4 Asylum Asylum is granted to people fleeing persecution or serious harm in their own country and who are therefore in need of international protection. Asylum is a fundamental right; granting it is an international obligation, first recognised in the 1951 Geneva Convention on the protection of refugees.

9 Article 6 EASO Regulation Support for training EASO shall establish and develop training available to members of all national administrations and courts and tribunals and national services responsible for asylum matters in Member States in close cooperation with Member States asylum authorities.

10 Article 6 EASO Regulation EASO shall manage and develop a European asylum curriculum taking into account the Union s existing cooperation in that field.

12 EASO Training Curriculum A common vocational training system designed mainly for case officers and other asylum officials throughout the EU. The Curriculum covers core aspects of the asylum procedure by means of a number of interactive modules.

13 EASO Training Curriculum methodology A blended learning methodology, combining an online e-learning format and face-to-face sessions, enables both a theoretical and a practical approach to training.

15 EASO Training Curriculum development The EASO training materials are developed by teams of Member State experts and thoroughly reviewed by the EASO Reference Group, constituted by the European Commission and other institutions of the EU, different international organisations and members of civil society

16 EASO Training Curriculum - multiplier effect EASO regularly organises train-the-trainers sessions, where participants are trained to become national trainers, ensuring the multiplier effect of the EASO Training Curriculum.

18 EASO Training Curriculum over 8500 asylum officials trained Since 2012, when EASO gained ownership of the Curriculum over 8,500 asylum officials have been trained, including over 750 participants to the train-the-trainers sessions.

19 State of Play Certificate of Attendance

20 EASO Work Programme 2015 EASO will initiate a certification and accreditation of the EASO Training Curriculum. The certification and accreditation of the EASO Training Curriculum will be developed without prejudice to national systems.

21 Feasibility Study Findings: Many of the building blocks for certifying and accrediting are already in place. The resources required are therefore substantially lower than would otherwise be since; EASO has already invested in putting systems in place

22 In order to strengthen the Common European Asylum System the EASO Training Curriculum should be part of a European reference framework for qualifications systems. This would enable skills and qualifications to be easily recognised across borders and it would promote a harmonised implementation of EU law in the area of Asylum.

23 Align the EASO Training Curriculum with the EQF Shifting to Learning Outcomes (LO) in all modules Independent review of existing training curriculum materials from the perspective of implementing a learning outcomes approach;

24 Provisional relation to EQF level descriptors: All modules may provisionally be related to EQF level descriptor 5

25 Conclusion of the review in relation to LO The EASO Training Curriculum provide a sound foundation for further planned developments towards adopting a LO-based approach.

27 There are number of questions regarding the approach to certification and accreditation that will need to be determined by EASO on the basis of discussion with the CAWG and an external awarding body relating to the combination of modules that will determine completion of the qualification and the assessment approach.

28 Conclusion Is my asylum official qualified? CEAS speaking the same asylum language International knowledge, skills and competences requirements are best incorporated through common international training with a strong member state involvement
