5 INTRODUCTION The current national report is based on the Perception survey on quality of life in European cities (Flash Eurobarometer 366) 1, which included all capital cities of the countries concerned (except for Switzerland), together with between one and six more cities in the larger countries. In each city, around 500 citizens were interviewed. A total of 79 European cities were used in this analysis. In addition to these, the surroundings areas of Athina, Lisboa, Manchester and Paris were analysed. We will therefore hereinafter refer to '83 cities', though a more accurate terminology would be '79 cities and 4 surrounding areas'. A complete list of these is included in the final report and annexes. The methodology used is that of Eurobarometer surveys as carried out by the Directorate-General for Communication ( Research and Speechwriting Unit) 2. A technical note on the manner in which interviews were conducted by the Institutes within the TNS Political & Social network is appended as an annex to the final report. Also included are the interview methods and confidence intervals The results tables are included in the annex. It should be noted that the total of the percentages in the tables of this report may exceed 100% when the respondent has the possibility of giving several answers to the question. 4
6 SATISFACTION REGARDING THE CITY Nine respondents in ten living in Praha agree that they are satisfied to live in their city. This is the case for eight respondents in ten living in Ostrava. In comparison to all 83 cities surveyed, Ostrava records the seventh lowest proportion of agreement with the statement. A distinct negative shift is observed in Ostrava, where respondents are now less likely than in 2009 to agree with the statement (-13 percentage points), which is the third largest decrease of all 75 European cities surveyed in both 2009 and Of the different aspects, respondents living in both Czech cities are the most satisfied with retail shops in their city. Residents of Ostrava are the least satisfied with sport facilities in their city while residents of Praha express the lowest levels of satisfaction with streets and buildings. 5
7 RESPONDENTS' VIEW ON THEIR CITY 1. Employment There is a great difference in the perceived job situation in Ostrava and Praha. Four respondents in five in Ostrava disagree that it is easy to find a job in their city while this is the case only for a third of respondents in Praha. When all the 83 cities surveyed are ranked by the level of disagreement with the statement, Ostrava ranks in the bottom-fifth of European cities when it comes to perceived job situation, while Praha is among the five best scoring cities. The perceived job situation has worsened in Ostrava with more people now than in 2009 disagreeing with the statement (+12 percentage points). 6
8 2. Housing The perceived housing situation is worse in Praha than in Ostrava. While seven respondents in ten in Praha disagree that it is easy to find good housing at a reasonable price in the city, this is the case for less than half of respondents in Ostrava. In comparison to other European cities, Ostrava is found among the bottom-third of the 83 cities surveyed when ranked by the level of disagreement with the statement on the housing situation, while Praha is found in the top-third. The perceived housing situation has slightly worsened in Praha in comparison to the survey carried out in
9 3. The presence and integration of foreigners Two-thirds of respondents living in Praha agree that the presence of foreigners is good for their city. This is the case for around three respondents in five in Ostrava. In both cities, respondents are somewhat less likely to agree that foreigners in their city are wellintegrated. Regarding both statements, the results of both Czech cities are found in the bottom half of a ranking of the 83 cities surveyed. Respondents in both cities are now slightly more likely than in 2009 to agree that the presence of foreigners is a good thing. 8
10 4. Safety and trust Respondents in both Czech cities are more likely to feel safe in their neighbourhood than in their city. Residents of Praha tend to feel safer in both contexts than residents of Ostrava. Ranking all the 83 cities surveyed, Ostrava belongs to the group of ten lowest-scoring cities regarding both statements. 9
11 Seven respondents in ten in both Czech cities agree that most people in their neighbourhood can be trusted. Much lower levels of trust are expressed when most people in the city are considered, with the level of agreement being higher in Ostrava than in in Praha on this statement. Praha records the eighth lowest proportion of agreement with the statement that most people in the city can be trusted when all the 83 cities surveyed are taken into consideration. In both cities, respondents are now slightly more likely than in 2009 to agree that most people in their city can be trusted. 10

City Administrative services Around half of respondents in Ostrava agree that the administrative services of the city help people efficiently and that the public administration of the city can be trusted. Respondents living in Praha are less likely to agree with both statements. In Praha, the proportion of respondents agreeing with the statement that the public administration can be trusted is the second lowest of all the 83 cities surveyed. Respondents in both Czech cities are now less likely than in 2009 to agree that the city administrative services help people efficiently. This is particularly the case in Praha (-23 percentage points). 11

14 Respondents living in both Czech cities are relatively satisfied with green spaces in their city. They are significantly less likely to be satisfied with the noise level, cleanliness and the quality of the air in their city. Respondents in Ostrava are significantly less likely than respondents in Praha to be satisfied with the air quality in the city. In fact, the proportion of respondents being satisfied with the quality of the air in Ostrava is the lowest of all the 83 European cities surveyed. Respondents living in Ostrava are significantly more likely than respondents living in Praha to agree that their city is committed to fight against climate change. Praha records the second lowest proportion of agreement of all the 83 European cities surveyed. Respondents in Praha are now much less likely than in 2009 to agree with the statement, while respondents in Ostrava are slightly more likely to agree. 13
15 PEOPLE S PERSONAL SITUATION 14
16 Respondents in both Czech cities are very satisfied with the life they lead and the place where they live. They express lower levels of satisfaction with the financial situation of their household and their personal job situation. Respondents in Praha are slightly more satisfied than respondents in Ostrava when it comes to the place where they live, the financial situation of their household, and their personal job situation. In comparison to other European cities, the levels of satisfaction in the two Czech cities surveyed are rather average on all four aspects of the respondents personal situation. MOST IMPORTANT ISSUES FACING CITIES Air pollution ranks in the top three of the most important issues for both Praha and Ostrava. Unemployment is mentioned in the top three issues in Ostrava, together with safety. In Praha, road infrastructure and safety are the other two of the top three most important issues mentioned. Respondents in Ostrava are by far most likely of all respondents in the 83 European cities surveyed to mention air pollution among the three most important issues facing their city. By contrast they are least likely of all to mention public transport, education and training, and health services in their top three. Respondents in Praha are most likely in the surveyed cities to mention noise in the top three issues facing their city. 15
