2 COMMISSION DECISION of XXX amending Commission Decision C(2012) 2157 of on the financing of humanitarian actions in Chad from the 10th European Development Fund (EDF) (ECHO/TCD/EDF/2012/01000) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to the ACP-EC Partnership Agreement signed in Cotonou on 23 June , and in particular Article 72 thereof, Having regard to Council Regulation (EC) No 617/2007 of 14 May 2007 on the implementation of the 10th European Development Fund under the ACP-EC Partnership Agreement 2, and in particular Articles 5.4 and 8 thereof; Whereas: (1) Commission Decision C(2012)2157 adopted on provides for the funding of humanitarian actions in Chad from the B-envelope for Chad of the 10 th EDF, for a total amount of EUR 10,000,000 starting from 1 st February 2012, with a duration of 12 months. (2) Due to the food crisis affecting Chad, some 1.5 million people are currently severely food insecure and these figures are expected to grow rapidly as the lean season sets in. (3) As of the beginning of May 2012, all the budget to support actions under Decision C(2012) 2157 was entirely allocated to United Nations Children's Fund (UNICEF) and World Food Programme (WFP) to support their nutrition and food pipelines but gaps remain (WFP Protracted Relief and Recovery Operations (PRRO) funded at 50 % only) with humanitarian needs still be covered. (4) Once the lean season is over, the population will be in a critical state of vulnerability and will require assistance to initiate a recovery process that can then be taken over by longer term development projects. 3 their livelihoods and coping mechanisms, is therefore necessary along with an extension of the duration of the Decision. (6) It is therefore appropriate to increase the amount of Decision C(2012)2157 to provide an adequate response to unmet humanitarian needs by EUR 10,000,000 from the B- envelope for Chad of the 10 th EDF and to extend the the implementation period of this Decision by 11 months in order to leave enough time for the recovery process. (7) In accordance with Article 11(3) of Council Regulation (EC) No 617/2007, the EDF Committee gave a favourable opinion on 28 June (8) In view of the foregoing, Decision C(2012)2157 should be amended. HAS DECIDED AS FOLLOWS: Decision C(2012)2157 is amended as follows: Sole Article 1. Article 1.1 is replaced by the following: "1. In accordance with the objectives and general principles of humanitarian aid, the Commission hereby approves a total amount of EUR 20,000,000 from the 10th European Development Fund for humanitarian aid actions to support the population affected by the food crisis in Chad." 2. Article 2.1 is replaced by the following: "1. The period for the implementation of the actions financed under this Decision shall start on 1 February 2012 and shall run for 23 months. 4 EUROPEAN COMMISSION DIRECTORATE-GENERAL FOR HUMANITARIAN AID AND CIVIL PROTECTION - ECHO Humanitarian Aid Decision F10 (FED 10) Title: Commission Decision amending Commission Decision C(2012) 2157 of 23/03/2012 on the financing of humanitarian actions in Chad from the 10 th European Development Fund (EDF) Location of Action: Chad Amount of Decision: EUR 20,000,000 Decision reference number: ECHO/TCD/EDF/2012/ Explanatory memorandum Rationale for the amendment Chad is one of the most affected countries by the food crisis in the Sahel. A 56 % reduction in food production compared to 2010/2011, combined with food prices on the rise, are creating problems of low availability and low access for food. It is estimated that some 3.6 million people are already food insecure out of which 1.5 million being in severe food insecurity and these numbers are expected to grow rapidly as the lean season sets in. In March 2012, the above mentioned ad hoc decision of EUR 10,000,000 has been adopted to respond to the crisis supporting the most vulnerable populations. As of beginning of May, all these funds have already been allocated to UNICEF and WFP to support their nutrition and food pipelines but gaps remain (WFP PRRO funded at 50 %) and more funds are still needed. For this reason, it is requested an additional mobilization of EUR 10,000,000 to complement ECHO's support to WFP pipeline and to prepare the ground for recovery and support vulnerable populations during the 2012/2013 agricultural campaign by strengthening their livelihoods and coping mechanisms. The initially foreseen duration of the decision is insufficient to allow one cycle of early recovery projects, which must kick in by August-September 2012 for them to be implemented in a timely fashion. An increase of the amount of the decision and of its duration would therefore be appropriate. ECHO/TCD/EDF/2012/

5 2. Proposed Amendments It is proposed to increase the amount of the decision by EUR 10,000,000, bringing the total amount of the decision to EUR 20,000,000. It is also proposed to extend the duration of the decision from 12 to 23 months, until end of December 2013 to leave enough time to the recovery process. ECHO/TCD/EDF/2012/
