6 START TREATIES STrategic Arms Reduction Talks Goal was to reduce nuclear weapons START I Signed in 1991 between Gorbachev and Bush Agreed to reduce US nuclear capacity by 15% and Soviet capacity by 25% START II Signed in January, 1993 between Bush and Boris Yeltsin The goal was to reduce the combined US/Russian nuclear warheads to under 7,000 (2/3 cut) Congress never approved an extension to the treaty so it never went into effect.

7 START III Clinton and Yeltsin began negotiations in It would have reduced nuclear warheads to between 2,000 and 2,500. Because START II never happened, negotiations on START III ended.

8 Who has nukes? The former Soviet nuclear weapons were in Russia, Ukraine, Kazakhstan, and Belarus By 2005, the last of the Soviet weapons outside of Russia were supposedly destroyed.

9 After the breakup of the Soviet Union, the former republics created the Commonwealth of Independent States. They later became 15 independent countries.

10 Russia had economic problems following the collapse of the Soviet Union The United States and other countries provided some financial assistance, but not enough
