Sune Kent - WFP Action Points: 1) Overview of Monuc presence in Eastern DRC was requested at the last meeting Map of MONUC presence attached to this . 2) All participants agreed to share information on any new development by on a continuous basis in between the weekly meetings. 3) Action: UNHCR Kampala will revert at next meeting with UNHCRs potential pipeline for Dungu ex-uganda. 4) Action: WFP to share additional information with OXFAM and UNFPA on how to use the Kampala ILS services. Update on DRC crisis and refugee influx situation in Uganda: Refugee influx situation: - Latest information (confirmed one day after the meeting): Some 1300 refugees crossed the boarder point of Ishasha on 25 th November and the influx seemed to continue on 26 th November. The number is yet unconfirmed, but indications from WFP and UNICEF field staff on the ground says it could be several thousands. - UNHCR confirmed at the meeting that some 5,000 refugees are in the Nakivale Camp, while 14-15,000 people still are at boarder/transit centers. These people are at this stage not willing to move into the Nakivale Camp. - Latest assessment carried out by WFP from the area is that everything is under control in terms of supplies, but that situation can change any moment. - UNHCR is looking into sending supplies for additional 20,000 people and has augmented both staffing and warehouse capacity in and around Nakivale. - UNICEF carrying out contingency plan counting on assistance for 10-15,000 people with a worst-case scenario of assistance to 100,000 people. - WFP suggested sharing warehouse facility with UNICEF and UNHCR in Tesoro. - UNFPA is sending dignity kits to Nakivale Dungu Operation: 1

2 - UNDSS is carrying out an assessment in Dungu together with other UN agencies in order to prepare UN camp. - First airlift from Bunia to Dungu took place 24 November carrying two mobile storage units. Two trucks will in the coming days also be moved to Dungu. - Air-ops ex-entebbe to Dungu is still on the planning board, but within the next two weeks the first flight should take place. Some 10 rotations are planned to serve the people in Dungu with food and NFIs. So far WFP, UNICEF and WHO have shown interest in sending supplies to Dungu. Action: UNHCR Kampala will revert at next meeting with UNHCRs potential pipeline for Dungu. Three Logistics hubs: - Inter-agency storage capacity is available in Goma, Bunia and now also Beni. Cargo is only supposed to be stored on a temporary basis. Update from agencies: UNICEF: UNICEF experienced last week a minor looting of one truck en route between Bukavu and Bunia. Some shovels, pipes and wires were stolen. The looting was carried out by a unidentified militia group. UNICEF will in the immediate future despatch 300 mt of cement to DRC from Uganda. The consignment is not part of the emergency aid to Eastern DRC. UNICEF has one not erected rubhall available in Kampala for eventual despatch to DRC. IOM: IOM will be in involved in the repatriation of ADF members from DRC to Uganda and is therefore specifically interested in getting information on the most secure corridors. UNFPA: UNFPA reported that they are still looking into whether they should supply DRC from Uganda rather than from Kinshasa. UNFPA requested additional information on the Kampala Inter-agency Logistics Services. Action: WFP to send UNFPA Service Level Agreement Template. UNHCR: UNHCR in discussion with Kenyan transporters on going direct from Kenya to DRC locations. In case this doesn t happen, transhipment in Uganda could be an option. Action: UNHCR to revert on interest of utilizing the air bridge into Dungu. OXFAM: OXFAM has so far airlifted a number of HIV kits into Goma from Entebbe by DHL. The kits were locally procured in Uganda. OXFAM is expecting a new consignment of cargo to arrive Entebbe next week from UK. Action: WFP was requested to assist with transport of the cargo to DRC and to share the Service Level Agreement with OXFAM. WFP: WFP has sufficient food stocks in and around Nakivale, but more food is being sent to replenish the stocks as more refugees are crossing the boarder. 2

3 More than 3,700 mt of food has been despatched from Kampala to DRC since 1 November. This week WFP despatched a truck load of WHO water purification equipment to Goma and 2 Inter-agency Emergency Health kits were sent to Beni. Logistics Constraints: Implementation of new weight per axle limitation: Several participants reported that an implementation of a new weight per axle limitation could happen in Uganda as from the beginning of Such limitations were recently implemented in Kenya and has both cost and capacity implications for the supply of humanitarian cargo. WFP reported that no transporters have yet raised this issue with the organization, which normally would mean that the implementation is not immediately around the corner. Customs: Both UNICEF and WFP reported that they are facing delays due to customs clearance. The Kasindi boarder crossing point and the secondary clearance when trucks are entering Beni and Bunia are causing delays up 8 days. AOB - Nothing to report.
