their occurrence and respond by providing relief, protection and recovery. Promote integrated development and environmental custodianship with a focus on sustainable livelihoods. Support the marginalised and vulnerable to voice their needs and address root causes of poverty. We allocate these resources regardless of race, political affiliation, gender or belief, and without expecting anything in return. At the international level, Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council, and is a signatory to the International Red Cross and Red Crescent Code of Conduct. IRW is committed to the Millennium Development Goals (MDGs) through raising awareness of the issues that affect poor communities and through its work on the ground. Islamic Relief are one of only 13 charities that have fulfilled the criteria and have become members of the Disasters Emergency Committee ( IRW endeavours to work closely with local communities, focussing on capacity-building and empowerment to help them achieve development without dependency. 3 BACKROUND The Republic of Yemen is one of the least developed countries, according to the 2013 Human Development Index. It is ranked 154 out of 187 countries in With more than 45% of the 22.4 million (2007 data) people living on less than 2 dollars a day), Yemen is considered the poorest in the Arab region. As per the OCHA report, an estimated 15.9 million people or 61 per cent of the population need some form of humanitarian assistance in Yemen, an increase of 8 per cent since last year. The rise is primarily due to expanding conflict, growing arrivals of migrants and refugees, and population growth in areas with poor access to even the most basic services. In terms of food insecurity and malnutrition, nearly half of Yemenis, despite narrow improvements still struggle with food insecurity and malnutrition million Yemenis are unable to meet their food needs, including 5 million who are severely food insecure. In addition, 1.6 million people require nutrition services including 850,000 acutely malnourished children, of whom 160,000 are severely acutely malnourished. Yemen has a high fertility rate at 3% with a low life expectancy at Children and youth constitute up to 50% of the total population. The poverty level is high caused by a confluence of factors. There is also a high level of unemployment at 35% (World Bank; 2007) and an illiteracy rate of 60.9% of which a particularly high number are youths and females. Around 34% Yemenis have no access to improved water source. In addition to this children who are amongst the 46% who are underweight for their age. As for conflict, insecurity and displacement, according to OCHA Humanitarian response plan for , localized conflicts displaced about 80,000 people in Yemen in Most returned home shortly after conflict ended. However, some 335,000 Yemenis remain in protracted displacement, mainly in the north. As of late 2014, 215,000 IDPs had returned home, but many struggle to resume normal lives due to a lack of livelihoods, damaged infrastructure, contamination from unexploded ordnance (UXO) and weak rule of law. In addition to this, following 21st February 2015, the political conflict which has spread in wide areas as Ansar Allah " Hothis" started moving to the southern towns after controlling most of the north. Since 23rd March 2015, conflict has escalated significantly in Yemen, affecting 11 of Yemen s 22 Governorates. Armed clashes erupted mainly in Lahj, Abyan, Al Dhale e, Sa ada, Amran, Sana a and Aden Governorates.

Oil 4liters 4 Sugar 10Kg/bag 5 Beans 10kg CONSTRAINTS Islamic Relief Yemen (IRY) has responded to the Emergency starting from 26th March 2015 with food distribution to more than 385,000 people to be reached by Mid May Food commodities are usually purchased from the local market, however due to the air, land, and sea blockade there are no more commodities coming into the country. IRY has already purchased some commodities from the local market, however there is a concern regarding the available quantity; therefore it is necessary to apply for such tender to be able to bring commodities in to Yemen. It is expected that a 5 days ceasefire(renewable) will take place on 12th May 2015 therefore it is an opportunity to release this tender ROLES AND RESPONSIBILITIES Project coordinators will manage and coordinate the process of food distribution. IRY management will review all the project activities where a regular monitoring and evaluation will be applied.

6 REPORTING IRY will submit daily progressive reports as well as monthly reports (Narrative & Quantitative) containing information on food quantity distributed and the number of recipients by family size and logistical and operation updates. The IRY project/sub offices in the targeted governorates will conduct regular beneficiary monitoring and data collection to facilitate the completion of family database and to ensure smooth operation. This data will be shared with the Donor. METHODOLOGY Islamic Relief Yemen will set a plan to implement food distribution project to target communities. The target population will be selected according to set criteria in through community volunteers under the supervision of field coordinators. In addition three Food Distribution Points (FDPs) will be identified where the community will come and collect their monthly ration. The food items will be stored in warehouses and later it will be dispatched to different Food Distribution Points (FDPs) and IRY will ensure secure work site and maintain adequate monitoring over the distribution process. All the beneficiaries will be informed about the quantity of the items to ensure the accountability. Ration scale will be posted on the walls of the distribution points to ensure the accountability in the local language so that the beneficiaries in case of complaint, they could inform IRY staff. Food items will be distributed on a monthly basis in the form of a dry family ration to each family head of household. The registration and distribution will be maintained accurately by highly skilled team of volunteers, field coordinators, and a Food Aid Manager. A disaggregated data by gender and family size will be collected and compiled on a monthly basis. Printing of visibilities and related materials for publicity and accountability. Transportation of the food packs to FDPs Distribution of food packs to the targeted Families.
