Written material will be in Finnish, in Swedish and in English. Two local media journalists and students in Helsinki university simulate media. Students from Helsinki University simulate also public. There will be web services for public communication. One extranet is for press releases and other material from STUK and other organizations taking part to the exercise. Another extranet will be for simulated journalists who will publish news stories on line. The third extranet is simulating social media and the simulated public will use it as their platform for discussion. All these sites are pass word protected and available for everyone taking part to the exercise. The idea in Finland is that players should follow the media and public discussion and react to it if needed. List of extranet pages and list contact numbers of participating organizations will be sent as separate documents.

2 Denmark Denmark will participate in The NB8 exercise with the following participants: Danish Emergency Management Agency (DEMA), Ministry of Defence Danish Health and Medicines Authority including the division National Institute of Radiation Protection (NIRP), Ministry of Health and Prevention Danish Meteorological Institute (DMI), Danish Ministry of Climate, Energy and Building. Ministry of Foreign Affairs and the Danish Embassy (Helsinki), Danish National Police (Coordinating the Danish crises management organization in the National Operations Staff (NOST) structure) The below mentioned organizations are invited to participate in the exercise on NOST level. o Danish Veterinary and Food Administration o Defense Command o Police Intelligence o Defense Intelligence o Transport Authority o Energy Authority o Center for Cyber Security Sweden Swedish Radiation Protection Authority, SSM. (will participate with full crisis organization) The National Board of Health and Welfare (will act in the counterplay. Their officer on duty will be the contact person when others want to talk to them. They will also send health experts to SSM on demand.) National food agency (will counterplay with one person. Mainly to support SSM) Ministry of the Environment (1 2 persons) Ministry for Foreign Affairs (1 2 persons) The Embassy in Helsinki Iceland Icelandic Radiation Safety Authority (IRSA) Icelandic Met Office Ministry for Foreign Affairs DEMA will participate with the crisis organization including public communication. Practicing the usage of social media channels for crisis communication will be in focus. SIS: probably one person 2(5) SSM will participate with the crisis organization including public communication. There will be no direct involvement of the media.

3 Norway The Ministry of Foreign Affairs The Norwegian Radiation Protection Authority (NRPA) The Crisis Committee for Nuclear Preparedness, including its members from: o the Norwegian Radiation Protection Authority (NRPA) o the Directorate for Civil Protection and Emergency Planning (DSB), o the Defence Staff, o the National Police Directorate, o the Norwegian Directorate of Health and o the Norwegian Food Safety Authority Some of the advisors to the Crisis Committee, including o the Institute for Energy Technology and o the Norwegian Meteorological Institute The Ministry of Foreign Affairs and the NRPA will participate on a large scale; the other organisations will participate with a few individuals. The participants at the exercise from organisations other than the Ministry of Foreign Affairs and the NPRA will be asked to have some contact points back home in their own organisations, so that they can engage in topical discussions or clarify available resources. These contact points will not be considered as participants in the exercise. We will use a number of respondents during the exercise, i.e. organisations other than the participants, who will be available for topical discussions and clarification of available resources. These are the Ministry of Health and Care Services and the Ministry of the Environment on a strategic level, the remaining advisors to the Crisis Committee and county governors. We will notify all organisations involved in nuclear and radiological preparedness of the exercise, and ask them to forward any information regarding the exercise through appropriate channels during the exercise, even though they re not participating. The Directorate for Civil Protection and Emergency Planning (DSB) and NRPA will during the exercise have discussions on the use of DSB s national pool of information resources and the use of DSB s national crisis information web page (kriseinfo.no). There will be a Norwegian media play during the exercise, with hired journalists asking questions and providing the participants with the opportunity of making public statements, arranging press conferences etc. The media service will publish news stories in Norwegian, based on the Finnish media play, available information and the actions of the Norwegian participants.
