1 Faces of Poverty in Naga City POPULATION The 3 Community-Based Monitoring System (CBMS) census in Naga City covered 7,88 households with a total population of 3,9 Naga City is an independent component city of the Province of Camarines Sur in the Bicol Region. The CBMS census in 3 covered all 7 barangays in the city. Results showed that the city had a population of 3,9 in 7,88 households. Average household size was five. Among the barangays, the most populated was Barangay with a population of 7,77 in 3,538 households. The least populated was Barangay Dinaga with a population of 5 covering 34 households. HEALTH TH AND NUTRITION Five in every y, children en under 5 years old had died About.5 percent of children under 5 years old died during 3. This means that 5 in every, children aged 4 years had died. Barangay registered the highest number of child deaths with eight cases at percent. Barangay Mabolo ranked first in terms of proportion, at. percent, with six cases of deaths among children under 5 years old. Barangays Concepcion, Dinaga, Lerma, and did not report any case of child deaths. Ten en women had died due to pregnancy-r egnancy-related elated causes during 3 The CBMS results revealed that women (.3%) had died due to pregnancy-related causes. Two cases of death were reported in Barangay at.5 percent, in Barangay Mabolo at.9 percent, and in Barangay at.3 percent. In terms of proportion, Barangay Concepcion Grande ranked first at. percent. Of the city s 7 barangays, had no reported case of death due to pregnancy-related causes. Of children aged 5 years, 3. percent were malnourished About 3. percent of children 5 years old were moderately and/or severely underweight. This corresponds to a total of 59 malnourished children in the city. Barangay topped the list of barangays with the highest proportion of malnourished children at 7. percent. Barangay San Felipe recorded the most number of malnourished children: 9. On the other hand, in four barangays, there were no malnourished children aged 5 years. HOUSING At least 8 in every y households were e living in makeshift housing while at least 6 households in every y were e classified as informal settlers The CBMS results showed,36 households or 8.5 percent of households in the city were living in makeshift housing. This indicates that at least 8 in every households were living in makeshift housing. Among the barangays, Barangay ranked first in terms of magnitude, with 483 households (4.5%) living in makeshift housing. Barangay had the highest proportion at 9.5 percent, indicating that in every 3 households in the barangay was living in makeshift housing. On the other hand, the CBMS results revealed that informal settlers accounted for 6.5 percent of the total households in the city, which translates to,83 households. This means that at least 6 in every households were classified as informal settlers in terms of tenure status. The highest number of informal settlers was recorded in with 47 households or 3.3 percent. The highest proportion of informal settlers, at almost one-third of households in the barangay, was recorded in Barangay. 98
2 WATER AND SANITATION TION Of the total number of households, 6.5 percent had no access to a safe water source while 4.3 percent had no access to sanitary y toilet facilities The city registered a total of,89 households or 6.5 percent with no access to safe water supply. This means that at least 6 in every households had no access to safe water supply. Data at the barangay level showed that in Barangay, majority (56.3%) of households have no access to safe water. It is also the only barangay considered to be waterless. All households in barangays Del Rosario and Balatas had access to safe water supply. About 4.3 percent or,87 households in the city have no access to sanitary toilet facilities. Barangay, with 35 households (6.8%), had the highest number of households with no access to sanitary toilet facilities. Barangay Pagkakaisa, on the other hand, topped the list in terms of proportion, with at least in every 5 households having no access to sanitary toilet facilities. In four barangays, all households had access to sanitary toilet facilities. BASIC EDUCATION About 7 percent of children 6 5 years old were not attending school A total of,48 children aged 6 5 years, or about 7 percent were reported to be not attending school. Among children aged 6 years old,,888 children or 5.6 percent were not enrolled in elementary school. Moreover, among children 5 years old, 37.8 percent (4,536 children) were not enrolled in high school. The highest magnitude proportion of children aged 6 5 not attending school was recorded in Barangay at 5. percent or 38 out-of-school children. INCOME AND LIVELIHOOD Of the households in the city,, 37.5 percent were e living below the poverty ty threshold A total of,44 households in the city or 37.5 percent were income poor during 3. This translates to at least in every 3 households with no sufficient income to satisfy their basic food and non-food needs. Income poverty rate was highest in Barangay at 73 percent or 84 income-poor households. However, Barangay had the most number of income-poor households with,33 households at 37.6 percent. About 3.9 percent of households did not have sufficient ficient income to satisfy their basic food needs The CBMS results showed 6,634 households living below the food threshold, comprising 3.9 percent of households in the city. However, data at the barangay level exhibited higher subsistence incidence. In particular, in Barangay, more than half of the households (54%) were food-poor. Barangay, on the other hand, had the highest number of households that did not have sufficient income to satisfy basic food needs. Hunger due to food shortage was experienced by 6.3 percent of households in the city The CBMS data revealed that about 6.3 percent of households in the city experienced hunger due to food shortage in the last 3 months prior to the survey. This translates to a total of,754 households that experienced hunger. Barangay had the highest magnitude and proportion of households that experienced hunger at 38.8 percent (7 households). Unemployment rate in the city was recorded at 8.4 percent There were 3,836 persons who were not working during 3, comprising 8.4 percent of the labor force in the city. Barangay Bagumbayan Norte had the highest unemployment rate at 5.4 percent or 6 unemployed persons. The highest number of unemployed persons reported was 677 (.7%) in Barangay. Waterless barangays refer to villages with less than 5 percent (safe) water supply coverage. 99
3 PEACE AND ORDER The propor oportion for victims of crime was recor ecorded at percent Less than one percent (%) of the population had been reported as victims of crime, corresponding to 86 persons. Barangay had the most number of reported victims of crime, with 37 persons or percent. In terms of proportion, Barangay Lerma topped the list, with 3. percent (79 persons) who were victims of crime. CBMS Composite Indicator and Multidimensional Poverty ty Most households have met out of 3 basic needs on the average The average CBMS composite indicator of the city was.. This means that on the average, households in the city were able to meet the basic needs in 3. However, data at the barangay level showed that Barangay had the highest index at.. This means that on the average, households in this barangay were not able to meet at least two of the basic needs. About 6.4 percent of households in the city suffer fered ed from om multiple deprivations 3 Of the total households, more than half (5.6%) were not deprived in any dimension. However, 3 percent of households in the city experienced deprivation in one dimension and.8 percent experienced deprivation in at two dimensions. In addition, three households experienced simultaneous deprivations in 6 dimensions. Looking at the different dimensions of poverty, the CBMS data further showed that 3.4 percent of households were deprived in income and housing at the same time. Also, 846 households experienced deprivation in both income and jobs. In addition, 73 households were poor in terms of income, housing, and toilet facilities. Furthermore, 7 households were classified as income poor, education poor, housing poor, and sanitation poor at the same time. This refers to household basic needs as reflected in the 3 CBMS core indicators that cover the following: () children -4 years old who died; () women who died due to pregnancy-related causes; (3) malnourished children -5 years old; (4) households living in makeshift housing; (5) households who are informal settlers; (6) households without access to safe water supply; (7) households without access to sanitary toilet facilities; (8) children 6 5 years old not in school; (9) households with income below the poverty threshold; () households with income below the food threshold; () households that experienced hunger due to food shortage; () unemployment; and (3) victims of crime. A higher index would mean more unmet needs and hence, worse condition for the households. 3 A household is considered to experience multiple deprivations if it is poor in at least two of the following dimensions: health, nutrition, tenure, housing, water, sanitation, education, income, job, and security.
