Which is the name of the Representative of the Democratic republic of Congo (RDC) which was present at the supposed meeting of the Committee of the ACP Ambassadors it of the , during which would have been taken the decision of transfer of the legal personality, the resources and the activities of the TDCI towards the CDE, according to the declarations of Louis MICHEL? 2.
