Stresses that the Community budget should be used in such a way as to give priority to policies aimed at real convergence, based on social progress and on safeguarding and promoting each country s potential, job creation, the sustainable use of natural resources and protection of the environment, with the goal of true economic and social cohesion; rejects the Fiscal Stability Treaty, Economic Governance and the Euro-Plus Pact, which are based on and perpetuate more austerity measures being taken at both EU and Member State level, and which will deepen the current economic and social crises, particularly in countries faced with a more difficult economic and social situation;

Considers that a break is needed with current EU policies if the problems of economic sustainable growth, unemployment, poverty, social exclusion, and (income) inequalities are to be genuinely addressed; stresses that a new strategy is needed to set a new path for Europe, a path of full employment, decent jobs, living wages, social and economic cohesion and social protection for all, guaranteeing the highest living standards and a path that pays heed to the development needs of each Member State, particularly the less developed, and that promotes real convergence, helping reduce the development gap between Member States and the existing economic, social and regional disparities;

Expresses concern at the high number of allegations of inhumane treatment and reception conditions faced by refugees and asylum-seekers in refugee and asylum-seekers reception centres, in particular those receiving EU financial support; points, in particular, to the worrying situation in Direct Provision Centres in Ireland and in the First Reception Centres of Lampedusa and Pozzallo in Italy;

Expresses its deep concern at the lack of adequate protection for unaccompanied minors all along the route to a safe place and calls for a thorough investigation into the case of the missing children reported by EUROPOL; calls for a thorough investigation into all measures and projects, in particular those which have been benefiting from EU financial support and are being implemented with the support of the Member States in the field of migration, asylum and border management, in order to check their compliance with European and international law, in particular the UN Human Rights Charter, the 1951 Convention relating to the Status of Refugees, the Convention on the Rights of the Child, the European Convention on Human Rights and the Charter of Fundamental Rights of the EU;

Highlights the need to ensure and guarantee that human rights, civil rights and liberties, social protection, including protection for the most vulnerable, healthcare, and social and financial benefits are implemented in full compliance with international law, in particular the UN Human Rights Charter, the 1951 Convention relating to the Status of Refugees, the Convention on the Rights of the Child, the European Convention on Human Rights and the Charter of Fundamental Rights of the EU; stresses the importance of enhanced financing for resettlement schemes and relocation procedures, notably under the Asylum, Migration and Immigration Fund (AMIF), in order to achieve a solidarity-based approach to European asylum and migration policy, as safe and legal means are the only way to prevent and reduce irregular migration; underlines the need to create possibilities within the EU budget, eventually through the creation of new financial instruments, to develop
9 resettlement areas and safe zones on the African continent and in the Middle East, in cooperation with the African Union, the Arab League and UNHCR; points out that this should not preclude the EU from assuming its fair share of responsibility for hosting refugees in Europe;

Calls for the current Europe 2020 strategy to be replaced with a European Strategy for Solidarity and Sustainable Development, based on a new set of economic, social and environmental policies encouraging investment in the areas set out below: (i) the quality of work in all its aspects (wages, stability, working conditions and training) and improved qualifications, in order to achieve a highly trained and skilled workforce, (ii) basic and industry-supportive infrastructure, (iii) public services, in order to improve their quality, (iv) a strong cohesion policy, in order to promote social and economic cohesion, (v) the protection of the environment and natural resources, (vi) improving labour, social, environmental and safety standards, in order to achieve harmonisation aimed at meeting the highest standards, (vii) the social economy,
11 (viii) social protection, in order to eradicate poverty and fight social exclusion, (ix) (public) research and innovation, in order to guarantee benefits for all, (x) the promotion of culture and civil participation, (xi) a gradual dematerialisation of the economy;

Calls for the establishment of support programmes for those Member States that may wish to negotiate leaving the euro on the grounds that their membership has become unsustainable and unbearable; considers that such programmes should provide for adequate compensation for the social and economic damage caused by membership of the single currency;
13 A8-0036/45 45 Younous Omarjee, Xabier Benito Ziluaga, Marisa Matias, Paloma López Bermejo, Marina Albiol Guzmán, Barbara Spinelli, Martina Michels, Javier Couso Permuy, Kostadinka Kuneva, Liadh Ní Riada, Lola Sánchez Caldentey Paragraph Reiterates its position in favour of the necessary in-depth reform of the system of Union own resources, and gives the highest political importance to the work of the High Level Group on Own Resources created as part of the MFF agreement; expects the Commission and the Council to take on board the final outcome, which is expected by the end of 2016, including any new candidate for own resources; recalls that the leading idea behind the own resources reform is to make the revenue side of the Union budget more autonomous as well as more stable, simpler, fairer, more sustainable and more predictable, while also alleviating the burden of excessive spending from national budgets and improving transparency and visibility for the citizens without increasing the overall tax burden for citizens; believes that if there is to be a completely independent EU budget, genuine own resources have to be put in place; 31. Reiterates its position in favour of the necessary in-depth reform of the system of Union own resources, and gives the highest political importance to the work of the High Level Group on Own Resources created as part of the MFF agreement; expects the Commission and the Council to take on board the final outcome, which is expected by the end of 2016, including any new candidate for own resources; recalls that the leading idea behind the own resources reform is to make the revenue side of the Union budget more autonomous as well as more stable, simpler, fairer, more sustainable and more predictable, while also alleviating the burden of excessive spending from national budgets and improving transparency and visibility for the citizens without increasing the overall tax burden for citizens; insists on the need to provide the EU with new own resources, inter alia based upon taxation of financial transactions and the appropriate taxation of all multinationals which are involved in tax evasion; considers this to be an appropriate response to the wishes of a large majority of EU citizens; believes that if there is to be a completely independent EU budget,
