4 Identity Management Drivers Increase security post 9-11to counter terrorism and crime and adhere with international compliance Commonality across European Union and U.S. European Union (e-europe 2005) and accession countries e.g.: Need for more secure travel documents driven by Schengen - EU without internal borders, less checks of documents, therefore they need to be more secure - epassport Need for more secure documents will be imposed UN resolution 1373 (prevent counterfeiting of ID documents) Machine readable zones and biometrics (US Law Oct. 2004)

6 EPassport Since 2001 Department of State has been planning to upgrade the passport to a machinereadable standard Passports to include 64-KB chips and various digital data 27 countries by October, 2006 three-month, three-country test

7 Real ID The U.S. House of Representatives approved a set of rules aimed having states issue all adults federally approved electronic ID cards, including driver's licenses. Called the Real ID Act states would be required to link their DMV databases if they wished to receive federal funds "machine-readable technology, with defined minimum data elements" that could include a magnetic strip or RFID tag

8 Government Drivers for Digital Identification Real ID Facilitate Service to Citizens Identify Illegal Immigrants Verify and enable democratic voting Collect accurate statistical information necessary for effective planning (e.g., schools, housing and other services) Combat Fraud Enable efforts to improve on collection of taxation Electronic birth registration and citizen life-cycle E-Passport Enable citizens to travel efficiently Prevent illegal immigration Prevent passport fraud Increase domestic and international security Support United Nations efforts to combat terrorism Collect accurate statistical information

9 U.S. Visit US-VISIT intends to build upon the technologies and management systems previously employed for entry in order to realize an automated entry-exit process. RFID cards with biometrics for entry-exit Form I-94A (typically nonimmigrant visas, such as students or guest workers) Utilizing Passive technology (ISO 7810 compliant) Five U.S. land border ports will serve as test from August 4, 2005, through early summer of 2006.

10 DoD Common Access Card Starting in 2000 DoD officials replaced the identification cards of all active duty military, Selected Reserve personnel, DoD civilian employees and eligible contractor. With dozens of smart card projects under way in the past year alone and millions of cards already in use, it is clear that the federal government sees great benefit lessons learned should help other agencies in implementing smart cards Next Steps?

11 Contactless Payment After years of research and development, contactless payment appears ready for implementation. MasterCard International recently announced numerous deals including McDonalds As of August Chase has issued two million blink cards to Visa and MasterCard credit cardholders in Colorado and Georgia Contactless payments via mobile phones continue to increase in Japan
