It operates in all regions of the world through an extensive network of field offices. UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. In the Millennium Declaration, Member States also resolved to intensify efforts to fight transnational crime in all its dimensions, to redouble the efforts to implement the commitment to counter the world drug problem and to take concerted action against international terrorism. The pillars of the UNODC work programme are: Field-based technical cooperation projects to enhance the capacity of Member States to counteract illicit drugs, crime and terrorism Research and analytical work to increase knowledge and understanding of drugs and crime issues and expand the evidence base for policy and operational decisions Normative work to assist States in the ratification and implementation of the relevant international treaties, the development of domestic legislation on drugs, crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies In pursuing its objectives, UNODC makes every effort to integrate and mainstream the gender perspective, particularly in its projects for the provision of alternative livelihoods, as well as those against human trafficking.
2 HISTORY OF UNODC IN ETHIOPIA UNODC started its first project in Ethiopia in In the past fifteen years, UNODC has implemented three projects in Ethiopia, namely Implementation of a rapid assessment study in Ethiopia (1995), Drug demand reduction programme for Ethiopia ( ) and Strengthening the interdiction and investigation techniques of the Ethiopian law enforcement ( ). The Government of Ethiopia expressed an interest in strengthening its collaboration with UNODC in combating drug trafficking and organized crime in the country during the visit of the UNODC Executive Director to Addis Ababa in April Subsequently in close consultation with the Government of Ethiopia UNODC developed the National Integrated Programme for Ethiopia (NPE) which outlines the nature and scope of technical assistance that UNODC s in Ethiopia from 2013 to 2016.The NPE seeks to contribute to the efforts of the Government to make Ethiopia safer from the threats posed by organized crime and illicit drug use while ensuring access to justice and the rule of law, and is based on the following three sub-programmes: WHAT WE DO Type of intervention Partners Main geographic focus (Regions) Sub Programme I: Illicit Trafficking, Organised Crime, Border Control and Terrorism This sub programme seeks to strengthen the Government of Ethiopia s capacity to respond to illicit drug/precursor trafficking and other forms of transnational organized crime, including human trafficking/smuggling of migrants and money laundering, as well as effectively respond to terrorism and its financing. It also focuses on strengthening the GoE s capacity in the area of border management, as well as on improving regional cooperation to prevent and respond to these threats/criminal acts. Therefore ultimately the entire Ethiopian population will benefit from the project, as it aims at strengthening capacity to respond to illicit drug/precursor trafficking and other forms of transnational organized crime, including human trafficking. More specifically, this project directly targets government agencies working in these areas, such as police, prosecutors, as well as customs, border, and immigration officials among others.
3 Type of intervention Partners Main geographic focus (Regions) Sub Programme II: Criminal Justice and Integrity The sub-programme on criminal justice and integrity seeks to strengthen the rule of law through the prevention of crime and the promotion of fair, humane and accountable criminal justice system. To do this, UNODC will assist and provide expertise to the Government of Ethiopia in developing an effective and responsible National Crime Prevention Strategy and Action Plan and to build the capacity of their criminal justice systems to operate more effectively within the framework of the rule of law, while promoting human rights and protecting vulnerable groups. Under the anti-corruption dimension which is part of this Sub-programme, UNODC will assist in strengthening the capacity of the GoE in implanting the National Plan of Action in line with the UN Convention against Corruption (UN- CAC). Ministry of Justice Ethiopian Revenue and Customs Authority Federal and State Courts Federal Supreme Court (including Public Defender s Office) Federal Supreme Court - Child Justice Project Office Federal Police Commissions Federal Justice Organs Professionals Training Center Financial Intelligence Centre Justice Legal Systems Research Institute Ethiopian Women Lawyers Association Ethiopian Lawyers Association Universities and Colleges Ethiopian Bar Association Ethiopian Police University College Court advisory services on child issue Federal Ethics and Anti-Corruption Commission Federal Prison Administration Ministry of Federal Affairs Institute of Legal Studies and Research Judicial Administrative Council States in Ethiopia This sub-programme on criminal justice, when fully implemented, will ultimately benefit the entire Ethiopian population, as improving the access to and the accountability of a well-functioning and transparent criminal justice system will enhance the respect for human rights, observance of the rule of law and delivery of good governance. The sub-programme directly targets government authorities dealing with crime prevention and criminal justice reform, including prosecutors, prison authorities and staff while at the same time also focusing on vulnerable groups Sub-Programme III: Drug Abuse Prevention, Drug Dependence Treatment, HIV prevention, Treatment and Care
4 Type of intervention Partners Main geographic focus (Regions) This sub-programme seeks to support the Government of Ethiopia in designing and implementing evidence based, gender sensitive and human rights based interventions on drug abuse prevention, drug dependence treatment and rehabilitation, and HIV prevention, treatment and care among key populations and to build the capacity of the health, social and education system to effectively and efficiently respond to drug abuse, drug dependence and HIV/AIDS in the country. It also focuses on strengthening the capacity of the GoE through generation of reliable strategic information on health in prisons and people who inject d drugs (PWID), and on management and coordination of health service delivery including HIV and AIDS targeting key populations and youth.
