2 UPDATE ON ACHIEVEMENTS Operational Context The estimated number of Iraqis displaced since January 2014 increased in November to over two million according to the IOM DTM (database). IDPs are settled in more than 2,000 locations across the country. Internal displacement continues in areas where international agencies have limited access. Conflict in Anbar has seen an increased number of families fleeing from villages around Fallujah. Conflict continues to affect Salah al Din, and the overall security situation in Kirkuk city and its surrounding areas continues to be volatile with reports of clashes in Daquq, Hawija and Debis districts. According to community leaders, families continue to be displaced in Mosul and surrounding areas. Residents of Mosul lack potable water, electricity and mobile phone services. Returnees were reported in areas of Jalula and Sa adiya sub-districts in Diyala and Zummar in Ninewa as security has reportedly improved. UNHCR contributed to the revision of the Immediate Response Plan for KR-I. Protection In line with the Protection Cluster strategy and needs, the monitoring teams of UNHCR and its partners have reached a total of 735,757 individuals throughout Iraq, to determine needs, vulnerabilities, registration status, demographic information, and accommodation circumstances. Through engagement with the Head of Security for checkpoints in Erbil, protection staff continue to address the challenge related to the freedom of movement for families into the KR-I. CAMPS Discussions are ongoing with child protection actors to conduct child safety assessments in Erbil. A pilot assessment is planned in Baharka camp, with the involvement of children and youth to identify risks they face and to better inform the response. IDP families living in conflicts zones, namely Daquq and families settled in schools in Kirkuk city have moved to Laylan camp, bringing the total number of families in the camp to 1,200. The inadequate water, sanitation and hygiene (WASH) facilities in Arbat, Missan, Bajet Kandala, Khanke, Chamishku (Duhok Governorate) and Garmawa (Ninewa Governorate) camps remains of concern. Many IDPs are required to leave their identification/documentation at checkpoints in Kirkuk. Heavy rains caused flooding in several IDP camps, and damage to tents across the KR-I. To date, a total of 10,878 IDP families have received cash assistance from UNHCR across Iraq: 1,723 families in Erbil, 1,100 in Sulaymaniyah, 2,902 in Dohuk and 5,153 families in the central and southern governorates of Iraq. 2

3 UNHCR partners conducted gender based violence awareness workshops in Diwaniya, Thi Qar, Basrah and Missan, raising awareness for the 259 participants on women s rights and child protection. A first joint mission of UNHCR protection, INTERSOS, and a Ministry of Displacement and Migration (MODM) mobile registration team was conducted to support the outreach of MODM registration activities for IDP families in Kawergosk urban areas in Erbil Governorate. IDPs returning to homes after the withdrawal of armed groups are at risk of improvised explosive devices. Reports continue to be received of IDPs being prevented access to Khanaqeen city in Diyala, Kirkuk, Sulaymaniah and Erbil. UNHCR is monitoring the situation. IDPs in the Basra Collective Centre report insufficient potable water and insufficient access to schools. Shelter and NFIs As the inter-agency Shelter/NFI Cluster lead agency, UNHCR is implementing the national Shelter/NFI Cluster s shelter and winterization strategy, to complement the work of local authorities and other humanitarian actors in meeting the needs of the most vulnerable IDPs throughout Iraq. Assistance targets those people living outdoors, in sub-standard structures, in colder climatic conditions or with particular individual vulnerabilities. CAMPS UNHCR is constructing concrete slabs (used to raise tents off the ground) in the extension to Baharka camp (Erbil) to strengthen the tents and reduce the effects of low temperatures. To reach families needing tent insulation kits, UNHCR launched an airlift in November; three of the planned seven flights have arrived to the Kurdistan Region of Iraq (KR-I). Each plane carries 3,600 tent insulation kits from a factory in Lahore, Pakistan. Airlifts will continue on an Iraqi Airways 747 air freighter until 10 December, bringing a total of 25,000 tent insulation kits to Iraq for 150,000 individuals. 22,000 kits will go to those in need in the KR-I, while 3,000 will go to central and southern Iraq, given that most camps for the displaced are currently in the KR-I. The kits consist of a bag containing fiber insulation for tent walls and polystyrene floorboards. UNHCR has already shipped the kits to field locations for distribution this week and will continue to do so during December. The second phase of winterization item distribution for IDPs in Baharka and Harshm camps and four collective centres was concluded (Erbil Governorate). All families received blankets, water jerry cans, plastic sheets, kerosene jerry cans and stoves. The items were distributed through the camp management agencies in collaboration with local authorities. During the reporting period, 51 families arrived at Arbat IDP camp in Sulaymaniyah, and were provided with shelter and NFIs. Three new camps in Dohuk Governorate (Berseve 1 and 2, and Kabarto) opened as reported above. In Sulaymaniyah, 5,100 IDP families each received 200 litres of kerosene thus completing the UNHCR kerosene distribution in the area. All remaining families living in 502 schools in Dohuk Governorate have been relocated to various camps including Shariya, Kabarto, Berserve 1 and 2 and Chamishku camps. Work continued in open camps in Dohuk, including the completion of 560 concrete slab foundations by DMC, and the construction of 120 kitchens bases by UNHCR s partner KURDS in Bajid Kandala; further construction works continued in Khanke, Garmawa and Bersive 2. In Sulaymaniah, earthworks were completed in many parts of the Qurato camp, and fencing is progressing. Kitchen walls in three sectors of the camp are completed. 3

4 In Diyala Governorate, UNHCR senior managers visited the Mayor of Khanaqin on 18 November to discuss the construction of Al Wand camp and to assess the services available to IDPs. On 23 November, construction began on the camp, which will host 2,560 individuals. Kurdistan camp was closed and its 234 families were relocated to the new government caravan camp. Renovation work on unfinished houses in Khanaqeen is 20 per cent complete. Laylan IDP camp in Kirkuk Governorate opened and now hosts 1,180 families/7,080 people. These families previously occupied 30 schools that are now available for education. On 30 November, UNHCR s partners distributed 7,840 litres of kerosene to 392 IDP families in the camp providing 20 litres per family for six days. In Dohuk, UNHCR teams monitored the relocation process and provided support to the government teams. The differences in camp set-up and conditions are reported to be the main source of concerns related to relocation, accommodation and provision of services. Common complaints include the WASH facilities being located too far from families and that tent space is not sufficient to meet minimum standards. In UN constructed camps, the population has expressed concerns about the communal nature of latrines when compared with the government constructed camps, in which families are provided with a family plot and family WASH facilities. UNHCR also noted the poor quality of WASH facilities in Bersive 2 camp. IDPs in Haditha in Anbar report needing more food, fuel and medicines. Children in Missan camp reportedly need more winter clothing. Phase two of the winterization strategy across Iraq has started, providing winter items to IDPs in camps and urban areas. Since 30 September, a total of 32,800 kerosene jerry cans, 32,800 stoves and 15,440 polystyrene boards have been released for distribution. UNHCR has begun installing 300 tents to develop collective centres in the Al Habaniya and Al Nikhaib areas of Anbar for families fleeing conflict. 450 metal pavilions will also be installed. The centres will shelter 7,200 individuals. 1,800 UNHCR tents in Najaf and 200 tents in Karbala were installed in collective centres housing some 10,800 people. UNHCR began rehabilitation work in four collective centres in Baghdad that house some 400 IDP families. As of 27 November, UNHCR partners in Karbala completed the rehabilitation of 50 collective centres housing some 450 families. The rehabilitation activities included partitioning and improvement of WASH facilities. The rehabilitation of 20 collective centres in Wassit is 25 per cent is also complete. Renovation began on 18 November at the Basra Collective Centre with roofing repairs ongoing for 95 housing units. UNHCR started construction works in unfinished buildings and skeleton houses in the Khanke district in Dohuk Governorate, as well as refurbishment/rehabilitation projects for 6, 300 families residing in unfinished or abandoned buildings. Families living in hotels in southern Iraq reported they are running out of resources to pay for hotel accommodation. 5 CAMPS UNHCR Operational Update-Iraq During the reporting period, UNHCR and the Emergency Cell of Duhok Governorate conducted a second training for IDP camp managers and staff that manage the IDP camps. In total, two groups of 25 persons have attended a five day course, which included general sessions on management. One day of the training was allocated for UNHCR to cover protection and camp management standards. Camp Managers for the newly opened camps have been identified and recruited in Dohuk Governorate. Registration and population profiling in newly opened camps need to be conducted as soon as possible, as the lack of detailed information about populations of concern affects planning and the distribution of assistance and services. Work is ongoing to prepare CCCM training for staff in collective centres in Basra. Working in partnership On 19 November, the US Ambassador to Iraq, Stuart Jones, visited Baharka IDP camp and Ainkawa Mall IDP settlement. Representatives from the Japanese Embassy visited Baharka and Harshm camps, Ainkawa Mall and Church Mall in Erbil on 24 November.
