4 A. Monthly Progress Report of Gangtok CLTC 1. Introduction As the year comes to an end, the team at Gangtok wraps up the preparatory phase of RAY in Gangtok and awaits the beginning of the implementation phase to kick off. December saw the finalisation of SFCPoA, workshop on RAY conducted by RCUES along with new developments in understanding poverty in Gangtok. 2. Activities 2.1 State Level Workshop on Rajiv Awas Yojana Regional Centre for Urban and Environmental Studies, Lucknow Regional Centre for urban and environmental Studies (RCUES), Lucknow, is a national resource centre identified by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) and is formed under the aegis of Ministry of Urban Development, GoI. On 18 th December, RCUES, in collaboration with MoHUPA (GoI) and UD&HD (GoS), held a workshop on RAY in Gangtok for the ULBs of Gangtok, Namchi, Jorethang, Singtam and Rangpo. The objective of the workshop was to make the ULBs understand the programme and clear their doubts so that the programme can be smoothly executed in the years to come. The programme was inaugurated by Mr. B.D. Tamang, Chairman, Namchi Municipal Council. The participants of the workshop included the ULBs of Gangtok, Rangpo, Singtam, Namchi and Jorethang and officials from UD&HD, Gangtok. Mr. R. N. Pradhan, Nodal Officer, RAY Sikkim, gave an overview of the work done by the technical team since 2012 in Gangtok. He also gave a brief introduction of Rajiv Rinn Yojana (RRY), a new scheme introduced by the Centre for the urban poor. A technical session on SFCPoA which included Household survey, community participation and social audits was taken up by Dr. U. Bagga, Senior Expert, RCUES. Mr. H. Chandra, Assistant Director, RCUES, conducted a session on GIS, MIS e-tools, IPOMs and details to preparation of DPR. The workshop was very interactive thus, helping the participants clear their doubts and the RCUES team understand the diverse approach to RAY. State Level RAY Technical Cell, Gangtok Page 4

5 The officials and participants at the State Level Workshop on RAY conducted by RCUES 2.2 Visit to Namchi and Jorethang The State coordinator along with the Social Development specialist made a visit to Namchi and Jorethang on 19 th to meet the surveyors and also oversee their survey. The team visited Majhi Gaon-West, Jorethang where the surveyors were currently working. The surveyors coordinator, Karma, took the team through the area and also inquired on some of his doubts, to which the State coordinator clarified. The area councillor accompanied the surveyors during their visits for easy and efficient working. The team also interacted with few slum dwellers and informed them about RAY and the reason behind the survey. They were cooperative with the team and the surveyors. Since the two of the surveyors were residents of the area, it was easier for them to conduct the survey and also to make visits to the houses of labourers which remain locked during the day. The survey team was doing a good job in Jorethang. The team visited Namchi next where they met with the CLTC and NGO members. They had just completed their community mobilisation exercise for the slums of Namchi. Visit to Singtam 2.3 Visit to Singtam The Social Development specialist made a visit to Singtam to oversee the survey. Since it was only the second day of their survey, they were still getting familiar with the survey forms and the procedures. After surveying with them, the Social Development specialist made some suggestions and clarified their doubts. State Level RAY Technical Cell, Gangtok Page 5

6 2.4 Slum Free City Plan of Action (SFCPoA) The State Coordinator has reviewed the draft SFCPoA and mailed it to HUDCO for the finalisation. 2.5 National Urban Livelihood Mission (NULM) The Social Development specialist prepared a survey form to assess the impact of livelihood training programmes provided by the various departments of Gangtok. The forms have been distributed to all the concerned departments. B. Monthly Progress Report of Rangpo-Singtam CLTC 1. Introduction Socio-economic household and livelihood survey was completed for all notified and non-notified slum pockets of Singtam by the Lead NGO (Sikkim Development Foundation). MIS Specialist facilitated the NGO by defining the slum codes of Singtam slum pockets (Notified and non notified slums) and other variants of survey forms (Household and Livelihood survey formats). Mapping of Dhamala Colony & Golitaar was conducted by GIS Specialist. Identification of two new non-notified slum pockets by the name of Dhamala Colony & Golitaaar (West Pandam Constituency) was undertaken by CLTC. The need for inclusion of these slum pockets was necessitated as these slums are located adjacent to but just outside the boundary of Singtam Nagar Panchayat separated by River Rani Khola. The environment building exercise on RAY at Dhamala Colony & Golitaar was undertaken by Social Development specialist, Capacity Building specialist and GIS specialist along with members of NGO (Sikkim Development Foundation). The mapping for Dhamala Colony & Golitaar was undertaken by GIS Specialist. 2. Activities 2.1 Socio-Economic & Livelihood Survey in Slum pockets of Singtam (Notified & Non notified slums) The Socio-Economic and Livelihood survey was initiated from 10 th December 2013 by the NGO (Sikkim Development Foundation). The NGO started the survey starting from notified slum pockets followed by non-notified slums. The survey was completed on 29 th December for Singtam s slum pockets. The name of the slum pockets are Dhamala Colony and Golitaar. These two slum pockets are situated in ward number 7 (Lower Sawaney, West Pandam constituency). The need for including these slum pockets was necessitated under Rajiv Awas Yojana, as these slums are located just adjacent to but outside the boundary of Singtam Nagar Panchayat. The environment building activity on RAY was also conducted by the CLTC along with NGO members in Dhamala Colony & Golitaar. Separate report on Dhamala Colony & Golitaar is prepared. The area has poor housing conditions with issues in solid waste management, water, sanitation etc. The land belongs to private holdings. Critical Condition: Water problems, solid waste disposal and management, electricity (less availability/ less duration), vulnerability of the area due to close proximity to the river and no wall protection of the area from river outflow. Tentative Number of Household: 27 Tentative Area of the slum: Housing condition: Kutcha, semi pucca, pucca rental housing. Infrastructure Profile Water Supply: Plan for setting up of PHE water connection is under process/ Drainage: Kutcha drains. State Level RAY Technical Cell, Gangtok Page 9

10 Solid waste management: Burning, dumping in river, dumping along river side, no GMC service available for waste collection. Toilet/Sewerage Connection: Toilets with no flush, outside the house. The sewage is disposed in the nearby jhora. Electricity: Metered electricity from the power department. Dhamala Colony (Non Notified slum, Lower Sawaney ward, West Pandam) Social profile Employment: Migrant workers, daily wage earners, hawkers, small scale business person. Education: The Singtam senior secondary school is within 1/2 km. ICDS is inside the slum premise. Health Facility: Government hospital less than 1 km. State Level RAY Technical Cell, Gangtok Page 10

12 2.2.2Name of the Slum: GOLITAAR (Ward Number 7, Lower Sawaney Ward, West Pandam constituency) General Impression of the slum Golitaar (Non notified slum, Lower Sawaney Ward, West Pandam Cosntituency) The slum exist in Rural area notification of West Pandam Constituency. The area has very poor housing conditions with issues in solid waste management, water, sanitation etc. The area belongs to private holding. The slum dwellers have built small residents themselves and pays rent for land usage to the land owner. Critical Condition Water problems, solid waste disposal and management, electricity (no to less availability), vulnerability of the area due to close proximity of the slum to the river and no wall protection of the area from river outflow, hygiene concerns due to open defecation. Tentative Number of Household: 30 Tentative Area of the slum: Housing condition: Kutcha. State Level RAY Technical Cell, Gangtok Page 12

13 Infrastructure Profile The area is located river bed area without a footpath and mud sheets and rough roads leading to the slum. No toilet facility is available. Only 5 toilets are in existence outside the slum. Very poor and unhygienic living conditions prevails in the area, the area has no streetlights. Water Supply: No PHE connection, water source from private holdings near the slum pocket (bring and use system), most slum dwellers use river water for washing their clothes. Drainage: Kutcha drains. Solid waste management: Burning, dumping in river, dumping along river side, no GMC service available for waste collection. Toilet/Sewerage Connection: No toilet in slum, open defacitation near river side, Toilet situated very far away the slum (only 5 toilets). Electricity: No electricity in one side of the slum, 9 households have electricity generated from private sources. Social profile Employment : Migrant workers, daily wage earners, hawkers, petty workers. Education: The Singtam senior secondary school is within 1/2 km. No ICDS in the slum. Introduction According to the agenda of work and plan of action prepared for the month of December in the review meeting, the CLTC went ahead to conduct the environment building of the identified and finalized slums followed by commencing the socio-economic survey by the field workers. Since the Lead NGO, the Sikkim Development Foundation were on board, they went to appoint the field workers both in Namchi and Jorethang. The field workers were then oriented by the NGO with the help of the CLTC members about what RAY entails, the purpose of socio-economic survey and their roles as surveyors. They were given a methodical instruction on their roles and responsibilities. After their appointment, the CLTC along with the NGO started environment building in Jorethang followed by environment building in Namchi as well. As soon as the environment building activity got over the socio-economic survey started in full swing. The status of the survey is that it is still under process and likely to be completed soon. Activities Monthly Progress Report for the Month of December Appointment and Orientation of the Field Workers The lead NGO, Sikkim Development Foundation, was taken on board to work in tandem with the CLTC for the activities of RAY to be conducted further. Since the plan of action for the month of December was to start the environment building with the initiation of socio-economic survey in both the towns, field workers/ volunteers were to be appointed as per the task requirement. So the NGO went ahead in appointing 3 volunteers in Jorethang and 5 in Namchi. The volunteers were supposedly required to carry out the survey in the identified slums of Namchi-Jorethang. After their appointment they were immediately oriented by the CLTC and the NGO on the basics of what RAY entails, the city profile so that they have a sound knowledge about the population of the respective town, the ward boundaries, the slum boundaries through rigorous field visits, ward councillors and so on. They were also very scrupulously oriented about the purpose of the survey and their roles and responsibilities along with the nature of filling up the forms of the survey. Since their role was and understanding of the slum profile and the slum dwellers was pertinent, the CLTC involved them in the environment building activities as well. 2.2 Environment building of the Identified Slum dwellers (Namchi-Jorethang) As soon as the appointment and orientation process of the field workers were done, the CLTC along with the NGO commenced the environment building activity in Jorethang. The respective ward councillors were informed of the programme before hand so that they make arrangements and inform the people to be present during the programme. Since the CLTC had a deadline of completing the survey by 15 th of Jan 2014 as per the review meeting, we couldn t go slum by slum and conduct the programme, so to cut the time and a long process, the CLTC strategized assembling people of 2 wards and about 5-6 slums together in one convenient place. The strategy worked and majority gathered. The first two wards of Jorethang the CLTC started the environment building was Majhi gaon East and Majhi gaon West followed by Daragaon and Trikaleshwar and lastly in Shantinagar. Environment building involved giving out detailed information on what RAY is all about, the provisions it offers the process of RAY right from identifying the slums to carrying out the survey to the implementation stage. The formulation and the process of SFCPoA were elucidated so that false assurances and over expectations do not get implanted within the people on houses being constructed immediately. The CLTC and the NGO also very meticulously explained to the people about the importance of socio-economic survey and the people s co-operation and participation to make it successful. The CLTC also took the opportunity of introducing the field workers to the people so that they are familiar with them. The same process mentioned above was followed in Namchi as well. 16 2.3 Initiation of Socio-Economic Survey by the Field Workers The Socio-economic survey was initiated immediately after the environment building was over in respective wards and slums. The survey first started with Jorethang followed by Namchi. Before the survey, the CLTC members took the field workers for a thorough field visit to orient them about the ward and the slum boundary demarcation. The CLTC members helped the field workers and the NGO in carrying out survey on the first day in order to get a good understanding of the survey process and the reaction and the level of participation from the people. The survey in both the towns is in process currently. C. ANNEXURES i. Monthly Activity Sheet 1.
