2 KEY TASKS EXPECTED OUTCOMES High level planning Contribute to and advise on the development of strategies and plans to improve the health and independence of Asians, Migrants and Refugees Advise the Director of the outcomes of services provided to provide opportunities for health gains for Asians, Migrants and Refugees Assist with the development and implementation of initiatives with providers and key stakeholders to build capacity and capability in the Asian, Migrant and Refugee health services Drive Asian, Migrant and Refugee population health gain by ensuring ADHB and WDHB are culturally responsive and develop culturally appropriate processes and pathways to enable the voice of CALD communities to contribute to service design, planning and implementation of projects and services. Plan and Manage Special Projects Ensure annual plans are developed and delivered to that contribute to the DHBs vision and provide quality health services for Asians, Migrants goals for Asian, Migrant and Refugee and Refugees health gain Ensure Asian, Migrant Refugee health needs assessment is utilised in the development of services and resources Ensure relevant health needs assessments, strategies and actions plans are kept current and are consistent with national and regional health strategies and service indicators Work with programme managers to ensure that health targets and indicators for Asian, Migrant and Refugee Health Services are met. Undertake and oversee the delivery of projects identified within the annual plan and strategies that deliver health gains for Asian, Migrant and Refugee Provide advice to Waitemata and Auckland DHBs service groups to ensure service developments lead to gains in Asian, migrant and refugee health outcomes Integrate Asian health gains into main stream health gains projects Manage relationships with DHB service groups and other providers to ensure all services and projects meet their objectives Leadership in the development, implementation and management of DHB Asian, Migrant and Refugee health strategies and plans Establish collaborative relationships across Waitemata and Auckland DHBs. Lead and facilitate intersectoral initiatives and build key relationships with other government and non government organisations to improve Asian, Migrant and Refugee health Inspire, encourage, support and model the way for the Asian Migrant and Refugee team to work with 2
3 DHB and other colleagues to improve health gains. Develop and maintain positive relationships with key stakeholders groups and ensure effective two way communication Service Development Identify sector health needs and working with key stakeholders and affected communities, develop services to meet those needs Undertake service development in conjunction with providers and key stakeholders to facilitate improved access to Asian, Migrant and Refugee health care services Contribute to the development of models of care Contract Management Develop a logic framework to describe how contracted services and activities will produce intended results across the stages of planning, implementation and evaluation Ensure that all purchasing/contracting is for outcomes based health services Develop standardised service specifications and provider specific terms and conditions for all contracted providers where no national service specification is available, to ensure greater consistency and efficiencies In conjunction with service user input, ensure all service contracts deliver services to improve health gains for Asian, Migrant and Refugee communities Adhere to the national and regional contract management policy in the developments, implementation and monitoring of service contracts Ensuring that all services are delivered in accordance with the requirements of the Nationwide Service Framework Revenue management Facilitate a commercial approach to the purchase of services that ensures equity of access, outcomes and value for money Ensure revenue is maintained and key issues are presented and resolved at a national level Ensure that all services are delivered to schedule ensuring values for money Review services on a regular basis to ensure that the services delivered meet the needs of the Asian, Migrant and Refugee population. Relationships Develop mechanisms to enhance collaboration and communication within the Funding Directorate and with the Outcomes Directorate Develop long term productive relationships with primary, secondary and tertiary providers and organisations based on a partnership approach to planning, monitoring and delivering high quality services. 3
4 Develop and strengthen partnerships, including longer-term contracting partnerships Develop relationships with key government and health agencies Leadership and Teamwork Providing leadership to direct reports that align to the Directorate s organisational objectives Develop mechanisms to align the team, the portfolios and the internal processes to ensure an effective, coherent work plan can be delivered Developing and implementing strategies to build workforce and provider capacity and capability Adhere to Equal Opportunity Law and DHB employment policy in the management of Direct reports Maintain own professional development Participate in the performance management process including the development and implementation of an individual personal development plan Maintain appropriate external development Other reasonable tasks required by the Funding Director to meet the overall purpose of the role Perform all requested tasks as agreed with the manager Workplace Health and Safety Health and safety policies are read and understood and relevant procedures applied to own work activities. 7 Person Specification ESSENTIAL Qualification Bachelors level Business or Health related qualification that is recognized by NZQF or the equivalent body of knowledge DESIRED Relevant Post Graduate Diploma or Master s degree that is recognized by NZQF Experience Asian, Migrant and Refugee health experience and expertise in the Health and Disability sector At least 3-5 years experience in a management/ leadership role Demonstrated sound policy writing and business case development Participation in planning, organisation and business development Experience in leading the delivery and monitoring of contracts Management of budgets 5-10 years experience working in Asian, Migrant and Refugee health areas Skills/Knowledge /Behaviour Proven project management skills Proven ability to maintain effective relationships within a team Ability to work with many stakeholders Understanding of Asian, Migrant and Refugee and non Asian, Migrant and Asian political and structural systems The ability to move with confidence and sensitivity in both Asian, Migrant and Refugee and non Asian, Migrant and Refugee worlds Evidence of ongoing personal and professional development Sound MS Office ability, including basic Outlook, Word and Excel A current drivers license and able to drive a manual car Knowledge of socioeconomic determinants of health Knowledge of and experience operationalising and integrating Asian, Migrant and Refugee health models Understanding of New Zealand Government Acts and Policies related to Migrants and Refugees 7
